PH U19 losses debut vs. Thai in AVC

THE Philippine team fell short in its debut against host Thailand-1, 2-0, over the weekend for the 3rd Asian U19 Beach Volleyball Championships in Nakhon Pathom, Thailand.

Victorias City-hailed standouts Jayrack de la Noche and Alexander Iraya had a slow start in the first set but able to pick up their momentum to keep the host close.

The Negrense duo had their chances to take the lead, 14-13, and further controlled the game before Thailand retook the upper hand, 18-16. The Filipino spikers kept the match as close as 18-19, however, the more experienced Thai team succeeded the initial set, 21-18.

In the second set, Thailand had an aggressive start, but the Philippine team tried to keep the game close, 10-11, before the host extended their lead, 12-16, and pulled away for a 15-21 victory.

For Philippine National Volleyball Federation (PNVF) director Carmela Arcolas-Gamboa, it was a good show for the Philippines since it played against Thailand's top seed.

"We are No.8 in seeding and as first-timers in the international tournament as well as the first time for the Philippines to send a team in AVC, they did pretty well. We have some adjustments to work on for our next game against Iran-2," she said.

"PNVF wants these boys to gain experience in the international field as it vows to continue its support in the grassroots and youth level of volleyball," Gamboa added.

When asked for the possible adjustments they need for their next game, Gamboa stressed that the team needs to work harder in the defense department.

"We have to avoid unforced errors and put more power in their services. And, also they need to give their all if they want to advance to quarterfinals," she added.

The Philippine team's campaign in AVC is bankrolled by Philippine Sports Commission and Rebisco.

What lessons did Gilas learn from OQT defeats?

THE Gilas Pilipinas ended their Olympic Qualifying Tournament (OQT) stint in Belgrade with losses to Serbia and the Dominican Republic.

The young Gilas Pilipinas made a gallant stand in their opening game against the much-favored host Serbia, 83-76, then lost to the Dominican Republic, 94-67.

Serbia is world-ranked No. 5 while the Dominican Republic is ranked No. 19.

Gilas guard Dwight Ramos, who failed to see action in Belgrade due to groin injury, said in an interview with Fiba that they learned a lot from these two games.

"We are still very young. So, it ended up with a lot of basketball lessons on the court and off the court. But, it was an excellent learning experience," he told in a Fiba interview.

Meanwhile, 7-foot-3 Kai Sotto, also in an interview with Fiba, stressed that the result exposed their weaknesses, but stressed that they still have time to improve and expect them to be better.

"I learned a lot, and I can't wait for the next time to play with my team."

For veteran and multi-titled coach from Bacolod City Dexter Dy, while they are one of the best in Asia, it is a different story when it comes to OQT.

"We have not yet beaten a European team and a South American team since the Gilas program started. We have beaten an African team in the 2014 World Cup and that is Senegal."

"The team is headed in the right direction since they have only played 5 games together. Growing pains are part of the process. More games will develop experience and maturity. Come Fiba Asia Cup, the team will be ready and a few tweaks in the lineup will be made," he stressed.

With Gilas collapsing in the second half of their game against the Dominican Republic, Dy cited that mental toughness does not happen overnight.

"You have to experience failure so that you can see where you need to improve. Execution is part of mental toughness. You have to be able to make adjustments in the number of possessions because you are given a limited number of timeouts. In-game, adjustments should be made in an instant," he added.

Meanwhile, SJ Belangel's uncle and Jr. NBA Coach Mark "Tata" Belangel said despite the losses, the experience that they got in OQT was priceless.

"The truth is, they shouldn't be there in the first place but, because New Zealand withdrew thus, they got the slot. But, they earned lots of experience there. Our young players really did lots of sacrifices these," he stressed.

Among the players who suited up for the Gilas Pilipinas in both the Asian Cup Qualifiers and OQT is Bacolod City-pride Belangel.

Lobaton: Some tricks in politics

MANILA -- I arrived here one day after the burial of former president Noynoy Aquino. Broadcast and print media are still active to report on the developments of the burial, and other angles that could speak about the life of the former president. Even those working for the Aquino family were interviewed to give details on PNoy and his legacy to people who have been touched by his life.

We are not detached from the truth that the idea of putting PNoy to run for president was inspired by the feeling towards the former president Corazon Aquino, PNoy's mom, who got the sympathy of the Filipino people at the time of her death. The rest is history, yet it highlights the kind of behavior we have as Filipinos, willing to show concern and sympathy to someone who is sick or someone who has gone ahead in the afterlife. There is a soft spot in us that no matter how dynamic are our interactions, we can invoke our kind of feeling towards our fellow Filipinos.

The other side of it, when brought to the level of politics, could [change] the rule of the game. Our sympathy, grief and values, can be translated into a tool for leadership that we think could help us escape the many social problems we're facing. The media, through its subtle approach riding on the cover of "fairness", could employ propaganda that will not exactly project endorsement and leaning toward politics. But they could follow angle of reports which could frame meanings into the senses of many receivers of information. The phrase that media "could make or break you" is something we can ponder.

Because it is already election season, we can't blame analysts to look at the many situations as becoming an instrument by some to boost political intents.

I see no fault in the fair and continuing updates on the life of the former president because he is dead and worthy of reports on his performance and legacy as a former leader. However, if this could again be the instrument by some to promote their political intents, this could be bad for the Filipino people. This is becoming an injustice that they might again be lured by some to decide on based on the appeal to emotions and not on the ability to solve some pressing problems.

Over the years, while we have seen so many changes in leaderships in the country, we knew how leaders manage to set their style that people could lean into them. Yet we can also assume that on their own, they don't actually believe their plight could exactly end them into better places in government. The interest groups are the ones moving things to realize political ambitions at the expense of the people.

Now we are feeling the movements of our political actors. We don't know how things will settle as many things will happen as we near the elections next year.

We've got so many challenges along the way and we hope not to be eaten up by our emotions. Instead, our consciousness will help us look for leaders who have the consciousness to see the true problems of Filipino society.

While driving home the other day, I heard in many radio reports the verbal exchanges of President Rodrigo Duterte and Senator Manny Pacquiao on corruption. They are both on the same party, but why these started just now when corruption could have been talked about before and leading to, maybe up to the end of Duterte's term? Well, this signals the political season.

It is hoped that we are learning from the kind of strategies that political actors are using to get to the end of all these political discourses. We have no standard at this point but we still need to balance things. Let us continue to weigh things and study the dynamics as observers and participants of the electoral process.

Abellanosa: Manny Pacquiao and Tatay Digong

AFTER years of career in boxing, Manny Pacquiao's greatest match has come. Not with a Mexican. Not with an American. It is with Tatay Digong.

I am no defender of President Duterte, it is just that I do not find Senator Manny Pacquiao, as of now, a solid critic of the government especially this administration.

We need to go back to the context of the senator's discourse which is basically partisan in nature. If only his true colors were shown at the onset of this whole political show, he would have earned much support and respect. A good critic should not only state facts; he should also be consistent. Granting for the sake of argument that what he has been saying is the "truth of it all" unfortunately he lacks that needed consistency which we should have seen from the start of this all. For example, it was reported in May of this year that the good senator described the president's stance against China as "waning" and "lacking." We know, however, that Duterte never had a clear and strong stance "against" China to begin with. How come Pacquiao did not say anything or much about this at the start?

A simple review of the Duterte-Pacquiao relationship would lead us back to 2016 when then-presidential candidate Rodrigo Duterte supported the senator-wannabe. As quoted by one news source, Duterte said: "even if he is not on my side, kindly support Pacman. He is my friend. We are both from Mindanao." For his part, the senator supported the president's campaign against the use of illegal drugs. He was even quoted by Reuters to have said: "God put him there for a reason, for purpose - to discipline the people."

So if all of these tirades against corruption are genuine, the criticism should have been made long before. Sadly, the senator himself enjoyed being the beneficiary of Duterte's endorsements. Unlike other stand-alone critics of the president or the administration, Manny's is something that seems to have suddenly grown like a mushroom from nowhere. Precisely why it is easy for the president to retort and remind his friend turned critic to first "study" and then improve his "attendance" in Congress.

This drama between President Duterte and Senator Pacquiao is not new. An insider exposing corruption is neither new. We were done watching the Estrada-Chavit showdown. We know that things like this are not plain "goodwill." Where there is politics, there is always interest. A battle between one politician versus another is not and cannot be likened to a war between heaven and hell, light and darkness, or God and Satan.

A battle between two politicians is a fight overpower. It is a contestation that necessitates division; one that begs for people's sympathies and allegiance, and eventually their choices – their votes. The litmus test of Manny's genuineness in his critique of the government, especially his friend Tatay Digong is his attitude and behavior in view of the upcoming elections. As I have said somewhere: Manny should have stayed in his boxing career because doing so could have earned him a surer ticket to heaven. Now that he has entered the world of politics, he cannot but be "perceived" as a black kettle quarreling the black pots.

Negros Occidental unveils digitized health, emergency management

THE Provincial Government of Negros Occidental has launched the "Digitizing Health and Emergency Management" initiative, which aims to effectively and efficiently deliver health and emergency services to Negrenses utilizing an advanced platform accessible to the public.

The program consists of integration of three services of the provincial government, including the Negros Occidental Emergency 911, One Hospital Command, and Negros Occidental Comprehensive Health Program (NOCHP).

Digitizing health and emergency management means delivering efficient management and response to emergency and health services, upgrading patient referral system, and improving coordination with emergency responders and hospital management.

Provincial Administrator lawyer Rayfrando Diaz II said the new digitized system initiated by the provincial government complements all its health services.

The Negros Occidental E911 was established in line with Executive Order 56 Series of 2018 of the national government.

With E911, the public can now ask for assistance or report any emergency anywhere in the province, he said.

Initially, there are 18 telecommunicators covering a 24/7 shift in the established 911 Call Center Station, which is under the management of the Provincial Disaster Management Program Division.

The One Hospital Command is managed by the Negros Occidental Hospital Operations Department.

It serves as the center of communications for hospital referrals and patient transport. It will also enhance the use of critical care services of every hospital in the province.

The NOCHP is another priority program of the provincial government that seeks to provide comprehensive health care to Negrenses, especially the marginalized sector.

Cardholders and their qualified dependents are entitled to free out-patient consultation, medical assistance and other services in participating government hospitals.

It utilizes QR codes for ease of use.

The Negros Occidental Language and Information Technology Center (NOLITC) in collaboration with the Negros Occidental Information and Communication Technology Division (ICTD) is developing the mobile application and website development for the said services for easy access to the public.

Governor Eugenio Jose Lacson, who led the launching at the Provincial Capitol Building in Bacolod City last week, thanked the mayors and other stakeholders for supporting the program.

Lacson urged the public to make the dissemination of the development widespread, as Negrenses need to know that in times of emergency help is just a call away.

"Covid-19 changed the world and we are called to change accordingly, to act and adapt according to the necessity of the situation," he said, adding that "we are taking not just a step but a stride in handling this crisis in an adept and consummate manner with all the knowledge and resources available and that includes technology."

The activity attended by other officials in the province, meanwhile, was also part of the observance of the 2021 National Disaster Resilience Month this July. (PR)

Another trade event in mall set

THE Metro Bacolod Chamber of Commerce and Industry (MBCCI) is initiating another trade event at the mall aimed at helping local producers, especially during this ongoing coronavirus disease (Covid-19) pandemic.

The activity dubbed "Negros Producers Market" will again be held at Robinsons Place Bacolod from July 20 to August 3, 2021.

It will still be in partnership with the Provincial Government of Negros Occidental.

Frank Carbon, chief executive officer of MBCCI, said previous trade events generated million pesos in revenues for the participating producers.

Carbon said it also created hundreds of jobs and livelihood in various cities and towns in the province.

"We will hold Negros Producers Markets every month so that the purchasing power in the urban areas is shared with the rural communities," he said, adding that "this crisis will not disappear tomorrow or the day after tomorrow thus, we might as well learn how to live with it."

From June 1 to 15 this year, the business chamber and provincial government gathered 33 producers at the Ayala Malls Capitol Central.

Participating micro and small enterprises showcased products, including food and beverage, handicrafts, apparel and accessories, among others.

Themed "Seeking Opportunities for a Better Tomorrow," it was a continuation of the Negros Producers Expo held at Robinsons Place Bacolod from April 16 to May 2.

The MBCCI earlier stressed that the endeavor demonstrates to local government units (LGUs) and concerned national government agencies (NGAs) that it is possible to convert farming communities to agribusiness hubs.

The group believed that if LGUs and NGAs like the Department of Trade and Industry, Department of Agriculture, Department of Science and Technology and Technical Education and Skills Development along with the private sector could come together and work toward this direction, the province can recover quickly and create thousands of new jobs and livelihood.

This could be another engine of growth for Negros Occidental, it added.

Carbon expressed hopes that local government officials like the congressmen and food conglomerates will see the wisdom of such endeavor and adopt the project.

"Hopefully, our farming and fishing communities will eventually be converted into an agribusiness hub and not merely suppliers of raw materials," he said.

The business leader added that the trade events are under the chamber's Project Market that demonstrates how to adapt to the so-called "new normal" and balance the "cost of living" and "standard of living."

Bacolod honors late Elmer Sy

BACOLOD City Mayor Evelio Leonardia has issued Executive Order (EO) No.36 giving honor and recognition to the late Elmer Sy, Sangguniang Panlungsod member, for his significant and selfless service to the City of Bacolod.

The EO also directed the observance of a half-mast flag on the day of his interment to mourn his death.

Leonardia, who signed the EO on July 1, said Sy was an incumbent Sangguniang Panlungsod member and a significant political figure in the City of Bacolod, famously known for his tagline, "less talk, more action."

Sy served as a city councilor from 1998 until 2007 or three consecutive terms. Sy was again elected as a city councilor in 2010 and served one term. He again ran for the same office and won in 2016 and was reelected in 2019.

He served as president of the Philippine Councilor's League-Bacolod City Chapter for three consecutive periods.

On June 23, 2021, the City of Bacolod lost a dedicated legislator with a kind and generous heart, a public servant who will be forever remembered for his selfless leadership and humility.

Leonardia said flags in all public buildings and places where it is displayed within the City of Bacolod shall be flown at half-mast on the day of his interment scheduled July 8, 2021.

The mayor disclosed that section 27 (g) of the Implementing Rules and Regulations of Republic Act No. 8491 provides that the national flag shall be flown at half-mast as a sign of mourning on all buildings and places where it is displayed on the day of interment of a member of the Sangguniang Panlungsod.

Bacolod to get 7 new ambulances this week

THE Department of Health (DOH) will turn over seven new ambulances to Bacolod City this week.

Bacolod City Lone District Representative Greg Gasataya on Sunday, July 4, 2021, said the DOH already informed him that this week, they will turn over the seven new ambulances that he requested in 2019.

"Thank you very much to DOH for responding to our request to help us improve healthcare responses for Bacolodnons," he said.

The seven ambulances will be distributed to the seven barangays with no ambulance vehicle such as Barangays Handumanan, Felisa, Cabug, Mansilingan, Banago, Tangub, and Pta. Taytay.

The procurement of ambulances, which costs P2.5 million each, was taken from the 2019 budget.

Gasataya earlier submitted the proposal to DOH, claiming that there was a need to improve the health services in barangays, especially to those that do not have an ambulance.

Once it will be turned over to the barangays, Gasataya said it is the responsibility of the barangay to maintain the ambulance./MAP

BJMP: Saw blade used in jailbreak smuggled via delivery

THE Bureau of Jail Management and Penology (BJMP) in Western Visayas now believes that the saw used in the jailbreak at the Negros Occidental District Jail (NODJ) last week was smuggled via deliveries to the jail.

BJMP-Western Visayas Spokesperson lawyer Jairus Anthony Dogelio said the saw used by escapees Francisco Epogon, Marvin Celeste, Danilo Celeste, Alejandro Montoya, and Daniel Tamon were either smuggled within food or clothing handed over by visiting family or friends.

Dogelio said visitation at the jail had been suspended ever since the Covid-19 pandemic began, although food and clothing deliveries are allowed. BJMP personnel was tasked to accept them and hand them over to jail inmates.

He also revealed that at least 15 millimeters of a steel bar of Cell #6 were sawed off by the escapees.

Following the findings, Dogelio added they will start checking every item being delivered by visitors into the jail, prior to being handed over to the inmates.

Last Tuesday, June 28, 2021, Epogon, the Celester brothers, Montoya, and Tamon bolted out of the NODJ located in Barangay Tabunan, Bago City.

The BJMP later sacked Jail Superintendent Pricel Arevalo due to the incident.

The following day, authorities tracked down the escapees in Barangay Blumentritt in the town of Murcia that led to the death of Marvin Celeste and Tamon's recapture.

On Friday, police and BJMP tracked down the remaining three escapees in Barangay San Fernando in Talisay City that led to the death of Danilo Celeste.

Police are still searching for Epogon and Montoya, warning the public that both escapees are "armed and dangerous" and urged them to contact their nearest police station if sighted.

A bounty of P10,000 for each of the two remaining escapees was also offered to those who can give details that will lead to their recapture.

PhilHealth raises free hemodialysis coverage to 144 sessions

THE Philippine Health Insurance Corporation (PhilHealth) raised the limit for free hemodialysis coverage from 90 to 144 sessions this year.

This was stressed by Bacolod City Lone District Representative Greg Gasataya Sunday, July 4, 2021, after PhilHealth issued its Circular No. 2021-0009 or the PhilHealth coverage for outpatient hemodialysis benefit package to a maximum of 144 sessions for the calendar year 2021.

"It's good news to our dialysis patients who are members of PhilHealth, they can now avail 144 sessions until December 31, 2021," he said.

As a vice-chairman of the House Committee on Appropriations, Gasataya asked the Department of Health (DOH) during the pre-budget briefing in 2020 to increase the free dialysis sessions for dialysis patients.

"Thank you very much to DOH and PhilHealth for hearing the needs of our people, especially for our dialysis patients," Gasataya said.

In its Circular No. 2021-0009, it stated that Chronic Kidney Disease Stage 5 (CKD 5) is a fatal condition affecting millions of people worldwide. It is the seventh leading cause of death among Filipinos. According to the National Kidney and Transplant Institute (NKTI), one Filipino develops chronic renal failure every hour or about 120 Filipinos per million population every year.

The latest estimates show that around 2.3 million Filipinos have CKD. In 2016, more than 36,000 patients were on dialysis treatment which reflects a 15-percent increase in the number of patients in just one year.

CKD 5 can be treated with kidney transplantation or renal dialysis. While kidney transplant is a definitive treatment, the low levels of organ donation, lack of infrastructure, and high cost of transplantation are barriers to access.

Renal dialysis remains the most viable option for renal patients in the Philippines.

The Covid-19 pandemic continues to challenge the health system in the country and has led to devastating impacts on poverty and loss of human life. The cost of hemodialysis (HD) can be a financial barrier in accessing healthcare and can push the patients and their families to financial hardship.

Aware of the needs of its members, PhilHealth intends to increase the coverage of hemodialysis while balancing the available resources to fund this benefit.

The PhilHealth board of directors, through PhilHealth Board Resolution No. 2611 s. 2021, approved the payment of benefit claims for hemodialysis services up to a maximum of 144 sessions for calendar year 2021.

Over 100,000 Covid vaccines administered in Negros Occidental

AN ESTIMATED 101,553 Covid-19 vaccines have already been administered in Negros Occidental based on data released by Provincial Administrator lawyer Rayfrando Diaz.

According to Diaz, as of July 2, a total of 61,558 have been vaccinated with CoronaVac vaccines, which were made by Chinese biotech company Sinovac.

A total of 35,481 individuals, meanwhile, have received the British-made AstraZeneca vaccine, while 4,514 individuals have received the US-German-made Pfizer BioNTech jab.

Data also showed that as of July 2, a total of 82,376 individuals have received their first dose, which is equivalent to 4.51 percent of the province's target to vaccinated at least 1,825,730 individuals or 70 percent of the province's total population.

Meanwhile, 19,177 individuals or equivalent to 1.05 percent have already received their second dose of the Covid-19 vaccine.

Further data released by the provincial government also showed the Cities of Escalante, Sagay, and La Carlota achieved 100-percent utilization of the CoronaVac jabs.

They are followed by the local government units of EB Magalona, which achieved 97 percent utilization, Kabankalan City with 96 percent, Talisay City with 91 percent, and the town of Pulupandan with 75 percent.

Over P81,000 shabu seized in Bacolod

AN ESTIMATED P81,600 worth of shabu or methamphetamine hydrochloride was seized in a drug bust by operatives of Bacolod City Police Office (BCPO) Drug Enforcement Unit in Purok Mars, Barangay Singcang-Airport, Bacolod City over the weekend.

The operation also led to the arrest of Randy Azuelo, 26, of Purok Malihugyon, Barangay 35; and Kurl Garcia, 40, of Purok Saturn, Barangay Singcang-Aiport.

Police Major Sherlock Gabana, spokesperson of BCPO, said the suspects were arrested after they sold a sachet of shabu to a police undercover around 5:30 p.m. on Saturday.

Police recovered from the suspects' possession six sachets of shabu weighing 12 grams, the P500 marked money, a sling bag and P300 cash.

The suspects were identified as street-level individuals in Bacolod. They were under surveillance for almost a month before their arrest.

The suspects were detained at the custodial facility of Police Station 8. Police said they will be charged for violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.

Army brigade marks 35th founding anniversary

THE Philippine Army's 303rd Infantry Brigade (303IBde) under the leadership of Brigadier General Inocencio Pasaporte, brigade commander, celebrated its 35th Founding Anniversary at Camp Gerona, Barangay Minoyan, Murcia, Negros Occidental on Saturday, July 3, 2021.

Series of activities were conducted to highlight the unit's founding anniversary like a wreath-laying ceremony, mass, blessing of vehicles and pieces of equipment, awarding of military merit medals to its personnel and a simple program. The event followed Covid-19 health and safety protocols and restrictions.

In his message, Pasaporte said, "Our accomplishments would not have been possible without the individual and collective performances of our soldiers on the ground; thus, it is just timely and right to give due credit for all of their sacrifices and their dedication to duty."

"Let us always work together for the greater aspiration of peace and development for the Filipino nation especially in support of our unit's mission accomplishment. We will exemplify honor, patriotism, and duty," he added.

Agri, Tourism heads to grace 67th Philsutech convention

AGRICULTURE Secretary William Dar and Tourism Secretary Bernadette Romulo Puyat will be the guest speakers during the opening of the 67th Annual National Convention of the Philippine Sugar Technologists Associations, Inc. (Philsutech) on August 25 at Park Inn Hotel, SM City, Bacolod City.

Puyat already confirmed her attendance, while Dar has yet to confirm his presence.

All farmers in the country are looking forward to Dar's message, particularly on the national government's present programs for the agriculture sector, in general, and the sugarcane industry, in particular.

On August 26, Sugar Regulatory Administrator Hermenegildo Serafica will also deliver a report on the latest developments in the sugar industry, the sugar supply and demand situation for Crop Year 2020-2021, and what stakeholders can look forward to in Crop Year 2021-2022.

The three-day convention will last until August 27, with the theme "Sugarcane Industry: Braving through the Challenges of Times." The last day will be capped by the general assembly at 9:30 a.m. of Philsutech members, reports of officers, and the election and induction of the new set of officers, all of which will be conducted virtually via Zoom.

"This is the first time that the convention returns to Bacolod City after 17 years of being held in Cebu, and the first time that the event is held under a pandemic. To adapt to the present scenario, the convention will be conducted via hybrid format, with mainly virtual activities and limited physical attendance, strictly observing health protocols," said Haydee V. Rivera, Philsutech corporate secretary and administrative officer.

"We will accommodate a maximum of 40 participants to attend physically, provided that they have completed the two doses of the Covid-19 vaccine, and they have the certification or vaccine pass to prove it. The rest of the participants will have to attend virtually," she added.

Aside from the three top government officials who confirmed their attendance during the convention, other experts in their respective fields will also deliver talks on the topics "Embracing the Challenge: PHILSURIN Recommends Suitable Varieties for Specific Mill Districts," "Workers Safety in the New Normal," "Cleaner Production in the Sugar Industry: Agro-Recycling of Wastewaters as Fertilizer for Sugarcane," and "Energy Efficiency and Conservation."

Traditionally, more than 1,000 sugarcane industry stakeholders from the Philippines and from other sugarcane-producing countries regularly attend the event.

Sugar millers, ethanol distillers, biopower generators, farmers, traders, suppliers and service providers convene to exchange innovative ideas and the latest technological advances in the sugarcane industry.

Product exhibitors for agricultural and industrial equipment and technologies also showcase their latest offerings during the event.
