When covid-19 vaccines first became available, Native Americans acted swiftly and with determination to get their shots — as though they had everything to lose.
Covid hospitalization and death rates for American Indians and Alaska Natives had skyrocketed past those of non-Hispanic whites. Leveraging established systems like the Indian Health Service and tribal organizations, Native Americans urgently administered vaccines. Data from the Centers for Disease Control and Prevention showed they achieved the highest vaccination rates of any race or ethnicity.
Yet, tribal health officials said, they eventually ran up against the challenges that broadly stalled the U.S. vaccination campaign, particularly in persuading people to get booster shots.
Nationally, 72% of American Indians and Alaska Natives of all ages had received at least one dose of a covid vaccine as of March 28, and 59% were fully vaccinated — having received two doses of Moderna’s or Pfizer-BioNTech’s vaccine or one dose of Johnson & Johnson’s. A much smaller share had received booster shots — 44% of fully vaccinated Native Americans ages 12 and up, below the booster rates for whites, Asian Americans, and Native Hawaiians and Pacific Islanders.
Tribal health experts say data problems may be partly to blame, but there are other factors. It’s proved more difficult in recent months to find shots and book appointments. Some people weren’t convinced about the value of a third shot, a hesitancy fueled by evolving scientific understanding of the virus and a distrust of the federal government entrenched in tribal communities.
“Sometimes I think the people I talk to see it as, 'Hey, we got our first and second shot. You guys have told us that’s what we need, and we’re going to be OK,’” said Angie Wilson, who until recently served as tribal administrator of the Reno-Sparks Indian Colony, a federally recognized tribe in Nevada with about 1,200 members.
Reno-Sparks provides a glimpse into what it takes to increase vaccinations. Before the omicron variant arrived in early December, vaccinations had plateaued, and many members were expressing apathy about getting additional shots, she said. After omicron caused a sharp rise in cases, Reno-Sparks mandated that its employees be fully vaccinated and boosted. It also used money provided by the American Rescue Plan Act to offer cash to members: $1,000 for getting the initial doses and $500 for a booster, regardless of whether they lived on or off the reservation.
Those incentives and rising counts of breakthrough infections sparked renewed interest and persuaded roughly 130 people to get boosters within six weeks. Thirty-five percent of eligible Reno-Sparks’ tribal members had been boosted as of late March. The rates of first and second shots rose, too: 60% of members 5 and older had received an initial dose, while 56% were fully vaccinated.
The tribal land is in an urban area in Reno, and the reservation has a Walmart Supercenter. Nevada lifted its statewide mask mandate abruptly Feb. 10.
With precautions to limit covid’s spread falling by the wayside, tribal officials fear what any gaps in vaccination will mean for their communities. American Indians and Alaska Natives have been hospitalized for covid at three times the rate of white Americans and have died of covid at double the rate of whites, according to the CDC. Nationally, as of March 28, fewer than half of booster-eligible Native residents had received them.
“I can see where we’re heading, which is concerning,” Wilson said. “I worry about our tribal population, especially with our risk factors.”
The challenges were evident even before the FDA on March 29 authorized a second booster dose of the Pfizer-BioNTech and Moderna vaccines for anyone 50 or older and certain immunocompromised people. Tribal members and health experts see several reasons that booster rates have not been higher, despite employing more aggressive vaccination measures than surrounding states and counties.
Virginia Hedrick, executive director of the California Consortium for Urban Indian Health, said, “I do think that IHS really rose to the occasion when it came to the pandemic and vaccine rollout.” Still, “any time we have something change,” she said of the vaccine, “it raises questions for folks.”
In the fall, Hedrick said, her mother-in-law saw ads for booster shots all over the place but still couldn’t get an appointment. “There was a general sense of frustration,” she said.
Another problem, which likely masks the true share of Native Americans who have gotten booster shots: data inconsistencies. Race data on Native Americans has long been hindered by accuracy issues, including misclassifications of people. With covid vaccines, the CDC receives data from a hodgepodge of systems that generally don’t communicate with one another: state immunization registries, pharmacy chains, and federal vaccine providers, including IHS. And race and ethnicity information is missing from a significant share of vaccination records.
The agency acknowledges that it can overestimate initial vaccines given and undercount subsequent doses because the data does not include personally identifiable information. As a result, different doses may not be connected back to the same person.
If a Native American receives the first two doses through the IHS but gets a booster elsewhere, the booster dose could be misclassified as a first dose. Many instances of this could create the impression that booster rates among Native Americans are lower than they really are.
“The counting might get confused because there’s no central system,” said Dr. Meghan O’Connell, a tribal medical epidemiologist with the CDC Foundation who works at the Great Plains Tribal Leaders Health Board in South Dakota.
Accurate federal data is crucial for assessing Native American vaccinations because of the large role played by the IHS, a federal agency through which 355 facilities, tribal health programs, and urban Indian organizations received vaccine shipments. State-level data on vaccination does not include administered shots from all federal vaccine providers, including the IHS.
Native Americans get vaccinated in and outside of tribal health facilities, but access to IHS facilities can affect overall rates.
IHS publishes the number of vaccine doses that have been delivered and administered in 11 IHS areas but not the number of people per area who have received those doses. The lone exception is Alaska, where tribes received vaccines from the state.
“Something I’m very interested in is knowing how these rates may differ between tribal communities so that we can learn more about best practices,” O’Connell said.
IHS received $9 billion to respond to the pandemic, the bulk of it from the American Rescue Plan. It did not respond to questions about efforts to increase booster rates among tribal populations and whether they differed from outreach done to encourage people to get the initial shots.
When asked how often Native American vaccination data is checked for errors, CDC spokesperson Kate Grusich said the agency “regularly provides feedback on data quality” and works to remove duplicate or incorrect records. “This is an ongoing process and includes strategies to improve the accuracy of all COVID-19 vaccination related data, including race and ethnicity data,” she said in an email.
Agnes Attakai, a member of the Navajo Nation who lost six relatives to covid, got her first two vaccine doses easily, through a university drive-thru clinic. But when it came to her booster shot, she said, she had two options — CVS and Walgreens pharmacies, which had “a month- to two-month-long waits,” or her local public health department about 10 miles away. A resident of rural Pima County, Arizona, she chose the latter and got her shot in November.
Attakai, director of health disparities outreach and prevention education at the University of Arizona’s public health school, said she observed high uptake of booster shots. But there have been some clear differences compared with the early vaccine rollout.
Shots were “more accessible at the very beginning where there was a mass effort, a communitywide effort,” Attakai said. “When the boosters rolled out … [folks had to] actually find out where to get their booster shots and which was the closest location, when they were open. And, of course, some of them were open only during the daytime.”
The Navajo Nation, the largest tribe in the U.S., in January required its employees to get booster shots, building on an earlier mandate that they be fully vaccinated. As of March 4, 66% of Navajo Nation residents had received the first two doses, according to spokesperson Jared Touchin, above the U.S. rate at the time.
As officials brace for future covid surges, Wilson said tribal officials are trying to figure out how to best educate people on how to protect themselves. “If we don’t do that, I think that the issue’s going to be, 'Well covid’s over, everything’s opened up, we don’t have to deal with this anymore, I’m back to living my life,’ without realizing that the danger is still there,” she said.
The hardship for the national pandemic response is that “there’s a validity in the fear in tribal communities,” Wilson said, “centered around the distrust of the federal government, rightfully so.”

A recently deleted post of an official of Sangguniang Kabataan (SK) of Tetuan, Zamboanga City, about its newly purchased car, Strada, reaped mixed criticisms and went viral on March 24, 2022 (Thursday).
The SK-Tetuan officials purchased a Mitsubishi Strada that roughly cost 1.2 million pesos. Huge amount for a vehicle for public service as criticized by most netizens. According to the post, the vehicle was purchased to mobilize operations on anti-illegal drugs in the area. The SK official emphasized that it is part of their flagship program in driving away from the youth in any drug-related activities. It will also be utilized in doing "ronda" to monitor youth engagement in drugs and reiterate the detrimental impacts of the said prohibited substance.
The said purchase especially the laid out reason of purchase caught the attention of the netizens garnering different criticisms:

Due to the criticized discrepancies, Sam Bucoy, the chairwoman of SK-Tetuan, posted a miscommunication to the previous post and clarified that the newly purchased Strada would be used as a Patrol Vehicle in relation to the Disaster Emergency Response and Drug Awareness campaign.
She explained that the purchased vehicle was part of the Supplemental Budget of 2021, which covers the savings for 2017-2019, including the Actual Collections in Excess of Estimated Income that was approved on December 21, 2021.

A summary of criticisms from netizens clearly points out the mismatch of the purchased expensive vehicle and their function. Queries were raised on whether or not this vehicle would serve its purpose, especially the mitigation of involved youth in drug-related activities. Another significant criticism is the budget should have been aligned to other programs such as drug rehabilitation, forums, livelihood and skills training for youth, and other specified needs of drug-free youth.
As the Strada saga of SK Tetuan continued, the SK officials were compared to baby crocodiles; the initial stage symbol of corruption. The question would be, will there be upcoming vehicles after this one or a refined and tailored fit program for a specific campaign?

Is the tide turning for Vice President Robredo's presidential campaign?
The recent switch to Robredo of prominent politicians who were affiliated previously with other presidential aspirants seems to suggest that it does. After Ping Lacson's former party, Partido Reporma, officially announced its switch to Robredo, a trail of further 'political flipping' looks poised to ensue.

The most recent to hop on that trend is the Barzagas of the vote-rich Dasmariñas City. During their official proclamation rally yesterday, March 26, incumbent City Mayor Jenny Barzaga and incumbent Cavite 4th District Elpidio Barzaga Jr. both declared Robredo as their presidential bet, during the said event. Interestingly, both Barzagas are running under the National Union Party (NUP), which recently pledged support for the 2016 defeated vice-presidentiable Bongbong Marcos’s presidential campaign. Elpidio Barzaga Jr., in fact, is the current NUP president, which makes his endorsement of Robredo, shocking.
Elpidio Barzaga Jr., who is gunning for re-election as his district's representative, is contending with the independent candidate Osmundo Calupad. Jenny Barzaga, on the other hand, will face Nelson Remulla, who is running as an independent candidate.
It can be recalled that Cavite's governor Jonvic Remulla promised his presidential bet, Bongbong Marcos, 800,000 votes come May 9 elections. But with the Barzaga flipping sides, it seems that the Marcos loyalist governor will have a hard time delivering what he promised. Of course, Barzagas's endorsement of Robredo does not necessarily mean that the more than 400,000 votes of the city will automatically go for the lone female presidentiable, but the endorsement alone should give her an upper hand in the city and the congressional district.
Should Robredo secure a lead in Dasmariñas, that can prove to be detrimental to Marcos's shot at winning in Cavite, which is currently ranked second (behind Cebu) among most vote-rich provinces in the country. In the 2016 elections, Robredo lost the province to the former dictator's son by more than 150,000 votes.
The Manila City Mayor and presidential aspirant drew his biggest crowd yet, during his two-day campaign in the vote-rich province of Batangas.
If Senator Ralph Recto's promise gets fulfilled come May 9 election, 1 million votes will surely go to Manila Mayor Isko Domagoso's presidential campaign.
The senator and wife of actress-politician Vilma Santos-Recto pledged to deliver such a number to the presidentiable during his visit to the province, which culminated in a proclamation rally attended by a crowd that was never-before-seen in any of his previous campaigns.
In Recto's bailiwick, Lipa City, more than 65,000 Batangueños showed up for the proclamation rally, which introduced the local candidates under Recto's party. Domagoso, his vice president, Willie Ong, and the senators under their slate, graced the event. Interestingly, there are also senators running from other parties, including human rights lawyer, Chel Diokno, who were invited to come by Recto.
The Aksyon Demokratiko presidential bet was evidently ecstatic about the massive crowd his presence was able to muster in the province. "This is big. Batangas is big and we have seen in the past that Batangas could make a candidate become president" he exclaimed in an interview. Domagoso previously shrugged off his opponents' grand rallies, which consistently draw massive crowds.
With his current visit to Batangas, where 1.8 million votes are at stake, however, the 47-year-old politician gets an upper hand, at least in the province.
Domagoso also joined the recent Sto. Tomas proclamation rally, where an estimated 25,000 Batangueños flocked the event. His team also visited the town of San Juan, where he told reporters that his opponents' massive rally crowds, do not necessarily translate to votes. "With what they're doing, they achieve the perception that they're strong and they're many because they have drone shots. They can achieve that. But for me, I'm about getting the vote." he argued.
Currently, the actor-turned-politician ranks third in various opinion polls, including Social Weather Stations (SWS) and Pulse Asia, both of which are lorded over by current front-runner, Bongbong Marcos.
Queen of All-Media, TV host, and actress Kris Aquino reminisced a survey rating slump of Vice President Leni Robredo’s campaign in 2016 and appeared victorious in the end.
The ailing Aquino spoke to an estimated 40k crowd at the Leni-Kiko People’s Rally in Tarlac on Wednesday, March 23.
On stage, the youngest sister of the late President Noynoy Aquino asked the Presidential aspirant to recall how she started in 2016.

“Pero alam mo Kris, tama hindi tayo bayad. yan ng nasa itaas. Kaya maraming-maraming salamat po sa inyong lahat.
Robredo continued to share how she won the elections through the efforts of her team.
“Mabilis na nung ating pag-akyat. From number 6, mabilis tayong umakyat s number 4, umakyat sa number, umakyat tayo sa number 2. Election day, number 1 na tayo.
“At tinulungan nyo po kami dito sa Tarlac. Panalo ako dito sa Tarlac.”
The current figures Robredo has based on the latest survey results are somehow reminiscent of her rise to victory.
A survey got conducted by Pulse Asia on February 18-23, 2022, with 2,400 respondents. Robredo stands in second place with 15%, compared to Marcos taking the top spot at 60%.
"There's a lot of work that remains to be done," Vice Presidential spokesperson Barry Gutierrez said on March 16, 2022.
Despite the numbers, the Kakampinks are still ‘positive’ about Robredo’s chances of winning. The Pink rallies are flocked with increasing supporters despite the survey results.

Trolls wasted no time defaming renowned bakery Wildbreads after it took a swipe at presidential candidate Bongbong Marcos.
In a TikTok video, Wildbreads promoted their products inspired by politics.
A netizen inquired if something was dedicated to Marcos, but responded saying, “No, the bakery brought up the family’s outstanding P203 billion debt to the government.
“Gawa po kami pag nabayaran na yung P203 billion.”
In 1997, the Supreme Court ruled that the Marcos family must settle their unpaid estate taxes. In the same year, the figure was only P23 billion but that has increased exponentially since.
The former senator earlier highlighted that the issue is a common target of fake news.
"Well, there's a lot of fake news involved there. Let's leave it to the lawyers to discuss it," he said when asked about the matter. "The so-called facts that they call are not facts at all. They're just presumptions."
The reply was shared all over social media and it didn’t take long for trolls to target Wildbreads.
The bakery’s facebook page was flooded with negative comments and “haha” reactions. On top of that, its name on Google Maps was changed to “Wildbreads na kadiri.”
What the trolls did easily falls under an act of cancel culture which Marcos supporters claim they never do.

"Kung ang puso ng iba ay punong puno ng galit, ang puso natin lahat, punong puno ng pagmamahal at pag-unawa." she told the crowd during a Cavite rally.
The Happy ToGetHer star felt no shame in admitting that he only joins BBM-Sara rallies for monetary gain, noting that it's necessary for his family to survive.
Just a few days after the multi-awarded actress, Elizabeth Oropesa swore no one gets paid for performing at BBM-Sara rallies, another artist unabashedly came out in the open and practically disproved the actress.
Oropesa recently said that she is willing to get amputated if there is evidence that BBM-Sara artists are indeed getting paid,
"Ipapaputol ko 'yung dalawa kong pa. Gagapang na lang ako kung binabayaran kaming mga artista (I will have both my cut off. I'd rather crawl if any one of us really gets paid)" he said in a statement. There have been reports that performers at various grand rallies of presidential aspirants have been getting paid. Toni Gonzaga, one of the main endorsers of presidential campaign of the defeated 2016 vice-presidentiable, Bongbong Marcos, reportedly got paid PhP120 million pesos for her endorsement. The former PBB host, however, denied the allegations and even asked participants of her Ninong's rallies "Bayad po ba kayo? (Are you guys getting paid?"
In spite of these denials, however, Nicolas seems to have not gotten the memo when he posted on social media that he only joins BBM-Sara rallies out of necessity. In a facebook post, he shared: "Walang masamang tinapay para sa akin…trabaho para mapakain ang pamilya ko. Minsan lang to at hindi na ko bumabata.Mabuhay ang lahat! (I don't see anything wrong about it. It's a paying job that can feed my family. It's a one-time event, and I am old. Good wishes to everyone!).
It remains a mystery, whether or not Nicolas is also a supporter of Marcos's presidency. What's striking, however, is the fact that he chose to perform at a Marcos rally over other presidential candidates.
That choice seems to suggest that Marcos is the only candidate who pays performers, or it can also be he is the one who pays more. Let us wait for other artists to speak up, then, and whether Oropesa will indeed have her feet amputated.
