Digos mayor offers P1-M reward for info on village chief’s killer

DIGOS City Mayor Josef Cagas is offering a P1-million bounty from the City Government to anyone who can provide information on the identity of the person behind the killing of a barangay captain on Wednesday, April 27.Cagas, in a statement, condemned the killing of Barangay San Jose Captain Angelito Balasbas, who just got home from the barangay hall when he was shot dead by a motorcycle-riding attacker outside his home Wednesday.Balasbas was brought to the hospital by neighbors who heard the gunshot.The 50-year-old barangay official was declared dead on arrival at the Sunga Hospital."No cause or reason can justify such a senseless and brutal attack on a public servant whose heart and soul bleeds genuine concern for his constituents," Cagas said.The mayor urged security officials to hunt down the perpetrator in order to give justice to his family.Cagas called the late Balasbas as "a man of faith, integrity and compassion." He also called him a "true leader" to his constituents, who is "always ready and available to serve them.""Kap. Balasbas believed in our vision of making Digos City a city of choice, to visit, work and live. He actively supported and adopted the programs of the City Government to better the lives of his constituents," he said.SunStar Davao reached out to the Police Regional Office (PRO)-Davao Region for additional information on the case, but they have not responded as of Friday, April 29.The killing comes weeks after two separate killings of barangay officials were reported. One is the killing of former barangay kagawad candidate Danilo Lumikid Jr. on April 1 in Manay, Davao Oriental.Another is the killing of Barangay Matiao Captain Ronnie Valera in Mati City, still in Davao Oriental on April 13, 2022.Authorities have not yet declared that the two incidents are election-related.Meanwhile, Davao del Sur, which was identified by the PRO-Davao as one of the election hotspots, reimposed curfew in the entire province from 9 p.m. to 4 a.m. effective Thursday, April 28, until May 15 to control the possible election-related violence.Provincial Governor Marc Douglas Cagas said there is a need to intensify "anti-terrorism and anti-criminality surveillance" in some parts in the province based on intelligence reports.The governor recently revealed that there is an alleged presence of hired "500 guns for hire" being deployed in the province to disrupt the upcoming 2022 elections.PRO-Davao is still investigating his claims.

Davao City, Davao Oriental town under Alert Level 1

AMID the possible threat of another coronavirus disease (Covid-19) surge, Davao City and Caraga in Davao Oriental are still placed under the less strict Alert Level 1 from May 1 to 15.The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) announced the new alert level classification on Friday, April 29.Meanwhile, Davao del Norte, Davao del Sur, Davao Oriental, Davao de Oro and Davao Occidental will still be placed under Alert Level 2."Alert Level classifications of component cities and municipalities under IATF Resolution 166-A (s.2022) not otherwise affected by this Resolution shall remain in effect until May 15, 2022," acting presidential spokesperson Martin Andanar said.The Department of Health (DOH) warned over the possible resurgence of Covid-19 cases, which can be triggered by the non-compliance to minimum health protocols and the entry of new Covid-19 sub-variants, especially of the highly-transmissible Omicron variant.Health authorities had earlier detected the first case of Omicron BA.2.12 sub-variant in the country, with 44 close contacts in the cities of Quezon and Baguio.Under Alert Level 1, all restrictions, including venue or transportation capacity and travel, will be removed and all businesses will be allowed to operate.There will also no longer be restrictions for the vulnerable population such as children, senior citizens and persons with comorbidities.The public, however, is advised to continue to adhere to minimum public health protocols, particularly the wearing of face masks and maintenance of physical distancing to prevent a resurgence of Covid-19 cases in the country.The Department of Health (DOH) earlier said that Alert Level 1 could be considered the "new normal."A positivity rate of under five percent for two weeks is one of the indicators that coronavirus infections are under control, according to WHO.According to DOH-Davao Covid-19 tracker as of April 28, the region's active cases is at 333. Minda: MDDA to maximize potential of Davao LGUs

THE enactment of the Metropolitan Davao Development Authority (MDDA) will maximize the potential of the local government units (LGUs) in Davao, which will propel the economic performance of the region, the Mindanao Development Authority (Minda) said.President Rodrigo Duterte signed on Wednesday, April 27, Republic Act (RA) 11708 or "An Act creating Metropolitan Davao Development Authority," establishing the special development and administrative region to be known as Metropolitan Davao, which consists of six cities and nine municipalities.According to RA 11708, Metropolitan Davao includes Davao City; the cities of Panabo, Tagum and Island Garden City of Samal in Davao del Norte; Digos City in Davao del Sur; Mati City in Davao Oriental; and the municipalities of Sta. Cruz, Hagonoy, Padada, Malalag, and Sulop in Davao del Sur, Carmen in Davao del Norte, Maco in Davao de Oro, and Malita and Sta Maria in Davao Occidental.In a forwarded statement, Minda Deputy Executive Director Assistant Secretary Romeo Montenegro welcomed the enactment of the MDDA."This is aligned with our long-term assumption of how metropolis is going to evolve and emerge in Mindanao in the next few years, which is also espoused in the Metro Davao Urban Master Plan," Montenegro said."As we have always highlighted through the Mindanao Corridors (strategy), there is no 'one size fits all' strategies in Mindanao and everything is incumbent on the strengths and peculiarity of the areas," Montenegro added.He said Minda is expecting that the MDDA will "further propel the economic performance" of the region.National Economic and Development Authority (Neda)-Davao Assistant Director Gilberto Altura said in a press conference on Thursday, April 28, that the MDDA will help the region in identifying programs and projects, not only in the infrastructure, but also in other sectors such as water utilities and other services."The development of the areas will be enhanced, rather than it may insist separately as LGUs," Altura said.He added that the MDDA would further help attract investors in the region.Regional Development Council (RDC) in Davao Region and Davao de Oro Governor Jayvee Tyron Uy, in a statement, said the body will boost and improve development planning, transport management, waste disposal, flood control, urban renewal, zoning, and land use, among others, in particular kick-off cities and towns in the region."Rest assured that we will work hard for this. We believe that the success of this initiative will usher a new era of development not only in our region, but also in the entire island of Mindanao. After all, the development of our land contributes to the overall development of the country," Uy said.Senator Christopher "Bong" Go said in a statement that the MDDA law will help address the growing needs of this city and nearby areas through the services it will provide.Go, who co-sponsored the measure in the Senate, said the law will also benefit the entire Mindanao."This will benefit Mindanao as a whole. Duterte brothers top Addu’s Blue Vote Survey

THE Duterte siblings, Paolo and Sebastian, topped Ateneo de Davao University's (Addu) city-wide Blue Vote Survey.During the presentation of the survey results on Friday, April 29, Davao City Vice Mayor and first-time mayoral candidate Sebastian "Baste" Duterte emerged as the most preferred mayoral candidate, garnering 86 percent of votes out of 1,464 respondents.First Congressional District Representative of Davao City and re-electionist Paolo Duterte also garnered similar results with 82.93 percent out of 498 total respondents. He is the most preferred candidate out of three others running for the same position.Meanwhile, the Duterte brothers' prominent opponents, particularly mayoral candidate lawyer Ruy Elias Lopez and aspiring representative of the First District Maria Victoria "Mags" Maglana fell behind in the survey results.Lopez, son of former mayor Elias Lopez, had an overall survey result of 3.8 percent, while the remaining two mayoral candidates -- Joseph Elizalde and Teddy Mantilla -- both had 0.1 percent of the votes.On the other hand, Maglana earned 2.21 percent, followed by candidates Jamal Kanan and Jovanie Mantawel, who both earned less than one percent.The city-wide Blue Vote Survey results also showed some respondents who were undecided on who to vote.Out of 1,464 respondents, 9.4 percent were undecided, while 0.3 percent chose to abstain on who to vote between four mayoral candidates.Meanwhile, out of 498 respondents from the First District, 12.65 are undecided on who to vote for representative, 1.61 percent answered "I honestly do not know," and 0.20 percent answered they will not vote for any of the candidates.The Blue Vote Survey also asked for the preferred representatives in the Second District and Third District of Davao City.In the Second District, Vincent Garcia and Danny Dayanghirang were the top two candidates with 55.5 percent and 30.4 percent, respectively, out of 454 respondents.For the Third District, Isidro Ungab led the results with 83.6 percent out of 512 respondents. He was followed by Abundio Indonilla with 0.6 percent while 13.5 percent are undecided.At the same time, the running-mate of Baste Duterte vice mayoral candidate lawyer Melchor Quitain Jr. earned 76.1 percent of votes out of 1,464. Although running unopposed, 18.6 percent of respondents answered undecided and 3.4 percent said they would not vote for Quitain.

Envi group dismayed over low turnout in Green Vote Survey

VARIOUS leaders of environmental groups expressed dismay over the low number of local elections candidates who responded to the Green Vote Survey that aims to know the stand of candidates on environmental issues in Davao City.During the presentation of the results of the Kalikasan Naman Green Vote Survey 2022 organized by the Interfacing Development Interventions for Sustainability (Idis), members of Idis and other environmental groups were frustrated and disappointed that only 11 Davao City candidates answered the survey out of 55 local candidates invited to partake."Nakita nato ang turnout, 11 out of 55, it's very frustrating and disappointing na gamay ra gyod kaayo sa atong mga politicians and naay panahon to answer pressing issues in our locality (It is frustrating and disappointing that only 11 out of 55 local candidates who gave their time to answer pressing issues in our locality)," Idis executive director Mark Peñalver said.Despite the effort of Idis to reach out to all 55 candidates to learn their platform and advocacies with regards to the environment, only the following candidates responded: vice mayor candidate Melchor Quitain Jr., First Legislative District Representative candidate Mags Maglana, Aspiring councilors Luna Acosta, Lydon Banzon, and Pilar Braga from the First District, Jonard Dayap, Marissa Abella, and Bong Batenga from the Second District, Myrna Daloda-Ortiz, Wilberto Al-ag, and Alberto Ungab from the Third District."Kini nga survey kini ra gyod ang usa sa mga activity na kinahanglan makahatag ta sa atong mga issues og makapaningil ta panahon nga naa na sila diha sa mga tagsa-tagsa na posisyon (This survey is an activity that will allow us to present them the issues on the ground and hold them accountable should they be elected to their position)," Nena Morales of the Metsa Foundation said, mentioning how only three candidates from her district have answered the survey."Naa man ko sa third district, tulo lang ang mag respond na ang third district ang pinka-grabe nga environmental issues (I am from the third district, and only three responded. The third district has the most environmental issues that needed to be addressed)," she said.The rest of the candidates did not give a reason as to why they were not able to partake in the survey, said Peñalver. Of all the local candidates, those who did not respond include all four mayoral bets, 32 out 41 aspiring councilors, and eight out of nine aspiring district representatives.The environmental leaders said the participation of all candidates was important to help Dabawenyos choose leaders who have concrete plans and resolutions on the climate crisis, sustainability, and other similar issues in Davao City."Kung dili ta kabalo unsa ilang plataporma og programa, ilahang stand sa mga issues, di ta kabalo kung unsa pud ilang buhaton once ma-elect sila. Mao nang na-frustrate ang kadaghanan kay tungod important gyod kaayo siya na makabalo ta unsa sila makatabang as government leaders nato puhon (If we do not know their programs, stance on certain issues, we will not know what they will do when they are elected. That is why we are frustrated with the turnout because we want to know how they can help as government leaders)," Amiel Lopez, founder of Project Dyesabel, said.Peñalver reminded that candidates, when elected, have the power to make law programs that could address environmentally-caused problems such as flooding, thus voting for the right candidates that could propose resolutions to such problems is important.
