After former Gov. Andrew Cuomo (D) signed an adult-use legalization bill into law last year, adults 21 and older were immediately permitted to possess and publicly consume cannabis, as well as gift marijuana to other adults as long as they weren't being compensated. But as regulators work to set up rules to authorize licensed retailers, some businesses are apparently taking advantage of the grey area by offering "free" cannabis gifts to adult consumers who buy other lawful products and services. New York's Office of Cannabis Management (OCM) said in a press release on Tuesday that it has sent cease-and-desist letters to more than two dozen companies that are reportedly taking advantage of the gifting provision or otherwise illegally selling cannabis without a license. Those businesses could lose future licensing opportunities and face fines if they continue the activity, OCM said. "We have an obligation to protect New Yorkers from known risks and to strengthen the foundation of the legal, regulated market we are building," Cannabis Control Board (CCB) Chair Tremaine Wright said in a press release. "The team, led by aerospace manufacturer Thales Alenia Space, will design and build a payload to create oxygen from lunar soil." [C]arrying oxygen into space using rockets is inefficient, so it would be better if astronauts could find ways to make what they need in the places they are exploring. This principle is called in-situ resource utilization and is a key idea for future missions to the moon and Mars. The payload for the moon will be designed to create between 50 and 100 grams of oxygen from the dusty material which covers the moon, called regolith. The aim is to extract 70% of the available oxygen in the sample within a 10 day period. That time limit is because it will need to operate within the window of available solar power in a lunar day, which is around two weeks long. Previous experiments and concepts have shown that it is possible to extract oxygen from lunar regolith, which is made up of around 40 — 45% oxygen by weight. Now, the challenge is to make a workable system within the constraints of size and materials. A systems engineer from the space agency's design facility has high hopes for the project, according to a statement released Wednesday. "The website was developed by a group of Polish programmers who obtained some 20 million cellphone numbers and close to 140 million email addresses owned by Russian individuals and companies." A Tuesday report from the Daily Dot: Created by the hacking group known as Squad303, the tool, hosted at the domain 1920.in, loads a pre-written statement into a user's native SMS app that attempts to inform Russians about the ongoing conflict. "Dear Russians, your media is being censored. The Kremlin is lying," the statement reads. "Find out the truth about Ukraine on the free internet and in the Telegram app. Time to overthrow dictator Putin!" In a statement to the Daily Dot, a member of Squad303 described the effort as a "non-violent communication project" aimed at bypassing Russia's crackdown on independent news sources. The domain name for the tool refers to Poland's surprise victory against Russian forces in 1920. "We know that people wanted to get engaged to help Ukrainians. We wanted to deliver them a tool to start a dialog with Russians," the group said.... Though it began as a joke, after four years its Discord channel now has 11,000 members, and "The tightly run community allows members to experience a fantasy version of police life and prides itself on being a source of chaotic good in the strange world of virtual reality." Members move through the ranks — from cadet on up — based on their activity level, which is tracked via the group's Discord. Everything is carefully orchestrated to mimic IRL police.... Karet, a 29-year-old game developer and LPD captain from Texas, says that the hard work of volunteers allows users to roleplay police activities in a realistic environment. "We have some of our own worlds — like the hospital for our medical division, where we can pretend someone is getting treatment, or the jail where we put criminals," says Karet, who designed the LPD station and jail. One of Karet's favorite things to do is mess with users at random. "Lots of people in VRChat like to sit in front of mirrors," he says. "I will go up to the mirror and do a 'mirror inspection.' Then I say it's an illegal mirror and start looking for someone to blame and arrest. They just don't know how to handle that," he laughs. There are other ways to get people into trouble, too. "And some shoppers absolutely hate it." The screens, which were developed by the startup Cooler Screens, use a system of motion sensors and cameras to display what's inside the doors — as well as product information, prices, deals and, most appealing to brands, paid advertisements. The tech provides stores with an additional revenue stream and a way to modernize the shopping experience. But for customers who just want to peek into the freezer and grab their ice cream, Walgreens risks angering them by solving a problem that shoppers didn't know existed. The company wants to engage more people with advertising, but the reaction, so far, is annoyance and confusion. "Why would Walgreens do this?" one befuddled shopper who encountered the screens posted on TikTok. "Who on God's green earth thought this was a good idea?" "The digital cooler screens at Walgreens made me watch an ad before it allowed me to know which door held the frozen pizzas," said someone on Twitter.... "Since it is produced and narrated by Werner Herzog and written and directed by his son Rudolph, however, it goes in a different direction than your average space documentary. It's weird, beautiful, skeptical, and even a bit funny...." Other times, Werner opts for dryly funny narration of how bleak certain space colonization efforts may turn out. "The reality of life on Mars would be sobering," he says. "Astronauts would hunker down in radiation-proof bunkers, enjoying drinks of recycled urine...." For most of the film, Rudolph focuses on two options for where humans might travel, land, and establish space colonies: Mars or an exoplanet in the Alpha Centauri system. Along the way, Last Exit: Space follows a pattern. First, it lists a problem that might make a certain space travel proposition impossible. Then it briefly explains the most promising solution to that problem as developed by modern science and engineering. Finally, it brings the interstellar dream crashing back down to Earth with a grim recounting of why the solution won't work.... "We know the next planet outside of our solar system is at least 5,000 years away," Werner tells Ars. "It's very hard to do that, and [whatever is there is] probably uninhabitable. And we know that on Mars, there's permanent radiation that will force us underground in little bunkers...." As Last Exit: Space explores the logistics of a possible 5,000-year journey to Alpha Centauri, the film asks wild questions that touch matters of the human spirit, each with a diverse pool of optimistic and pessimistic answers. Is hibernation feasible? Could a non-hibernating skeleton crew function in a sane way? And how would the human act of copulation play out — both mechanically, in terms of being a reduced-gravity exercise, and genetically, in terms of possible in-breeding if a ship can't hold at least 40,000 colonists to keep the gene pool diverse...? [Werner Herzog adds] "But as you hear it from Lucian Walkowicz, an astronomer in the film, it's very clear that we take her position: We shouldn't behave like locusts who are grazing everything empty here, then move on to the next planet. There's something not right to shift, to move our population to other planets, and it's a part of all these ethical questions.... [Space colonization] will fail. It is inevitable. You cannot travel to the next [Alpha Centauri exoplanet] that is 200,000 years away. Period. Good luck...." The filmmakers make it clear that they admire and appreciate efforts to understand space and our universal neighbors. But in describing "space colonization" as "a dirty word," Rudolph paraphrases Walkowicz's film-ending pitch: "There is already a cross-generational spaceship operating right now — and we're already on it. Earth is a luxuriously furnished, wonderfully self-rejuvenating place, so we'd better treat it well...." Werner admits that he does have some interest in space travel. Read more of this story at Slashdot. | | How China Built an Exascale Supercomputer Out of Old 14nm Tech Posted: 12 Mar 2022 12:34 PM PST Slashdot reader katydid77 shares a report from the supercomputing site The Next Platform: If you need any proof that it doesn't take the most advanced chip manufacturing processes to create an exascale-class supercomputer, you need look no further than the Sunway "OceanLight" system housed at the National Supercomputing Center in Wuxi, China. Some of the architectural details of the OceanLight supercomputer came to our attention as part of a paper published by Alibaba Group, Tsinghua University, DAMO Academy, Zhejiang Lab, and Beijing Academy of Artificial Intelligence, which is running a pretrained machine learning model called BaGuaLu, across more than 37 million cores and 14.5 trillion parameters (presumably with FP32 single precision), and has the capability to scale to 174 trillion parameters (and approaching what is called "brain-scale" where the number of parameters starts approaching the number of synapses in the human brain).... Add it all up, and the 105 cabinet system tested on the BaGuaLu training model, with its 107,250 SW26010-Pro processors, had a peak theoretical performance of 1.51 exaflops. We like base 2 numbers and think that the OceanLight system probably scales to 160 cabinets, which would be 163,840 nodes and just under 2.3 exaflops of peak FP64 and FP32 performance. If it is only 120 cabinets (also a base 2 number), OceanLight will come in at 1.72 exaflops peak. But these rack scales are, once again, just hunches. If the 160 cabinet scale is the maximum for OceanLight, then China could best the performance of the 1.5 exaflops "Frontier" supercomputer being tuned up at Oak Ridge National Laboratories today and also extend beyond the peak theoretical performance of the 2 exaflops "Aurora" supercomputer coming to Argonne National Laboratory later this year — and maybe even further than the "El Capitan" supercomputer going into Lawrence Livermore National Laboratory in 2023 and expected to be around 2.2 exaflops to 2.3 exaflops according to the scuttlebutt. We would love to see the thermals and costs of OceanLight. The SW26010-Pro chip could burn very hot, to be sure, and run up the electric bill for power and cooling, but if SMIC [China's largest foundry] can get good yield on 14 nanometer processes, the chip could be a lot less expensive to make than, say, a massive GPU accelerator from Nvidia, AMD, or Intel. (It's hard to say.) Regardless, having indigenous parts matters more than power efficiency for China right now, and into its future, and we said as much last summer when contemplating China's long road to IT independence. Imagine what China can do with a shrink to 7 nanometer processes when SMIC delivers them — apparently not even using extreme ultraviolet (EUV) light — many years hence.... The bottom line is that the National Research Center of Parallel Computer Engineering and Technology (known as NRCPC), working with SMIC, has had an exascale machine in the field for a year already. The Steel Week was inaugurated by Shri Ram Chandra Prasad Singh, Union Minister of Steel. As part of the Steel Week, one-to-one meetings were held with leading players in steel production and logistics industries based in the UAE. The flagship scheme of the Government viz, Production-Linked Incentive (PLI) for specialty steel, the features and its focus areas were highlighted during the meetings. The objective of the meetings was to encourage investment in India and explore potential for increasing bilateral trade in steel. Meetings were held with leading companies in the UAE. An interactive session on 'Steel Usage in UAE & Collaboration Opportunities for Indian Steel Sector' was held between key steel producing companies from India and steel user companies of the UAE. The Union Minister of Steel urged companies to take advantage of the CEPA agreement and find ways to set foot in the MENA region using UAE as the base. He assured full support by the Government of India and mentioned that steel, as a base for much of infrastructure projects, will be crucial to fulfilling the Prime Minister's Gatishakti Master Plan and other key projects. Indian steel majors including SAIL, JSW Steel, AM/NS, Tata Steel and JSPL presented their views on steel manufacturing, product portfolio, production capacities, sector coverage, and key areas of expertise. The delegation visited steel processing facilities of M/s Conares Steel and met representatives from key steel consumers and logistics companies of the UAE. Steel Week will host a session on steel fabrication industry exploring collaboration opportunities for Indian steel producers with the local UAE fabricators. The Steel Week at India Pavilion will conclude on March 17th 2022.
