Three steps to stop the health crisis turning into the biggest emerging market debt crisis

The servicing and rolling over of the public and private debt of middle-income countries is a major point of COVID-19-induced stress in the global economy. The G20's Debt Service Suspension Initiative is a worthy initiative, but it does not address this issue. This column outlines three related steps that may help avoid a crisis. The centre-piece is recycling new and unused Special Drawing Rights for debt reduction through the repayment or repurchase of debt. Moral hazard can be addressed by reducing only those debts held by official creditors and up to an amount equal to fiscal expenditures relating to natural disasters – COVID-19 and climate change, principal amongst them.  

Preparing for a wave of non-performing loans

Once moratoria and other Covid-19 support measures are unwound, European banks will likely be confronted by a wave of non-performing loans. This column provides empirical insights on the current levels of such loans in Europe and draws lessons from previous financial crises for their effective treatment. It highlights the importance of early and realistic assessment of loan losses to avoid adverse incentives for banks. Secondary loan markets would help in this process and further facilitate bank resolution as laid down in the Bank Recovery and Resolution Directive, which should be upheld even in extreme scenarios.

The persistent electoral benefits of redistribution

In the aftermath of World War II, the 1950 Italian land reform expropriated wealthy landowners and redistributed their land among rural workers, with substantial and long-lasting electoral rewards for the initiating Christian Democratic Party. The electoral effects of the reform were visible even 40 years later, arguably because the reform strengthened local Christian Democratic grassroots organisations and because Christian Democratic governments continued to invest in reform towns. The episode offers insights into the persistence of the electoral benefits of redistribution.

53IB fetes 7 women soldiers

THE Army's 53rd Infantry Battalion (IB) has awarded Military Merit Medals to seven women troops for exemplary performance to duty as soldiers, an official announced.

Lieutenant Colonel Jo-ar Herrera, 53IB commander, named the recipient of the Military Merit Medal as follows: Corporal Melanie Mojado; Private First Class Jevelen Robledo; Private First Class Airen Alasa-as; Private First Class Leah Elladora; Private First Class Chrizel Julian; Private Rozen Lubguban; and Private Joessabeth Careras.

Herrera said the award is in recognition for their meritorious performance and invaluable service rendered during the Philippine Army Annual General Inspection, covering the period of 4th Quarter 2019 to 3rd Quarter 2020 conducted to the 1st Infantry "Tabak" Division.

"Imbued with a deep sense of responsibility, loyalty, and devotion to duty coupled with professional competence and hard work, the officers, men and women of the 1ID worked with dedication in order to achieve a successful result of inspection aligned with the higher headquarters mandate. As a result, the command obtained its fraction as the number one among Philippine Army Major Units (Pamu) with a rating of 93.442 percent. By these laudable achievements, officers, men and women of the 1st Infantry "Tabak" Division, Philippine Army, earned distinct credit and honor not only for the Philippine Army but also for the Armed Forces of the Philippines as well," the award citation read according to Herrera.

"On behalf of all enlisted women soldiers in this battalion, we would like to express our utmost gratitude to our Battalion Commander, Lieutenant Colonel Jo-ar Herrera for recognizing us and for boosting our morale as we celebrate National Women's Month. Thank You, Sir," Alasa-as said.

"We recognize Women soldiers for their exemplary performance. In my leadership as Battalion Commander, I make sure to boost the morale of all our NCOs (non-commissioned officers) by empowering them to lead and to decide because I have my highest respect for all of them," Herrera said.

Zamboanga City fire victims receive aid from Barmm

THE Bangsamoro Autonomous Region in Muslim Mindanao (Barmm), through its Project Tabang (Tulong Alay sa Bangsamorong Nangangailangan) and the Ministry of Health, extended Monday, March 29, 2021, its second wave of relief aid to the victims of a fire in Zamboanga City.

Around 400 families were displaced when a fire hit a coastal community in Baliwasan village, Zamboanga City on March 20.

The relief distribution was facilitated through the Services and Actions with Love and Integrity from the Government (Salig) program of Barmm Executive Secretary and Member of Parliament Abdulraof Macacua.

Macacua said each of the displaced families received 10 kilos of rice and sets of hygiene kits.

Ustadz Mubarak Dumato, Salig program focal person, said the Barmm government, regardless of religion and ethnicity, is not only focusing on the geographical boundaries of the autonomous region in providing assistance to calamity victims.

Monday's relief distribution was facilitated by City Social Welfare and Development Office of Zamboanga City, Baliwasan village council, and volunteers from the Moro Islamic Liberation Front's organic members in the city.

Barmm conducted its first wave of relief distribution on Friday, March 26.

Project Tabang is a special program of Barmm Chief Minister Ahod Ebrahim aimed at facilitating the direct and immediate extension of basic services and assistance to Barmm constituents. (SunStar Zamboanga)

Fish broker, 2 others fall in anti-drug stings

A FISH broker and two others were arrested in separate anti-drug operations in Zamboanga City, the police reported Wednesday, March 31, 2021.

Police Captain Edwin Duco, Police Regional Office-Zamboanga Peninsula information officer, identified the arrested suspects as the following: Romar Casumpang, 34; Lito Bonglog, 33; and Rolin Monton, 36.

Duco said Casumpang, a fish broker, was arrested in a buy-bust operation around 4 p.m. Tuesday on Scout Limbaga Road in Pasonanca village, Zamboanga City.

Recovered from the possession of Casumpang were some P68,000 worth of suspected shabu, P1,000 marked money and a motorcycle.

Bonglog yielded some P4,760 worth of illegal drugs and P200 marked money when arrested in a buy-bust operation around 1:40 p.m. Tuesday in Phase 3, Kasanyangan village, Zamboanga City.

Seized from Monton were some P1,346.40 worth of suspected shabu and P200 marked money when arrested in an anti-drug operation around 2:40 p.m. Tuesday in Sitio Pasay in San Roque village, Zamboanga City.

Duco said the suspects were detained while charges for violation of the Comprehensive Dangerous Drugs Act of 2002 will be filed against them. (SunStar Zamboanga)

Filipino Catholics urged anew to be 'authentic missionary disciples'

APOSTOLIC Nuncio to the Philippines Most Reverend Charles John Brown on Wednesday, March 31, 2021, reminded Filipino Catholics to become a "community of authentic missionary disciples" as the Catholic Church commemorated the Quincentennial of the First Easter Mass in the Philippines on the island of Limasawa in Southern Leyte.

"Every celebration of the Eucharist ends with the presider saying 'Ite missa est: Go forth, the mass is ended', to which the congregation responds 'Deo gratias: Thanks be to God!'. Five hundred years after the first Mass was offered in the archipelago, the Church in the Philippines is invited anew to 'go forth,'" said Brown.

The papal nuncio also expressed his "heartfelt greetings" to the Diocese of Maasin Bishop Precioso Cantillas, clergy, religious men and women, and the lay faithful who were gathered for the celebration of the Holy Eucharist on the island.

"The love of Christ made present in every celebration of the Holy Mass, impels us to proclaim the Gospel we have received to all the world. It is in this sharing of the gift of faith with others that we can best express our thanksgiving to God who has loved us through His Son, Our Lord Jesus Christ, who suffered, died and rose again from the dead," said Brown, who missed the commemorative mass in Limasawa due to travel restrictions brought by the coronavirus pandemic.

"Invoking the maternal intercession of the Virgin Mary, Mother of the Church, and of St. Joseph, Her most chaste Spouse, in the name of the successor of Peter, His Holiness Pope Francis, I bless all of you," the papal nuncio said in a statement that was read by Cantillas.

"We should be progressive in proclaiming God's love. Going to mass is our life, what is more essential to our life is our Eucharist," added Cantillas in his homily, which was attended by around 1,000 pilgrims who braved the heavy downpour and waited for hours before the mass started around 11 a.m. Wednesday.

According to the bishop, he was grateful that they were able to celebrate the First Easter Mass on the island amid the pandemic.

"I believe that we can humbly admit we might have failed to make the Eucharist the most important. The church of Christ had experienced and suffer a destructive onslaught from within and outside. This is why the Diocese of Maasin is privileged to be the site of the Christ's Eucharist," the bishop said.

"We should be an active member of making the Eucharist shine more," he added.

Following Brown's statement, Cantillas pointed out that Jesus came to Limasawa Island 500 years ago through the Portuguese explorer Ferdinand Magellan and Catholic priest Pedro de Valderama, the chaplain of the Magellan-Elcano expedition.

During the commemorative event, the pilgrims, along with the bishops from other dioceses in the Visayas, joined in a fluvial procession from Maasin City port to Limasawa, carrying the image of Sto. Nino de Cebu.

Church and local officials also led in the unveiling of a new historical marker in Barangay Triana, Limasawa.

Leyte-based historian Dr. Rolando Borrinaga, a proponent of Limasawa as the site of the First Easter Mass, received a plaque of appreciation from Cantillas, Southern Leyte Governor Damian Mercado and Southern Leyte Congressman Roger Mercado.

Meanwhile, the Diocese of Maasin announced that the Apostolic Penitentiary granted a jubilee year with the accompanying plenary indulgence, under the usual conditions, to the Christian faithful "who are truly penitent and moved by charity, and may also be applied by them, by way of suffrages, for the souls of the faithful detained in purgatory, if they will go on pilgrimage to a 'jubilee church.'''

The jubilee churches in the Diocese of Maasin include the Shrine of the Holy Cross and the First Mass in Magallanes, Limasawa Island; Maasin Cathedral – Diocesan Shrine of the Our Lady of the Assumption in Maasin City; San Isidro Chapel in Punta, Baybay City; Our Lady of the Immaculate Conception Church in Hilongos, Leyte; Our Lady of the Immaculate Conception Church in Baybay City; Santo Niño Church, Malitbog, Southern Leyte; Saint Joseph Church in Matalom, Leyte; and Saint John the Baptist Church in San Juan, Southern Leyte.

The schedule of the opening of the jubilee doors will be from April 5 to 8, 2021.

First Easter Mass

In their best attire and unarmed, Magellan and his expedition crew, along with siblings Rajah Colambu of Limasawa and Rajah Siaiu of Butuan-Calaghan, attended the first Easter Mass on the island 500 years ago on Wednesday.

"After the mass, Magellan held a fencing exposition to amuse the rulers of Mazaua and Butuan. Afterward, a cross was planted at the highest peak in Limasawa. In the evening, Magellan was told about how prosperous and active the trading was in the port named Cebu," wrote the National Quincentennial Committee.

Since 1921, the Philippine government recognized Limasawa as the site of the 1521 Easter Sunday Mass, based on the stand of the Committee for the IV Centenary of the Discovery of the Philippines created by the U.S. Insular Government of the Philippine Islands, according to the committee.

Both the National Historical Commission of the Philippines and the Catholic Bishops' Conference of the Philippines agreed to adopt the term "Easter Sunday Mass" to refer to the Christian mass celebrated on March 31, 1521, in the highly contentious place called Mazaua, presently known as Limasawa. Daghan unta ang mga ritual sa pagsaulog sa Semana Santa kon naa pa sa normal ang atong sitwasiyon.

Dunay mga naghimo og sakripisyo, mopas-an sa krus, magpabunal sa ilang lawas ug ang uban magpalansang pa sa krus, subay sa ilang mga tulumanon.

Dunay ubang nga mosulod sa mga langob alang sa ilang personal nga mga pag-ampo aron kuno mopadayon ang gahum nga ilang naangkon, mga tahas sa ilang kinabuhi.

Sa basahon sa 1Corinto 15:31 si Apostol Pablo nagsulti nga tungod kang Kristo, ginapatay niya ang iyang kaugalingon adlaw-adlaw. Alang kaniya ang iyang kinabuhi, alang kang Kristo ug ang iyang kamatayon usa ka ginansiya.

Apan gikinahanglan pa ba sa tawo nga magsakrapisyo, sakiton ang iyang kaugalingon aron kaloy-an sa Ginoo labi na sa Semana Santa?

Ang mga sakripisyo nga ginabuhat sa tawo kon atong gihunahuna nga atong buhaton aron maluwas ta, wala gyud merito kay ang kaluwasan pinaagi ra gyud sa grasya sa Diyos.

Atong hunahunaon nga ang usa ka tawo nga dautan ang mobiya sa iyang pagkadautan ug magabuhat siya'g maayo, kalimtan sa Diyos ang tanan niyang pagkadautan tungod sa iyang pagdawat sa Diyos pinaagi sa pagtoo. Apan kon ang matarong mobiya ug mobalik sa pagkadautan, sa mao sab nga paagi ang tanang maayong buhat walay pagahinumdoman ug magpaabot na lang siya sa silot.

Ang kahilayan sa kalibutan maoy maga palayo kanato sa Diyos.

Ang mga sakripisyo nga ginahimo mamahimong walay pulos kon human sa imong pagsakripisyo mobalik ra gihapon ta paglunang sa kahilayan sa kalibutan.

Duha ra ang padulngan sa tawo sa katapusan sa kalibutan, langit ug impiyerno.

Dili ang atong mga pagsakripisyo ang basihan o daghan ang atong maayo nga nabuhat kay sa dautan. Didto ta sa finish line pagahukman, namatay ka ba nga nagsunod sa kabubot-on sa Diyos o namatay ba ta diha sa pagpakasala.

Higala ug igsuon, alagad ta sa Diyos alang sa kinabuhing dayon. Ayaw basihi ang pagsakit sa imong kaugalingon.

Pamalandong: A Lenten journey through reflection

IF THERE'S one thing that this unprecedented pandemic has also given us, this is the opportunity to examine ourselves and recognize our shortcomings. As the world seemingly stopped, the silence its brings allows us to reflect. In this season of lent under a new normal situation, we can still journey towards the passion of Christ, the death and resurrection of Jesus, through reflection.

"Pamalandong" is a Hiligaynon word that means reflection. This is where Talisaynons drew inspiration for a Lenten exhibit that has been a testament of their strong devotion for five years now.

On March 14, the St. Vincent Ferrer Chapel within the compound of St. Nicholas de Tolentino Parish in Barangay Zone 6 in Talisay City, Negros Occidental once again opened its doors to the faithful who wanted to experience a unique journey during this season of lent.

Dubbed "Pamalandong," the 22-day Lenten exhibit, which will run until April 4, is themed "Pasyon ni Kristo sa tion sang kwaresma, kusog kag kabakod sa tunga sang pandemya [The passion of Christ in times of lent, force and strength in the midst of pandemic]."

Kenneth Parra, curator of the exhibit, said this year's "Pamalandong" features 25 religious figures owned by city residents whose faith has also been sculptured and hardened through the years.

Parra said these images immortalize the notable personas, as well as remarkable scenes, in Christ's journey, specifically His passion, in the last over two millenniums. Six of these figures are centuries old already, and stood witnesses of how faith transcended generations.

"Lent is a perfect time to reflect," he said, adding that Covid-19 pandemic cannot stop us in growing our faith.

The curator stressed "despite the difficult situation that we are in, the people would really find ways to nourish their faith. This is what we thirst for, now."

Started in 2016 with 13 featured images, the Lenten exhibit is said to be the first in Negros Occidental, if not in Western Visayas. The activity, which was first conceptualized by Parra and the parish, was then held annually except from 2020 due to stricter measures set in light of the Covid-19 threat.

Parra recalled that, before, it was unusual for the owners of these religious figures in the city to come together and put them in an exhibit. What they used to practice was to bring out their "pasos" every Good Friday for the procession, he said.

"Pasos" refers to religious images, mostly saints, that are placed in a "carroza" or carriage.

For this year, 25 out of the 28 "pasos" that can be found in various private residences in Talisay City are being displayed in the exhibit which is opened from 10 a.m. to 7 p.m. on weekdays except Monday, and from 8 a.m. to 8 p.m. during weekends.

These life-size images include that of La Jumenta (The Triumphant Entry to Jerusalem) owned by the Verdeflor family; La Uncion delos Pies de Jesus (Mary of Bethany anoints Jesus with oil) of Marilou Fregil and family; La Ultima Cena [The Last Supper] of Suzette Lacson and family; Jesus Lava el Pie de Pedro [Jesus washes the feet of Peter] of Guadarrama and Agarrado family; Oracion en el Huerto [The Agony in the Garden] of Roger Jamison and family; Jesus de la Columna [The Scourging at the Pillar] of Suzette Lacson and family; Jesus dela Paciencia of Cuenca family; Jesus Nazareno [Jesus carries the Cross] of Diaz - Lacson family; El Encuentro [Jesus meets Mary] of Dueñas - Figueroa family; Tercera Caida [Jesus falls the third time] of Engineer Mario and Lorena Negre and family; La Perforacion [Jesus is pierced by a lance] of Lester and April Cubid and family; La Pieta of Kilayko family; and Virgen dela Soledad of Raymund Granada and family.

Other attractions in the exhibit are the images of San Juan Evangelista [St. John the Evangelist] of Azela Kilayko and family; Santiago Mayor Apostol [St. James the Great] of Franklin and Lourdes Escandallo and Gonzales family; Santa Marta [Saint Martha] of Ma. Fe Alontaga and family; Santa Maria de Betania [Saint Mary of Bethany] of Dolores Lopez and family; Santa Maria Salome [Saint Mary Salome] of Jose Miguel Ereñeta and family; Santa Maria Cleofe [Saint Mary, wife of Cleophas] of Felipe Lacson Jr. and family; Susanna of Miguel Gutierrez and family; Santa Veronica of Adela Lacson and family; San Pedro Apostol of Verdeflor family; and Santo Entierro (parish) of Nena Cango and family.

For Parra and his family, they shared two of their religious images, the Jesus ante Pilato [Jesus before Pilate] and Santa Juana de Cuza [Saint Joanna, wife of Chuza].

Growing up in a family inclined to practices like collection of religious images, Parra started to grow his interest toward these images as early as his pre-school years. He was a sacristan and lector.

His family now owns eight figures, some were first collected by his grandmother. Their first "pasos," the Jesus ante Pilato, was actually realized in 2010 as a graduation gift to him by his parents.

"These images give us the sense of calmness. It enables us to reflect that you have to entrust everything to God," he said, adding that "this is not just about collecting images. More than this, it's a product of an upbringing in the family that allowed me to be of service to the church."

For the Lenten exhibit, which is now on its last week, it will continue to accept visiting faithful with minimum health protocols in place like wearing of face masks, sanitizing of the hands, body temperature check, social distancing, and limiting the number people inside, at 10 persons at a time.

Among those who have already visited the exhibit were parishioners from cities of Victorias, Bacolod and Bago, and San Enrique town, among others.

Parra, who is also the secretary of the St. Nicholas de Tolentino Parish Pastoral Council, said one of the purposes why the church has religious images is to catechize, to teach a story about His passion. During this Lenten season, these images are meant to tell a story about the life of Jesus.

By looking at the images, it already tell a story. It brings us to the past. By going in this exhibit, it refreshes our mind and soul, he said.

Parra said the pandemic has deprived us of the usual Holy Week celebration especially last year. With the current situation, even without procession, the people can still visit this exhibit, see these images and reflect.

"In the middle of this pandemic, this very tough journey, we have no one to hold on to but our prayers and faith. This is how the exhibit can help us, through reflection," he added.
