Killer cop Jonel Nuezca dies in New Bilibid Prison

A PARAÑAQUE cop who shot to death an unarmed mother and her son during a heated argument in Paniqui, Tarlac in December 2020 has died inside the New Bilibid Prison (NBP), Bureau of Corrections (BuCor) official said on Wednesday, November 30, 2021.

BuCor spokesperson Assistant Secretary Gabriel Chaclag confirmed that dismissed Police Senior Master Sergeant Jonel Nuezca died around 6:44 p.m. on Tuesday, saying the cause of his death is not immediately known.

"He was brought unconscious to the NBP Hospital by his cellmates at 6:30 PM yesterday (November 30, 2021) when they noticed that he collapsed on the floor of their dormitory. Investigation is ongoing to determine if there is foul play in the incident," Chaclag said in a message to reporters.

Last August, Nuezca was found guilty of two counts of murder for killing Sonia Gregorio, 52, and her son, Frank Anthony, 25, five days before Christmas Day last year.

He was sentenced by Paniqui Regional Trial Court Branch 106 Judge Stela Marie Gandia-Asuncion to two reclusion perpetua for murder or up to 40 years imprisonment.

Nuezca, who was off-duty that time, confronted the Gregorios over the use of a "boga", a homemade cannon that uses kerosene.

The video was taken by Sonia's granddaughter using a mobile phone from the start of the argument until Nuezca pulled out his handgun and killed the two.

The Tarlac RTC also ordered Nuezca to pay P476,000 to each of the victim's heirs for damages. (PNA)

Below 1,000 Covid-19 cases for 8th straight day

THE Department of Health (DOH) on Wednesday, December 1, 2021, logged for the eighth straight day below 1,000 cases of the coronavirus disease 2019 (Covid-19).

In its 4 p.m. Wednesday case bulletin, the DOH recorded 500 new cases of Covid-19.

The positivity rate of the Philippines was at 2.1 percent out of the 30,841 tests conducted on November 29.

The fresh cases raised the country's total caseload to 2,833,038.

The health department also logged 167 new deaths, which brought the country's death toll to 48,712. This meant that 1.72 percent of all cases succumbed to Covid-19.

A total of 951 individuals also recovered from the disease, bringing the total recoveries to 2,768,999 or 97.7 percent.

The country also recorded 15,327 active cases or only 0.5 percent of the total cases.

Of the active cases, 7,183 cases were mild, 3,832 were moderate, 2,489 were severe, 1,067 were critical and 756 were asymptomatic.

As for the healthcare utilization rate, 27 percent of intensive care unit beds, 26 percent of isolation beds, 15 percent of ward beds and 15 percent of ventilators have been utilized.

The health agency also said two laboratories were not operational on November 29. Three laboratories also failed to submit data to the Covid-19 Document Repository System.

Based on data over the past 14 days, the contribution of these five laboratories was approximately 1.5 percent in all samples tested and one percent in all positive individuals.

The DOH has continued to urge the public to get vaccinated to protect themselves and the people around them from Covid-19.

"Pinapaalalahanan ang lahat na huwag maging kampante sa banta ng Covid-19," the DOH said.

PH worst place to live amid pandemic, says Bloomberg report

THE Philippines remained to be the worst place to be in amid the global coronavirus disease 2019 (Covid-19) pandemic based on the latest Bloomberg report on Covid-19 resilience ranking for November 2021.

The country remained at the bottom of the list with a resilience score of 43.1. for November.

Since October, the Philippines has been on the bottom of the list with a resilience score of 40.2 in September and 40.5 in October.

"Southeast Asia continues to populate the bottom of the Ranking, with the Philippines remaining in last place, followed by Indonesia, Vietnam and Malaysia," Bloomberg said in its report.

"The lowest two places on the Ranking have given out less than 100 Covid shots per 100 people, a key barrier to improving their scores," it added.

The report noted that the country administered only 73.2 Covid-19 vaccine doses per 100 people.

The Covid Resilience Ranking is a monthly situationer of areas where the pandemic is being handled effectively with the least social and economic upheaval.

The span virus containment, quality of healthcare, vaccination coverage, overall mortality and progress toward restarting travel were among the indicators used for the scoring.

The United Arab Emirates topped the ranking followed by Chile, Finland, Ireland and Spain.

Over 5M Covid vaccine doses administered since November 29

OVER five million individuals have been inoculated since the first day of the three-day National Vaccination drive of the government on November 29, 2021, health undersecretary Myrna Cabotaje said on Thursday, December 1.

Cabotaje said a total of 2,708,018 individuals got their coronavirus disease 2019 (Covid-19) jabs on November 29, while 2,292,335 on November 30.

The daily vaccination accomplishments in the Bangsamoro Autonomous Region in Muslim Mindanao (Bamm) and Soccsksargen also improved during the three-day national vaccination drive.

Cabotaje said Barmm administered at least 90,000 doses over the past two days as compared to their average daily vaccination of 10,000 to 12,000. Soccsksargen had over 100,000 vaccination as compared to the daily average vaccination of 50,000.

She said they are hoping that the country will achieve the 9-million jabs target of the national government that aims to boost the vaccination program until the yearend.

Among the concerns amid the massive vaccination drive is the denial of walk-in vaccinees and the early closure of vaccination sites.

Cabotaje said these concerns will be addressed during the second leg of the national vaccination drive from December 15 to 17.

"Gagawin na mas madali ang proseso increase 'yung sa registration area, may mga complain kasi na hindi naa-accomodate, long queues. While we appreciate ang gusto ng mga LGU (local government units) na meron silang pre-registration if we can accommodate more walk-ins. Ang utos din ni Presidente sana wag magpauwi ng naka line-up sa bakunahan. No walk-ins should be sent home without being vaccinated," said Cabotaje.

(The process will be made easier to increase those in the registration area because there were complaints that were not accommodated and long queues. We also appreciate the preference of LGUs to have pre-registration and also accommodate more walk-ins. The President also ordered that those who lined up during the vaccination should not be sent home. No walk-ins should be sent home without being vaccinated.)

The national government eyes to fully vaccinate 54 million individuals by the end of the year and at least 77 million individuals by the first quarter of 2022. It also aims to start the inoculation of children 11 years old and below.

As of November 29, a total of 82,407,303 Covid-19 vaccines have been administered since March, of which 46,274,962 are for the first dose. A total of 35,898,392 individuals were fully vaccinated.

A total of 233,949 booster shots have already been administered.

Phivolcs says massive explosion in Mount Pinatubo 'unlikely'

PHILIPPINE Institute of Volcanology (Phivolcs) Director Renato Solidum on Wednesday, December 1, 2021, said a massive explosion from Mount Pinatubo, similar to what happened in 1991, is very much unlikely.

Solidum said geologic records show that a large explosion on Mount Pinatubo happens to be a hundred years apart.

"Nung 1991 at 1992 may umakyat talagang magma na umabot sa ibabaw at nung 1991, isinabog ng masyadong malakas. Dito sa nangyayari, wala pang umaakyat na magma tayong naitatala sa kadahilanang ang mga lindol ay masyadong malalim pa mga 10 kilometers or below," he said in a radio interview.

(In 1991 and 1992, magma has risen and reached around the crater, and in 1991, a strong eruption occurred. In the current state of the volcano, we did not notice magma rising, which means quakes are still 10 kilometers deep or even deeper.)

"So kung titignan natin 'yung history, hindi natin inaasahan na magkakaron ng kahalintulad ng 1991 eruption kaagad-agad pero siyempre hindi natin pwedeng tanggalin 'yung posibilidad na magkaroon ng mga maliliit na explosions kaya patuloy nating binabantayan ito nang mabuti," he added.

(If we look at history, we do not anticipate an eruption like what happened in 1991, but of course, we can't remove the possibility that there will be little explosions. That's why we continue to closely monitor the volcano's activities.)

Solidum said they have yet to monitor any magma activity and other abnormal activities of Mount Pinatubo following a weak explosion recorded there on Tuesday, November 30.

He said Mount Pinatubo remains under Alert Level 0, but he maintained that trips near the volcano's crater remain to be restricted.

DILG: Vaccination of employees not mandatory but negative swab test required

INTERIOR and Local Government Secretary Eduardo Año on Wednesday, December 1, 2021, clarified that coronavirus disease 2019 (Covid-19) vaccination for on-site employees is not mandatory.

Año reminded local government units (LGU) of strict compliance to protocols issued by the Inter-Agency Task Force (IATF) on Emerging Infectious Diseases on unvaccinated on-site employees.

"That's not really mandatory because workers who are unvaccinated can still report for work (if) they can present a negative RT-PCR (reverse transcription-polymerase chain reaction) test at least every 2 weeks," he said in a text message to Sunstar.

"It would be advisable for them to get vaccinated rather than paying for the tests and risking losing their jobs," he added.

Año made the statement following a resolution issued by Cebu IATF chief implementer Melquiades Feliciano, stating the vaccination of employees both in public and private sectors is "mandatory." Feliciano also said those unvaccinated will not be allowed to report to work and entry to their workplaces starting December 4.

The national IATF requires unvaccinated employees to provide a negative RT-PCR before they will be permitted to go to work starting December 1.

"To give ample time for unvaccinated employees to secure a negative RT-PCR result, the mandatory submission of this requirement will be enforced effective December 4, 2021. To simplify this directive, unvaccinated employees who will fail to submit a negative RT-PCR result shall not be allowed to report to work starting December 4," the resolution reads.

However, Feliciano echoed in his resolution the protocols set by the national IATF on unvaccinated employees.

"You can only return to work upon presentation of a negative RT-PCR result. Moreover, if you remain unvaccinated, you will henceforth be required to submit a negative RT-PCR result every two weeks," he said.

"If you fail to meet this requirement, you will not be allowed again to report for work," he added.

Feliciano said partially vaccinated employees who missed the schedule for the second dose are also required to undergo and submit a negative RT-PCR test result every week until they get fully vaccinated.

The national IATF protocol states that partially vaccinated on-site employees will be allowed to report to work without a negative RT-PCR as long as they can present the schedule of their second dose.

"During your absence because of your failure to submit proof of vaccination and/or a negative RT-PCR result, such absences will be automatically charged to your remaining sick leave credits," he said in the resolution.

"In the event that sick leaves are no longer available, the company may apply your available vacation leaves. In case that neither SL (sick leave) nor VL (vacation leave) is available, the no-work no-pay rule shall apply," he added.
