Bacolod General Hospital construction to go on despite 'cutting of ties'

DESPITE "cutting ties" with Bacolod Congressman Greg Gasataya, Mayor Evelio Leonardia has assured the public that it will not affect the construction of the city's hospital.

Leonardia said they will work for it regardless of the political circumstances.

"We will continue [with] the project because [some members of] this group, Grupo Progreso (GP), were the signatories of the proposition [for the construction of the hospital]," Leonardia said.

He said the construction of the Bacolod City General Hospital was included in the platform of the government of GP in 2019.

The mayor said City Legal Officer Joselito Bayatan is working on the process to find a site where the Bacolod City General Hospital will be constructed.

Leonardia added that they are trying to get a bigger lot that will not just be for the hospital alone but for the transfer of the City Health Office (CHO), which they visualize to be a health center with essential facilities like dialysis facility, among others.

He said the current CHO building is too small for the size of Bacolod.

On June 24, 2021, President Rodrigo Duterte signed into law Republic Acct 11564, creating the Bacolod City General Hospital and appropriating funds for its establishment.

Gasataya authored the House bill at the House of Representatives while its counterpart in the Senate was sponsored by Senator Juan Miguel Zubiri.

On Friday afternoon, Leonardia, chair of GP, along with reelectionist Vice Mayor El Cid Familiaran and their councilors for the 2022 elections dropped Gasataya from the slate after declaring him as "not neutral at all."

The mayor also stated that they are open to other alliances.

Supporters say Negros Occidental 'will deliver' for BBM-Sara tandem

SUPPORTERS of former senator Ferdinand "Bongbong" Marcos Jr. and Davao City Mayor Sara Duterte-Carpio are upbeat that Negros Occidental will deliver a huge number of votes for the BBM-Sara tandem in the 2022 elections.

BBM Volunteers-Western Visayas Director George Ricardo Ciocon, on the sidelines of the BBM/Inday Sara Negros Occidental Caravan Subday, November 28, told SunStar Bacolod that this is evident with the "overwhelming" support shown by the Negrense supporters to the tandem of Marcos and Duterte-Carpio as presidential and vice-presidential candidates, respectively.

Based on the group's estimate, at least 6,000 individuals from various local government units (LGUs) in the province, mostly from Bacolod City, joined the caravan.

Ciocon said Negros Occidental has the most number of supporters of the BBM-Sara tandem in the entire Western Visayas.

"As of now, the victory of BBM-Sara tandem here in Negros Occidental is waving," he said, adding that "we just need to sustain the support but Negrenses will really deliver for them."

Sunday's caravan was the latest of the two caravans held by Marcos' supporters in the province so far.

Attended by at least 3,000 people, the first was held on November 21 mainly to show support for the presidential bid of Marcos.

For the latest activity, supporters, mostly motorcycle riders, wore red and green shirts and brought with them flaglets.

They trooped from the Airport Access Road in Talisay City towards the major streets of Bacolod City and ended at the New Government Center.

There, they sang the BBM official song entitled "Bagong Lipunan."

Ciocon said they are planning to conduct more activities in the future "to sustain the momentum and the overwhelming support given by the Negrenses" to the BBM-Sara tandem.

"We are working for a landslide victory for them here in Negros Occidental," he said, adding that Marcos may visit the province next month but no finality yet.

Missing girl, 9, left injured by pa’s friend

A DAY after she was reported missing, a nine-year-old girl was found lying face down with head injuries at a vacant lot in Barangay Taculing, Bacolod City Saturday, November 27, 2021.

Police Major Leo Estopa, commander of Police Station 6, said the girl, whose name he withheld, is now recuperating at the Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH) in the city.

The suspect, identified as Sherwin Trava, 32, of Barangay Lag-asan in Bago City voluntarily surrendered to the local police later on Saturday, Estopa said.

Trava, who happened to be a friend of the victim's father, admitted that he hit the victim with a stone and left her at the vacant at City Heights Subdivision, he added.

Asked if the victim had been sexually abused, Estopa said she has yet to undergo examination.

Investigation showed that on Friday, the suspect was at the area in Barangay Banago where the victim lives and asked her to accompany him in buying bread.

After several hours, the victim failed to go home, prompting her family to report her missing, the investigation added.

Full of regrets, Trava apologized to the victim's family saying he just lost his temper because the child was annoying him and wanted to go home.

He said they were supposed to buy bread, but he changed his mind and decided to meet up with his girlfriend instead.

However, he saw her entering a motel in Barangay Taculing, the suspect said.

Trava denied abducting the child, claiming that she insisted to go with him.

An alleged former drug user, Trava said he surrendered as advised by a pastor. He told authorities where he left the child.

Despite his admittance, the police noted several inconsistencies in the statement of the suspect.

Charges have yet to be determined by the police pending the result of the victim's medical examination.

6 from Mindanao without travel docs intercepted in Kabankalan

FOR traveling without documents, six individuals from Mindanao were held by authorities in Kabankalan City, Negros Occidental Friday, November 26.

Provincial Administrator lawyer Rayfrando Diaz II said they were on board a Ceres bus when they were intercepted at the checkpoint in Barangay Tabugon.

They were ordered to disembark the bus, he said.

Diaz added that the six entered Negros Island via Dumaguete City and were headed to Kabankalan City.

They will be held at the quarantine facility in Silay City and tested for coronavirus disease (Covid-19) after five days at their own expense, he said.

The provincial government requires travelers entering Negros Occidental from the Oriental side to have a Safe, Swift and Smart Passage (S-Pass) and vaccination card for fully vaccinated.

Those unvaccinated should present negative reverse transcription-polymerase chain reaction (RT- PCR) test results to authorities at the border checkpoint.

Diaz said requiring these documents is part of the provincial government's measures against the spread of Covid-19.

‘Declare correct address in S-Pass,’ travelers told

THE Emergency Operations Center-Task Force (EOC-TF) has urged all travelers bound for Bacolod City to declare a correct address when complying with their Safe, Swift and Smart Passage (S-Pass) requirement.

EOC-TF Executive Director Em Ang said one of the airline companies forwarded an advisory to their passengers that if they are a resident of Bacolod, they should put an address of Barangay Airport, Silay City.

Ang said the S-Pass application of former congressman John Orola was also denied last week because it followed the guidelines of the airline.

Orola earlier explained that his secretary had filled out the form for his S-Pass application and placed Silay as the address since it's the location of the airport.

"If you apply for an S-Pass, please do not misdeclare your address (instead) you should put your correct address here in Bacolod City," Ang stressed.

She noted that the status of Bacolod City at the S-Pass database is already "unrestricted."

Ang said the passengers bound for the capital city via Bacolod-Silay Airport, who will apply for S-Pass, will be approved immediately, adding that, in applying for the S-Pass online, they should attach their identification and vaccination cards.

S-Pass is only applicable for the fully vaccinated passengers who will take airline travel while those who will travel in seaports are no longer required to register in the S-Pass system.

Unvaccinated passengers are still required to present their negative reverse transcription-polymerase chain reaction (RT-PCR) test.

Department of the Interior and Local Governmentin Western Visayas Director Juan Jovian Engeniero, who chairs the Regional Inter-Agency Task Force (RIATF), earlier provided the City Government of Bacolod the policy direction toward the use of S-Pass based on the existing IATF resolution.

Fastcraft increases trips between Bacolod, Iloilo

THE number of fastcraft trips plying between the cities of Bacolod and Iloilo has been increased as travel demand also rises.

This developed after travel restrictions are now slowly being lifted nationwide.

Frank Carbon, operator of Weesam Express, one of the fastcrafts plying the Bacolod-Iloilo routes, said that by December 1, 2021, they will now have two round-trips daily.

Carbon said trip schedules for Weesam Express are 6:30 a.m. and 1:10 p.m. departing Iloilo City; and 8:10 a.m. and 2:15 p.m. departing Bacolod City.

Meanwhile, OceanJet Fast Ferry Corp. has also increased the number of trips for their Bacolod-Iloilo route.

Based on the schedule posted on its official social media page, OceanJet now has a total of four round trips per day.

Bacolod to Iloilo trip schedules are at 5:45 a.m. except Sunday, 8:50 a.m., 1 p.m., and 4 p.m.

Its Iloilo to Bacolod trips, meanwhile, are at 7:20 a.m. except for Sunday, 11 a.m., 2:30 p.m., and 5:30 p.m.

Other fastcraft operators in Western Visayas have yet to announce their trip schedules.

Previously, they expressed their hesitance to resume operations due to low passenger numbers brought by the coronavirus disease (Covid-19) travel restrictions.

However, Carbon said they are now expecting more passengers to travel in December and are also hoping that both Bacolod City and Iloilo City will be downgraded to Alert Level 1 due to the continued drop in Covid-19 cases in both in these areas.

PDEA-Western Visayas destroys over P53M in illegal drugs

THE Philippine Drug Enforcement Agency (PDEA) in Western Visayas and City Government of San Carlos destroyed about P53.4 million worth of illegal drugs at the San Carlos City Bioenergy Inc. (SCBI) in the northern Negros Occidental locality on Friday, November 28.

These "dangerous drugs" are 6,280.0099 grams of shabu worth and 427.7840 grams of marijuana.

The contrabands, which are pieces of evidence on decided cases from courts in the provinces of Negros Occidental, Capiz and Iloilo, were destroyed through thermal destruction using the broiling machine of the SCBI.

PDEA-Western Visayas Assistant Regional Director Donelyn Hemedez said the method adhered to Republic Act No. 9165 or the Comprehensive Dangerous Drugs Act of 2002 and Dangerous Drug Board Regulation No. 1 series of 2007.

Under this, the disposal of illegal drugs should be done in accordance with applicable environmental laws.

Mayor Renato Gustilo said the local government is finding ways to make San Carlos a drug-cleared city through one, giving incentives to the local police for successful operations and confiscations of illegal substances.

The mayor assured Hemedez that officials in the city are not using illegal drugs nor engaged in any illegal drug activity.

The local government will continue to support the PDEA in its fight against illegal drugs, he added.

For her part, SCBI Assistant Vice President Alexander Pino thanked the agency for the opportunity to help in carrying out its mandate.

"This also showed that SCBI cares for the environment, the community and the continuous fight against illicit drugs," he added.

Before the evidence was put in the broiling machine, Jose Ryan Continente, Chemist I of PDEA-Western Visayas Laboratory Section, tested the specimen to confirm that the confiscated illegal drugs are indeed a shabu.

The Philippine National Police–Regional Forensic Unit, Palampas Punong Baranagay Danny Suan, representatives of the Office of the City Prosecutor, and Bacolod Salakot Eagles Club, among others, also witnessed the activity. (PR)

San Carlos City acquires new patrol boat

THE City Government of San Carlos City has purchased a new patrol and rescue boat to secure its sea jurisdiction.

Mayor Renato Gustilo and Vice Mayor Christopher Paul Carmona inspected the newly purchased 36 Interceptor Open Fast Patrol and Rescue 36 footer speed boat on Saturday, November 27.

The vessel worth P11.5 million is funded by the City Disaster Risk Reduction Management Office (CDRRMO).

City DRRM Officer Joe Recalex Alingasa Jr. said the rescue and patrol boat will be co-managed by the CDRRMO, City Environment Management Office-Coastal Resources Management Division, Philippine Coast Guard and Philippine National Police-Maritime Group for its patrol and rescue operations especially in the island of Sipaway and city's coastal barangays.

Alingasa also thanked Gustilo and the Sangguniang Panlungsod members for their support in acquiring the equipment.

This is very important in times of emergency needs of the constituents, he added.

The patrol vessel comes with additional trailers and complete accessories including medical and safety kits inside.

It has a maximum speed of 45 miles per hour and complete heavy-duty fiberglass construction with narrow tunnel catamaran (tunnel hull design), overall length of 38 feet with beam/width of 10 feet and draft of 1.5-2 feet with capacity of 20 to25 persons.

It is also equipped with communications and GPS/chart plotter equipment and complete radar with mounting, public address system, remote searchlight and LED blinkers.
