| Valderrama: Diri sa DepEd Onse Posted: 06 Jun 2021 04:43 AM PDT THE Public Affairs Unit of the Department of Education (DepEd) has launched a broadcasting program called Diri sa DepEd Onse aired live every Friday at 3 in the afternoon on its official Facebook page, DepEd Region XI. It didn't look so complicated in the first phase of planning three months ago. After all, everybody makes all kinds of videos. We see them everywhere on the internet – from Facebook to Youtube. But when you become conscious of showing something extraordinary, everything becomes "complicated." So, it's not just another video. It's something that mirrors the Department and everything that's part of it – teachers, learners, parents, community members and leaders, and all personnel. So, while thinking about them, you just can't go wrong. You must produce something real; something that the viewers can learn from, can connect to, can relate with. The task of producing broadcast episodes involves doing research, getting footage, making interviews, editing videos. And these are not easy tasks for those who are not into these kinds of endeavors. DepEd Regional Director Allan G. Farnazo, whose passion is in journalism and broadcasting being once awarded as the Most Outstanding School Paper Adviser in the Philippines, was among those who ignited the desire of these teachers and personnel to create more. Assistant Regional Director Maria Ines C. Asuncion was also strong in motivating DepEd personnel to innovate more. DepEd is composed mostly of teachers, not broadcasters, scriptwriters, or creative directors. But something right occurred in this time of pandemic. Teachers become instant videographers, video editors, directors, scriptwriters, composers, and many more. Their potentials were unleashed. Perhaps without this pandemic, their talents and skills would never have been discovered. Perhaps they won't have all the opportunities. Perhaps their creativity is only limited to what they commonly do inside the classroom. But since the 11 school divisions were given a particular schedule to broadcast, each of them was challenged. It looked like each one of them had always had something promising to showcase. By force or by need, they must do something they have not imagined before. And surprisingly, each one of them showed episodes like a pro. Each episode shows a unique journey of either a learner, a teacher, or a school head. Sidlak, which was one segment of the episode last Friday, featured a couple – Sir Eding and Ma'am Donna - who needed to trek rough and dangerous roads to reach Tagbay Elementary School in the Island Garden City of Samal. It belongs to one of the remotest barangays. Here, we see the passion and dedication of teachers. We see their sacrifices. We see how they are loved in the community because they become the symbol of hope. In our country with a very high population of school-age children, teachers like Sir Eding and Ma'am Donna, with unique stories of sacrifices, exist in all parts of the country. What can we do for our teachers? Perhaps we can just watch their stories and share their plight. After all, it is their vocation. After all, Philippines is so big in terms of land area, and it is populated by more than 100 million scattered in almost all parts of the country. But we can still do something great. We can also become a symbol of hope even if we aren't teachers. If we do our part as an upright citizen in this country, the next generation will also be upright. | 10-year-old boy found floating in Davao Gulf rescued Posted: 06 Jun 2021 04:36 AM PDT LUCK could be the reason why a 10-year-old boy was saved after he was found floating on a log in the middle of the Davao Gulf on Saturday, June 5, 2021. According to Barangay 76-A, Bucana, Davao City Captain Rolando Trajera, the boy, who was identified to be a resident of the place, is now safe. "Swerte kaayong bataa, naglutaw-lutaw sa Davao Gulf dapit na sa Samal Island, nilukso to sa sapa, hangtud nga nadala sa sulog sa tubig, wala na kapadaplin, naanod nalang siya," Trajera said in a phone interview by Superbalita on Sunday, June 6. (He's so lucky, he was floating in Davao Gulf near Samal Island. He originally jumped into the river but was carried by the strong current.) He said the boy was left by his savior, who was identified to be a fisherman, by the seashore. The boy became a trending topic on social media after he was saved, with some saying he was a foreigner. It was later determined that the boy was a resident of Barangay 76-A, Bucana and his parents were immediately summoned to claim the boy. | Davao de Oro vice guv tests positive for coronavirus Posted: 06 Jun 2021 04:31 AM PDT DAVAO de Oro Vice Governor Maricar Zamora has tested positive for Sars-CoV-2, the virus causing the Covid-19. "Today [June 3], I received my swab test result and unfortunately, I tested positive for Covid-19," the vice governor said in a Facebook post on June 3, 2021. The official said she is symptomatic and will be "confined to a hospital for medical attention." She encouraged those who had close contact with her since May 22 to cooperate with local health authorities and submit themselves for contact tracing. "As this virus rages, my positive test is a reminder that no one is immune from [Covid-19], that following all precautions as I have done is not a guarantee," Zamora said. "This only underscores the seriousness of this virus. It's a real threat – especially for our most vulnerable loved ones, friends, and neighbors," Zamora added. In a separate post, she said she did not lose her sense of taste and has been eating while being quarantined in a facility. On January 21 this year, her father, Davao de Oro First District Representative Manuel "Way Kurat" Zamora, also tested positive for Sars-CoV-2. The representative has since recovered. Vice Governor Zamora is the latest official in Davao Region to have tested positive for the virus. Davao Oriental Governor Nelson Dayanghirang and Island Garden City of Samal (Igacos) Mayor Al David Uy have also tested positive for the Covid-19 virus several weeks ago. | Some Davao hardware stores still selling spray with high levels of lead Posted: 06 Jun 2021 04:29 AM PDT AN ENVIRONMENTAL group discovered that several hardware shops in Davao City continue to sell spray paints with high levels of lead. In a press release, Interfacing Development Interventions for Sustainability (Idis) said it had checked several hardware shops in the city and discovered that they are still selling spray paints with high levels of lead, which were already prohibited due to the high content of lead in the paints. Idis said this is against Ordinance No. 0461-18 or "An Ordinance Requiring the Use of Lead-Safe Paints in Construction, Maintenance and Renovation Projects and other Activities in the City of Davao" enacted in 2018. Authored by Councilor Pilar Braga, the ordinance recognized the importance of using lead-safe paints, including enamels, glazes, lacquers, primers, stains varnishes and other surface coatings for publicly funded constructions, maintenance, and renovations, for the protection of children, pregnant women, and workers against the harmful effects of lead. Under Section 5 (a) of the above-mentioned policy, "manufacturing, distribution, and selling of paints containing lead above the regulatory limit of 90 parts per million (ppm)" is prohibited. Section 6 stated those who are liable for violation of the said act, which includes distributor, manufacturer and/or seller of the said banned paints. Idis Executive Director Mark Peñalver said they already wrote a letter to the management of one of the hardware stores, but there is no response about it. He also said they already sent a letter and forwarded the test results to Mayor Sara Duterte-Carpio and Braga for appropriate actions to the alarming issue. "With this alarming concern that there are retail stores that sell paints with high levels of lead content, the City should strictly monitor these shops and ensure that they are compliant with regulatory measures provided by our laws, specifically the City's ordinance on the use of lead-safe paints. Further, these retail stores have an obligation to provide their customers lead-safe paints and prevent exposure to harmful substances," Peñalver said. This comes after EcoWaste Coalition at Dasmariñas, Cavite recently conducted chemical tests wherein reports showed that several paints in their area contain violative levels of lead chemical. As per laboratory analyses conducted by SGS and performed through inductively coupled plasma-optical emission spectrometry (ICP-OES), the "Made in China" Tacoma Spray Paints (with no manufacturer's information) were found to contain violative levels of lead ranging from 195 to a whopping 99,900 ppm, way over the 90 ppm total lead content limit. The product that SGS screened for lead using an X-Ray Fluorescence (XRF) device was also found to contain lead more than 90 ppm limit Thony Dizon, chemical safety campaigner of EcoWaste Coalition, urged leading construction retail store chains to pull out the non-compliant products and to only stock lead-safe paints with a valid certificate of analysis. Dizon said such action will help in ensuring consumer access to paints that will not pose a lead exposure hazard, especially to young children. "Manufacturers, importers, distributors, and retailers of paints have the responsibility to ensure that products being sold in the market conform to national and local lead paint regulations," Dizon said. In an advisory last year, the Food and Drug Administration (FDA) warned the public against the purchase and use of spray paints which tested positive for significant levels of lead upon the conduct of laboratory tests on the collected samples. According to FDA, lead is a cumulative toxicant that affects multiple body systems and is particularly harmful to young children and can suffer profound and permanent adverse health effects, particularly affecting the development of the brain and nervous system. "It also causes long-term harm in adults, including increased risk of high blood pressure and kidney damage. Exposure of pregnant women to high levels of lead can cause miscarriage, stillbirth, premature birth and low birth weight. There is no permissible level of exposure to lead that is known to be without harmful effects," FDA said. The advisory is pursuant to its mandate under Republic Act 9711 or the "FDA Act of 2009" to ensure the safety and efficacy of health products in the country such as household/urban hazardous substances that may have an effect on health. | 3rd Interim Bus System route to operate soon Posted: 06 Jun 2021 04:27 AM PDT THE third route of the Interim Bus System (IBS) is expected to operate soon, an official from the Land Transportation Franchising and Regulatory Board-Davao Region said (LTFRB-Davao). LTFRB-Davao Director Nonito Llanos III said in a virtual presser that the IBS, a prelude to the High Priority Bus System (HPBS), will soon open its route in Toril. Once the Toril route will operate, Llanos said some 500 public utility jeepney (PUJ) drivers will be affected. "That is why, in close coordination (we are in close coordination) with [HPBS Manager] Attorney Dwight Domingo, gahulat pa atong opisina nga mapasar tong usa ka ordinansa na mututok aning programa sa IBS ug sa HPBS, ug diria nato mahibaw-an ang social development package nga mao ginahulat sa atong mga drivers para matagaan sila'g ayuda (our office is waiting for the ordinance that will oversee the implementation of IBS and HPBS as we will determmine the social development package that will provide assistance to our drivers)," he said. Llanos said the proposed ordinance is expected to be transmitted to the 19th City Council committee on transportation, headed by Councilor Conrado Baluran, and be calendared for first reading. "Kung approved na ang ordinance, maaprubahan na sa mayor [Sara Duterte-Carpio] (Once the ordinance is approved and signed by the mayor), we are ready for the implementation," the LTFRB head said. A total of 39 routes will be available for the IBS Toril routes, the official said. Currently, the two IBS routes have already started operating this year -- Catalunan Grande and CP Garcia Highway. However, Llanos said they have observed that there are not many passengers riding the Puan-Sasa route compared to the bus route serving Catalunan Grande, which is a residential area. Llanos said one of the factors is due to the current distance learning modality where students are all at home due to the pandemic. He said this had prompted Metro Shuttle to lessen the number of buses plying the route. He said operators must still continue despite the limited number of passengers. "It's their moral obligation to ply that route kay naa man guy pasahero nga nag-expect nga makasakay sila, unya'g mawala, medyo breach of contract pud na kay niprima man sila nga mudagan sila ana nga lugar (because there are still passengers who are expected to use this route. If they will not operate, that is a breach of contract because they signed that they will operate this route)," Llanos said. The city recently launched the first two routes of the Interim Bus System (IBS) Project in February (CP Garcia) and March (Catalunan Grande) this year. The IBS is the first phase of the HPBS, which is part of the Transport Roadmap of the City Government of Davao. The city said the purpose of the roadmap is to support the improvement of transportation so that it prioritizes modes according to their economic, environmental, and community sustainability. The HPBS project involves the delivery of a modern bus system for the city, wherein interconnected bus services will be prioritized within the 137-kilometer core network and feeder routes composed of 489-kilometer. The IBS was supposed to be launched sometime in 2020 but was delayed due to the Covid-19 pandemic. City Planning and Development Office head Ivan Cortez said the city is also planning to have a Panabo City-Davao City route in the HPBS project. Cortez said the city is currently coordinating with the Panabo City government for the establishment of the route and its terminals. HPBS Manager and Assistant City Administrator for Administration lawyer Tristan Dwight Domingo said in a recent report that the bus project is expected to be fully operational in 2023. According to the Department of Health (DOH), Mindanao has contributed 25 percent of new cases in the country in the past few days. "Pag tiningnan ho natin, na-outpace na po ng Mindanao ang National Capital Region kung saan ang Mindanao contributes to about 25 percent of the cases right now. So, nakikita ho natin, nagsi-shift po 'yung mga burden of cases sa ibang lugar (Mindanao has outpaced the National Capital Region, where Mindanao contributes to about 25 percent of the cases right now. So we see that the burden of cases has shifted to other areas)," Health Undersecretary Maria Rosario Vergeire said on Saturday, June 5, during the Laging Handa media briefing. Based on the DOH weekly growth rate as of June 4, these are the areas of concern with rising Covid-19 cases: South Cotabato (110 percent) Davao City (59 percent), and Cagayan de Oro City (CDO) (53 percent). In the past two weeks, the entire country has recorded an average of 5,200 above daily new cases. Last week, the average daily new cases rose to 6,691, based on the seven-day moving average. Aside from Mindanao, DOH also noted a rising number of cases in some parts of Visayas and Northern Luzon. Vergeire said there are "multitude" factors of the experienced surge. These include mobility of population, compliance of health protocols, and government response, both local and national, in addressing the Covid-19 pandemic. "Baka meron ho tayong nakikitang (We might be having) deficiency in detection, isolation, and treatment," the health official said. She also attributed the emergence of new Covid-19 variants to the rising number of cases. In terms of morbidity, DOH also noted the rising number of deaths in other regions of the country. "Ito po 'yung ating binabantayang maigi lalong-lalo na po 'yung capacity ng ating mga hospital dito sa mga piling lugar na ito (These are the areas we are monitoring, especially the hospital capacity in these areas), and we are really providing utmost assistance para po matulungan natin sila at hindi po ma-overwhelm ang kanilang mga lugar (so we can help them, and that these areas will not be overwhelmed with cases)," Vergeire said. As of June 6, 2021, the Philippines reached a total of 1,269,478 confirmed Covid-19 cases, wherein 93.6 percent or 1,188,243 already recovered, 4.7 percent or 59,337 were active cases, and 1.72 percent or 21,898 succumbed to the virus. Higher quarantine status Due to the uptick of cases, several cities and provinces have been elevated to modified enhanced community quarantine (MECQ), the second highest quarantine status classified by the Inter-Agency Task Force on Emerging Infectious Diseases (IATF). Areas that are under MECQ until June 15 are Zamboanga City, Zamboanga Sibugay, Zamboanga del Sur, and Zamboanga del Norte in Zamboanga Peninsula Region; CDO in Northern Mindanao; Butuan City, and Agusan Del Sur in Caraga. From modified general community quarantine (MGCQ), the lowest quarantine classification, General Santos City in Soccsksargen has been reverted to GCQ, also due to the rising cases. The provincial government of Bukidnon, meanwhile, also requested the national IATF to place Valencia City, Malaybalay City, and Manolo Fortich to go back to GCQ as its critical care facilities are nearing full occupancy. Davao City, the epicenter of the Covid-19 pandemic in Mindanao, was also placed under a 16-day modified enhanced community quarantine (MECQ) beginning June 5 until June 20, 2021, following the IATF's approval on Thursday, June 3, 2021. Mayor Sara Duterte-Carpio formally requested the national IATF to elevate the city to a higher quarantine status "to allow a circuit breaker in the surge of patients inside hospitals." "As of May 31, 2021, we have a total of 1,665 active cases currently admitted at the Southern Philippines Medical Center (SPMC) and our Temporary Treatment and Monitoring Facilities and Isolation Facilities," she said. The mayor was concerned that the beds at SPMC are now at a critical utilization rate while the Intensive Care Units at SPMC and two private hospitals are already full. This after the city logged a record-breaking 338 new cases on June 1, 2021. City Health Office (CHO) Acting Head Dr. Ashley Lopez, however, explained some of the cases were late reported. Lopez said this is still alarming considering the city has returned to the 2,000-mark of active cases. The official believed the current surge of Covid-19 cases experienced in the city can be attributed to the emergence of the new variant. "I believe naa gyud ta'y variant. Although wala pa ta'y confirmation ani with the PGC [Philippine Genome Center], [kung] ingon ani kapaspas ang pagsaka [sa Covid-19 cases], variant ni (I believe that this is due to the emergence of the new variant. Although there is still no confirmation coming from PGC, but if this is the trend of the increase in cases it must be because of the new variant)," Lopez said in an interview on 87.5 FM Davao City Disaster Radio. Stricter measures Prior to the sudden surge, the Davao Regional Inter-Agency Task Force for the Management of Emerging Infectious Disease (RIATF) and Regional Task Force Against Covid-19 (RTF) already anticipated this. This had prompted Duterte-Carpio to formally request the RIATF to place stricter border control in the entire region, RIATF-RTF-Davao issued Resolution 01 series of 2021 on May 3, wherein the body approved uniform guidelines to regulate entry and exit in regional borders of the region to regulate movements "as an additional and preemptive measure against the surge of Covid-19 cases in the region." According to the resolution, tourists and returning residents who are non-authorized persons outside residence (non-Apor) who will enter Davao Region will now be required to secure a negative reverse transcription polymerase chain reaction (RT-PCR) test result. Department of the Interior and Local Government (DILG)-Davao Director Alex Roldan, who is also the RIATF chair, the region-wide border control is a proactive measure wherein restrictions will be in place to slow down the surge of Covid-19 cases, including the further spread of the new variants in the region. The Davao City government was also a step ahead when it implemented the heightened community surveillance swabbing within communities and establishments. Duterte on Monday, May 31, ordered vaccine czar Secretary Carlito Galvez to start distributing vaccines to various provinces in the Visayas and Mindanao to fast track the Covid-19 vaccine rollout in the country.
