DOH to no longer issue daily Covid-19 case bulletin

STARTING next week, the Department of Health (DOH) will issue a weekly, instead of daily, coronavirus disease (Covid-19) case bulletin with focus on active severe and critical cases and intensive care unit utilization rate, Health Undersecretary Maria Rosario Vergeire said on Tuesday, March 1, 2022.Vergeire said the Covid-19 tracker will also later on be updated on a weekly basis instead of daily."Previously, mga case number kasi ang nilalabas natin, mababago na po... DILG: Only 70% allowed during campaign activities under Alert Level 1

It's only allowed up to 70 percent capacity of the venue," DILG spokesperson Undersecretary Jonathan Malaya said in a Laging Handa public briefing."So we are now coordinating with the Comelec (Commission on Elections) kung papaano po ang kanilang instructions sa mga deputized agencies on the enforcement of this resolution of the IATF (Inter-Agency Task Force) and the Comelec resolution that I just read," he added.He was referring to the Comelec Resolution 10732, which sets the guidelines for the conduct of safe campaigning for the May 2022 national elections amid the coronavirus disease (Covid-19) pandemic.Among the prohibited acts during in-person campaigning in areas under any level of quarantine status are entering private dwelling for house-to-house campaigning even with the owner's permission, crowding, handshaking or other forms of physical contact such as taking selfies or photographs that require proximity among people, and distributing food and drinks and all other goods or items.For bigger events such as caucuses, meetings, convention, rallies, and meeting de avance, 70 percent of the operational capacity of the venue, whether indoor or outdoor, is allowed for areas under Alert Level 1; 50 percent in areas under Level 2; 50 percent of the operational capacity of the venue for enclosed outdoor only for Level 3; and 30 percent of the operational capacity of the venue for enclosed outdoors only for Level 4.Such events were not allowed in areas under Level 5.Mandatory wearing of face masks and observance of physical distancing are a must in all election-related events to prevent the spread of the virus.The IATF placed Metro Manila and 38 other cities and provinces under Alert Level 1 from March 1 to 15.Based on the IATF guidelines, all sorts of quarantine restrictions are lifted in areas under Alert Level 1 except for the maintenance of public health protocols.In a separate press briefing, Health Undersecretary Maria Rosario Vergeire said they see no increase in Covid-19 cases and this can be directly attributed to the campaign period which for national posts started on February 9. Palace: No decision yet on suspension of e-sabong ops

No new deaths, 1,067 additional cases in Philippines

THE Department of Health (DOH) reported no new deaths from coronavirus disease (Covid-19) Tuesday, March 1, but stressed that 1,067 more people have contracted the virus.In its Tuesday bulletin, the DOH said the Philippines' Covid-19 death toll stood at 56,451, while the new cases reported pushed the nationwide tally to 3,663,059.Of the confirmed cases, 51,592 or 1.4 percent have remained active. Majority or 91.3 percent of the active cases have mild symptoms or asymptomatic.The DOH said that of the 1,067 cases reported Tuesday, 652 (61 percent) occurred in the last 14 days (February 16 - March 1, 2022).The top regions with cases in the recent two weeks were National Capital Region with 144 cases or 22 percent, Calabarzon with 92 or 14 percent and Central Luzon with 72 or 11 percent.The country's positivity rate went down to 4.3 percent from Monday's (February 28) five percent.The recoveries, meanwhile, increased to 3,555,016 with 1,652 more Covid-19 survivors logged. This means that 97.1 percent of those who contracted the virus were able to recover from the disease.The DOH said it has removed five duplicates from the total case count, of which three are recoveries.It added that nine laboratories were not able to submit their output last February 27, contributing on average 1.4 percent of samples tested and 1.4 percent of positive individuals. Full on-site work required in government agencies in areas under Alert Level 1

THE National Government is requiring a full on-site work arrangement in all government agencies and instrumentalities in areas under Alert Level 1.Under Memorandum Circular 96 issued by the Office of President Rodrigo Duterte, government agencies and instrumentalities of the executive branch should adhere to 100 percent on-site workforce amid the need to balance health considerations and the continuous delivery of public services.Government instrumentalities include regulatory agencies, chartered institutions and government-owned or -controlled corporations (GOCCs) such as the Manila International Airport Authority, Mactan International Airport Authority, the Philippine Ports Authority, Philippine Deposit Insurance Corporation, Metropolitan Water and Sewerage Services, Philippine Rice Research Institute, Laguna Lake Development Authority, Fisheries Development Authority, Bases Conversion Development Authority, Cebu Port Authority, Cagayan de Oro Port Authority, and San Fernando Port Authority.These government instrumentalities and agencies were also reminded to adhere to minimum public health protocols, especially the wearing of face masks and observance of physical distancing in their workplaces to prevent coronavirus disease (Covid-19) transmission.The offices of the legislative and judicial branches of government, independent constitutional commissions and bodies, and local government units, meanwhile, are "strongly urged" to adopt the provisions of the circular.But government officials and employees who tested positive for coronavirus, their close contacts, those manifesting symptoms and were required to undergo home quarantine pending the result of their test may adopt work-from-home arrangements under Alert Level 1.Areas under Alert Level 1 from March 1 to 15 are: Metro Manila, Abra, Apayao, Baguio City, Kalinga, Dagupan City, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Batanes, Cagayan, City of Santiago, Isabela, Quirino, Angeles City, Aurora, Bataan, Bulacan, Olongapo City, Pampanga, Tarlac, Cavite, Laguna, Marinduque, Puerto Princesa City, Romblon, Naga City, Catanduanes, Aklan, Bacolod City, Capiz, Guimaras, Siquijor, Biliran, Zamboanga City, Cagayan de Oro City, Camiguin and Davao City.Areas under Alert Level 2 are required at least 80 percent on-site workforce, 60 percent in Alert Level 3, and 40 percent in Alert Level 4.The memorandum stated that in areas placed under Alert Levels 2 to 5, heads of all agencies and instrumentalities of the executive branch, including GOCCs, may increase the on-site workforce of their offices beyond the minimum provided above."Department secretaries may require heads of agencies over which they have control or supervision, or which are attached to their departments, to implement a larger on-site workforce should the one set by the agency head be insufficient for the delivery of services, as determined by the department secretary," it stated.It added that agencies providing health and emergency frontline services, laboratory and testing services, border control, or other critical services are "required an on-site workforce that is larger than the minimum provided above, as may be necessary to deliver their mandates."In his report during President Rodrigo Duterte's Talk to the People Address on Monday, February 28, Department of Trade and Industry Secretary Ramon Lopez said they are also encouraging 100 percent workforce for private companies to stimulate spending of the public."This will stimulate spending kasi 'pag lumalabas ang tao, mas maraming gastusan papunta at pauwi, so nabubuhay ang business around the area, mas maraming natutulungan na MSMEs (micro small and medium enterprises)," he said.Lopez said they are expecting that 400,000 to 500,000 workers who lost their jobs amid the Covid-19 pandemic will be able to bounce back following the easing of quarantine protocols. Senate eyeing transfer of authority over e-sabong to Congress

SENATE Committee on Public Order and Dangerous Drugs chairman Senator Ronald dela Rosa said Tuesday, March 1, 2022, that they are studying the possibility of transferring the authority to issue licenses to online cockfight betting, also known as e-sabong, to Congress.Dela Rosa said senators were discussing the matter to properly regulate the e-sabong operations amid the disappearance of 31 cockfight enthusiasts.The authority to regulate and issue licenses to e-sabong operators is currently with the Philippine Amusement Gaming Corporation (Pagcor), while the Congress has the oversight power over the conduct of the operators' activities through the Committee on Games and Amusement."'Yun nga 'yung pinag-uusapan namin na kung puwedeng tanggalin sa Pagcor 'yung power to issue licenses at ito ay hahawakan na ng Kongreso through legislative franchise," Dela Rosa said in a radio interview while he admitted that there were lawmakers in the House of Representatives who are also operators of cockpits.Dela Rosa also said they are eyeing to reduce the number of hours allowed for online cockfight betting, which is currently at 24 hours a day for seven days.He said this is what makes e-sabong addictive, as it could even reach Filipinos abroad.Dela Rosa said it should follow the provisions of the Cockfighting Law, which mandates that legitimate cockfighting is only allowed on Sunday and legal holidays except on December 30, June 12, November 30, Holy Thursday, Good Friday, Election Day, and during local fiestas for not more than three days."Unique animal itong e-sabong. 23 senators move to suspend e-sabong operations

THE Senate filed Monday, February 28, 2022, a resolution urging the Philippine Amusement and Gaming Corporation (Pagcor) to suspend the operation of "e-sabong," or online cockfight, until the cases of 31 missing cockfight aficionados are resolved.Resolution 996 was introduced by Senator Ronald dela Rosa and signed by 22 other senators Monday. You can run, but definitely, you cannot hide from the long arm of the law. 2 Maute terrorists, soldier killed in Lanao military ops

DepEd calls for easing of in-person classes protocols

THE Department of Education (DepEd) called for a more relaxed protocols for the conduct of in-person classes following the de-escalation of various areas to Alert Level 1, the lowest quarantine status in the country, amid the decline in coronavirus disease (Covid-19) cases.In his report during President Rodrigo Duterte's Talk to the People Address Monday evening, February 28, DepEd Secretary Leonor Briones said eased protocols for face-to-face classes will allow more schools to re-open.She said of the 6,213 schools that are qualified to conduct in-person classes, 1,726 are already operational."Ang gusto lang namin, Mister President, na ngayong Alert Level 1 na, na kakalat na talaga nang husto ang face-to-face ay kung puwede na i-reduce na 'yung mga protocols kasi we have two pages of protocols na dapat susundin ng mga eskuwelahan. Classes may last up to three hours at a maximum.Technical vocational classes, on the other hand, can have 20 students at a time.The DepEd aims to expand the face-to-face classes by March 7, 2022. THE Philippine National Police (PNP) implemented anew a major revamp in its organization with the assignment of several police officials to new posts.In an order signed by PNP Chief Dionardo Carlos on February 28, 2022, Lieutenant General Joselito Vera Cruz, the deputy chief for administration, was assigned to the office of the chief PNP (OCPNP) pending his retirement on March 8.Criminal Investigation and Detection Group (CIDG) Director Albert Ferro was also assigned to OCPNP, as he is also set to hang his boots on March 5.Brigadier General Eliseo Cruz, the deputy director of the Area Police Command (APC) in Visayas, was named as the new CIDG head.Vera Cruz's retirement will result in a vacuum effect to the command group, prompting Lieutenant General Israel Dickson, the deputy chief for operations, and Lieutenant General Rhodel Sermonia, the chief of the directorial staff, to take one step forward.Dickson will replace Vera Cruz, while Sermonia will take Dickson's post.Dickson is also set to reach the mandatory retirement age of 56 on March 27.National Capital Region Police Office (NCRPO) Director Major General Vicente Danao Jr. will join the PNP's command group, replacing Sermonia.Succeeding Danao is Major General Felipe Natividad, who will vacate his post as director of the Special Action Force, which will be taken over by Brigadier General Patrick Villacorte from the PNP Communications and Electronics Service (CES).Brigadier General Prexy Tanggawohn from the Directorate for Human Resource and Doctrine Development will be transferred to CES. He will be replaced by Brigadier General Emmanuel Peralta, the police director of the Ilocos Region police office.Peralta was replaced by Brigadier General Westrimundo Obinque from the OCPNP.Brigadier Remus Canieso was assigned to the APC in Visayas while his post at the APC in Southern Luzon was filled by Major General Joseph Gohel from the APC in Eastern Mindanao.Gohel will be replaced by Brigadier General Filmore Escobal from the Police Regional Office (PRO)-Davao.Brigadier General Benjamin Silo Jr. was transferred from the Information Technology Management Service (ITMS) to PRO-Davao. He will be succeeded by Brigadier General Harris Fama from the Directorate for Police Community Relations (DPCR).From PRO-Eastern Visayas, Colonel Jonathan Cabal was transferred to DPCR, while Colonel Jonathan Abella was moved from PRO-Central Visayas to PRO-Eastern Visayas.
