3 ex-rebels yield in Northern Samar

THREE former members of the New People's Army voluntarily surrendered to the 2nd Provincial Mobile Force Company (PMFC) in Northern Samar Wednesday, August 18, 2021.

Colonel Arnel Apud, director of Northern Samar Police Provincial Office, identified the rebel surrenderers as alias Alvin, a chairman of Barangay Organizing Party (BPO); alias Alvin, vice-chairman of BPO; and alias Raskie, a full-time member of SDG Probinsya.

Their operating areas included Pambujan, Las Navas, and Silvino Lubos.

According to Apud, the former rebels "pledged to cooperate" with the authorities.

The police official added the government "is willing to extend help and assistance to those who returned to the folds of the law."

"Your step in trusting our Office towards your peaceful desires and for the future of your families is appreciated," Apud said.

The surrender was facilitated through Major Seth Mark Alob, force commander of 2nd PMFC, and Regional Intelligence Unit-Eastern Visayas. (SunStar Philippines)

No let-up in fresh Covid-19 cases in Eastern Visayas

CASES of coronavirus disease (Covid-19) show no let-up in Eastern Visayas following the 358 new cases and one new death that were recorded on Thursday, August 19, 2021.

The 358 new cases were recorded out of 1,350 laboratory samples, representing a 26 percent positivity rate.

According to the regional health department, the new cases were from Tacloban City (32), Ormoc City (50), Leyte province (104), Southern Leyte (50), Eastern Samar (6), Northern Samar (77), Samar (18), and Biliran (21).

The new Covid-related fatality was identified as EV38680, a 30-year-old male from Kawayan, Biliran who died on August 14.

As of Thursday, the region's total number of Covid-19 cases was at 39,096, with total recoveries at 37,216 (95.19 percent) and total deaths at 442 (1.13 percent), bringing the total active cases to 1,438 (3.68 percent).

On Wednesday, August 18, the regional health department also reported one additional case of the Delta variant or the B.1.617 lineage, which was first identified in India.

The patient is a returning overseas Filipino (ROF) from Kawayan, Biliran.

He had travel history in countries like Egypt, Italy, and Japan.

"Therefore, the institution is making it clear to the public that this is not a locally transmitted case," the regional health department said.

The patient initially tested positive for coronavirus while he was in Manila, but he was able to complete his mandatory 10-day isolation.

He was discharged from his isolation facility on August 4 without any display of signs or symptoms of the virus.

According to the regional health department, the ROF traveled via local airline bound for the province of Biliran through the Tacloban DZR Airport.

"Consequently, the identified ROF was still in isolation, as per local government unit protocol for returning overseas Filipino workers, when the result of the genome sequencing yielded positive for the said highly transmissible variant of concern," it said.

As this developed, the regional health surveillance team has identified close contacts up to the third generation and conducted swab tests, including the identified index case. (SunStar Philippines)

San Isidro town vice mayor found with cache of firearms, ammunition

AUTHORITIES arrested on Thursday, August 19, 2021, the vice mayor of San Isidro town in Leyte for alleged possession of undocumented firearms and ammunition.

The suspect, Isidro Castro Balmoria, was apprehended around 8:45 a.m. Thursday by virtue of a warrant issued by judge Manasseh Bastes of Regional Trial Court-Branch 11 in Calubian, Leyte.

Colonel Zacarias Noel Villegas, regional chief of Criminal Investigation and Detection Group (CIDG), said the 57-year-old vice mayor yielded one caliber .45 Colt MK IV with serial number 254235, one unit of caliber 380 Llama with serial number 103975, two units of caliber 38 revolvers without serial numbers, one barrel for caliber .45, and suppressor.

Operatives from CIDG-Northern Leyte Provincial Field Unit, along with operatives, along with CIDG-Biliran, CIDG-Regional Field Unit-Eastern Visayas and San Isidro Municipal Police Station, also recovered assorted ammunition and several pieces of magazine assembly for caliber .45, M16, and 9-millimeter pistol, among others.

In a statement, Villegas encouraged the public to "continuously support" the police on its efforts in fighting criminality following the arrest of the local official.

The accused will be facing charges for violation of the Comprehensive Firearms and Ammunition Regulation Act, officially recorded as Republic Act No. 10591. (SunStar Philippines)

Barangay captain, farmer shot dead

A BARANGAY captain and a farmer were found dead in separate shooting incidents in Las Navas, Northern Samar and Sogod, Southern Leyte Wednesday, August 18, 2021.

Nilo Loyugoy, 53, and barangay captain of Victory in Las Navas town, was shot and killed by five suspected gunmen around 8 p.m. Wednesday.

Police said a 48-year-old farmer was gunned down by two unidentified suspects in Barangay Pancho Villa, Sogod.

The victim, Jaime Sayaboc Hinay, was feeding his hogs when he was shot around 8:10 a.m. Wednesday.

2 most wanted, 74 other violators nabbed

TWO most wanted persons and 74 other law offenders were arrested across Eastern Visayas towns from August 17 to 18, 2021, the police regional command said Thursday, August 19.

Authorities apprehended Felicisimo Parco Jr., who is listed as Top 3 most wanted (regional level) from Abuyog, Leyte, for five counts of rape, and Michael Aballar, who is known as Top 4 most wanted (municipal level) from Tunga, Leyte, for illegal possession of explosive.

The other 76 arrests included other wanted persons, illegal drugs, illegal fishing, illegal gambling, and illegal logging.

According to the police, the estimated worth of confiscated items from buy-bust, illegal logging and fishing operations was P134,990.

The arrested persons and confiscated items were brought to their respective police stations for proper booking procedure. (SunStar Philippines)

Eastern Visayas police, army mourn fallen comrades

THE Police Regional Office (PRO) and the Philippine Army in Eastern Visayas mourned the death of their fallen comrades in a separate encounter with the suspected members of the New People's Army (NPA) in Silvino Lobos, Northern Samar, and in Bontoc, Southern Leyte.

Patrolman Mario "Marmar" Beter Caramol, of the 805th Maneuver Company-Regional Mobile Force Battalion-Eastern Visayas, was killed during the clash with around 10 rebels while they were conducting combat operation in Silvino Lobos town Thursday, August 19, 2021.

"This PRO strongly denounces the brutal encounter that resulted in the death of one of our comrades in the Philippine National Police service," the police regional command said.

In a statement, PRO added it "will not stop hunting down the perpetrators."

The Philippine Army's 14th Infantry Battalion also honored the "sacrifice and heroism" of Staff Sergeant Benedict Diño who died during the more than one-hour encounter with more or less 11 rebels in the vicinity of Barangay Lawgawan in Bontoc Wednesday, August 18.

Another government trooper Private First Class Bernard Jack Idlisan was wounded during the incident.

The army has yet to identify the two suspected rebels who were killed during the firefight.

Poverty-stricken Eastern Visayas remains a hotbed of insurgency in the country with the continued presence of the Maoist-inspired rebels since the 1960s. (SunStar Philippines)

3 dead in Army-NPA clash in Southern Leyte

TWO suspected members of the New People's Army (NPA) and an Army trooper were killed, while another soldier was injured in an hour-long firefight between government forces and communist rebels in the hinterlands of Barangay Lawgawan, Bontoc in Southern Leyte Wednesday, August 18, 2021.

The Army has yet to identify the dead rebels, while the identities of the soldiers have been withheld pending notification of their respective families, according to the Philippine Army's 802nd Infantry Brigade based in Ormoc City.

The rebels were believed to be remnants of Platoon 1-Island Committee Levox of the Eastern Visayas Regional Party Committee.

During the clearing operation, Army personnel of the 14th Infantry Battalion recovered one M16 rifle, three backpacks, 10 tents, and personal belongings.

Lieutenant Colonel Ernesto dela Rosa, 14th Infantry Battalion commander, said the NPA rebels "suffered heavy casualties aside from the two confirmed fatalities" as bloodstains were "found aplenty in the encounter site."

Brigadier General Zosimo Oliveros, commander of 802nd Infantry Brigade, also ordered the deployment of additional troops, including a reinforcement from the 93rd Infantry Brigade, "to hunt down the fleeing members of the armed group."

In a statement, Oliveros urged the support of local officials and residents in ending the insurgency problems in the country.

On August 16, a total of 18 rebels were also killed during the encounter with government soldiers and NPA rebels in Dolores, Eastern Samar. (SunStar Philippines)
