Outgoing administration to turn over 33 cases filed vs Bacolod government Posted: 23 Jun 2022 05:25 AM PDT THE administration of outgoing Bacolod City Mayor Evelio is set to turnover to the incoming administration of Mayor-elect Alfredo Benitez about 33 cases filed against the City Government.Outgoing City Legal Officer Joselito Bayatan said they are now preparing all the documents to be turned over to the incoming administration.Bayatan said of the 33 cases, most of them involved governance."There are litigants filing against the city, and there are also cases that we filed against the third parties," he added.Bayatan said they are ready to turn over all the documents to the incoming administration."To formalize the turnover, we will do it together with the rest of other departments," he said.If the incoming administration will ask his assistance about the city's cases, Bayatan said he is willing to help them for the interest of the city.Bayatan noted that he already met with the lawyers of the incoming administration and oriented them on what to do about the cases.On Wednesday afternoon, June 22, the transition teams of Leonardia and Benitez held a preliminary meeting at the MassKara Hall of the Bacolod Government Center.The turnover of documents is expected on June 30, the first day of Benitez's administration, which is also the date set for the next meeting of the transition teams.Outgoing City Administrator Lawyer Eduard Joseph Cuansing, who is one of the focal persons of Leonardia's transition team, earlier said they will turnover the documents on June 30 as per a circular of the Department of the Interior and Local Government.Bacolod Lone District Representative Greg Gasataya, who leads the transition team of Benitez, also cited the continuous cooperation of the department heads.Gasataya said they just facilitate the necessary preparation as mandated by law."They signified that they already have some documents ready for turnover. We just need to get those documents," he said, adding that "so far, it was fruitful as they manifested cooperation.""Our intention is to have a smooth and peaceful turnover," the congressman said. |
Minor killed by fellow solvent-sniffing boy in 10th shooting Posted: 23 Jun 2022 05:25 AM PDT A 17-YEAR-OLD boy was shot to death by his friend, who is also a minor, near a mall in Barangay Singcang-Airport, Bacolod City around 7:40 p.m. Wednesday, June 22, 2022.Police Station 8 commander Major Joery Puerto on Thursday, June 23, said the victim, of the said village, sustained a gunshot wound to the right side of his stomach after he was shot by his 16-year-old friend using an improvised firearm.Authorities withheld the names of the victim and suspect for being minors.The victim was brought to the Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH), but he did not survive.Puerto said the victim and the suspect are known to be "solvent-sniffers" and loitering near a mall in Barangay Singcang-Airport.He said before the incident, the suspect asked the victim to buy a solvent.When they met outside the mall, the victim failed to show the solvent, prompting the suspect to punch him.However, the victim fought back and defeated the suspect.The suspect then went to his friend and borrowed an improvised firearm.When he returned, the suspect suddenly shot the victim and fled, the police added.Puerto noted that the parents of the victim were in jail for violation of illegal drugs.The suspect, meanwhile, was allegedly maltreated by his parents in Bago City, so he ran away and found a group of solvent-sniffing kids in Bacolod City."Because of their situation, they chose to stay in streets and used solvent," Puerto said, adding that "we warned them many times but they continue to violate the curfew hours for minors."The police station commander said he is hopeful that the local government will provide shelter for the street children to address the crime incidents involving minors.Authorities are still conducting a follow-up operation to arrest the suspect who will be charged for murder.This is the 10th shooting incident that happened in Bacolod City from June 1 to 22, 2022. |
Negros Occidental bracing for P700-M cut on National Tax Allotment Posted: 23 Jun 2022 05:21 AM PDT NEGROS Occidental Governor Eugenio Jose Lacson said Sunday, June 23, 2022, that Negros Occidental will have about P700 million cut from its National Tax Allotment (NTA) next year."Belt tightening and the Capitol employees' bonuses could be affected by this NTA reduction," Lacson said.The cut, he added, will be affecting the Maintenance and Operating Expenses (MOOE), too.The Department of Budget and Management (DBM) said that the local government units' (LGUs) NTA, which was previously called Internal Revenue Allotment (IRA), will be reduced by at least 14 percent."This is a huge reduction and everybody is facing this predicament, so the higher the budget, the bigger the cut also," the governor said..Though the provincial government is now in the process of preparing its 2023 budget, it has yet to identify what sector will have a slash in the funds.Various departments have already been alerted of the scenario, Lacson said.The reduction is due to low collection in 2020 onwards, which is the height of the coronavirus disease (Covid-19) pandemic.Meanwhile, Lacson said the postponement of the Barangay and Sangguniang Kabataan (SK) elections depends on the national government, especially the Congress.Incoming House Speaker Leyte Representative Martin Romualdez already stressed that the government could save a lot should it postpone the elections.He said the country has other pressing needs, especially food security. |
Negros Occidental issues Rono for 300-MW liquefied nitrogen gas power plant Posted: 23 Jun 2022 05:21 AM PDT THE Sangguniang Panlalawigan (SP) of Negros Occidental has passed a Resolution of No Objection (Rono) on the construction of a 300-megawatt (MW) liquified nitrogen gas (LNG) power plant in San Carlos City.Third District Board Member Manuel Frederick Ko, chairman of the Provincial Board's Committee on Energy, said the passage of Rono was made during its regular session on June 14, 2022."LNG is the cleanest kind of fossil fuel (and) with the passage of Rono, it means that the SP poses no objection or is amenable to the project," Ko said.He said the Rono is needed by the company for the issuance of Environmental Compliance Certificate (ECC) of the Department of Environment and Natural Resources (DENR).A public scoping by the company was already done in the host barangays in San Carlos City, the boardmember added.San Miguel Corp. Global Power Holdings is eyeing the construction of the P18.5-billion 300-MW LNG power plant in San Carlos City.The project already has the approval of the host Barangays Punao and Palampas, as well as the City Government of San Carlos.Based on the submitted documents to the DENR, SMC Global Power Unit Reliance Energy Development Inc. (Redi) will build and run the four 75-MW generators which will be located within San Carlos Ecozone.The proposed project will be constructed inside the 49-hectare leased property from Grand Planters International Inc.The Provincial Board's issuance of Rono was made despite some opposition to the project, especially from some local stakeholder as well as environment and energy advocacy groups.They are concerned about the environmental and economic implications of a fossil fuel project entering the country's renewable energy (RE) capital.San Carlos Bishop Gerry Alminaza, convener of broad clean energy consortium REpower Negros, raised his opposition to add fossil fuel-powered plant in the province that is teeming with renewable power.He stressed that the existing RE facilities are not even fully maximized by the Negrenses."Yet, we would be adding 300 MW more of new capacity by using fossil gas," the bishop said, adding that "this plant goes against the hope of Negros of becoming 100-percent RE-powered." |
2 drug personalities nabbed in Bacolod Posted: 23 Jun 2022 05:21 AM PDT TWO drug personalities were arrested in a drug bust operation by operatives of Police Station 3 in Purok Mahimaya-on, Barangay Bata, Bacolod City Wednesday afternoon, June 22, 2022.Police identified the suspects as Gerry Conlu, 56, and Rex Capus, 32, all of the said village.Captain Armilyn Vargas, commander of Police Station 3, said the suspects were arrested after one of them sold a sachet of shabu to a poseur buyer.Police recovered from the suspects' possession 23 sachets of suspected shabu weighing 4.3 grams with estimated market value of P29, 240, the P200 marked money and drug paraphernalia.Vargas said the suspects were under surveillance for almost a month before their arrest, adding that Conlu was identified as a street level individual in Bacolod City.The suspects were detained at the custodial facility of Police Station 3.They will be charged for violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002. |

3 Bacolod City projects for unveiling June 24 Posted: 23 Jun 2022 05:20 AM PDT OUTGOING Bacolod City Mayor Evelio Leonardia will lead the unveiling of three projects under the Green, Green Green Program Friday, June 24, 2022.The projects were completed with allocations from the Local Government Support Fund (LGSF)-Assistance to Cities.Bacolod City Government Center Building Administrator Engineer Amy Tentia said the projects set for inauguration are the improvement and rehabilitation of the Bacolod City Rizal Park, the promenade in front of the Negros Occidental High School along Araneta Street and the improvement of public open spaces at the government center.Leonardia earlier disclosed that the city received an LGSF allocation of P9.4 million from the national government to rehabilitate the Rizal Park that included the provision of concrete curbs and gutter, Poso outpost and benches, shrubs and flowering plants, sidewalk and permeable pavers, additional street lamps and recreational equipment such as children's playground and an outdoor fitness area.The Negros Occidental High School promenade, on the other hand, focused on the improvement of its sidewalks, gutters, ramps, curbs, decorative wall and pond.New plant boxes, concrete benches, waiting shed and steel street railings are among the additional features, Tentia said.The P6.5-million allocation also included landscaping and new lighting, she said. Meanwhile, public places at the back of the BCGC were also rehabilitated alongside a new "Zen Garden" complete with fresh shrubs and flowering plants.Sidewalks and permeable pavers, street lamp posts, trellises, and recreational equipment were likewise improved to complete the P11.9 million project. Trinio-Caña to return as Bacolod poll officer Posted: 21 Jun 2022 10:41 PM PDT LAWYER Kathrina Trinio-Caña is set to return as the election officer of Bacolod City on July 1, 2022.Trinio-Caña, currently an acting election officer of San Carlos City, said Tuesday, June 21, that she already received a communication from the Commission on Elections (Comelec) Central Office about their assignments.The commission directed all regional election directors, provincial election supervisors, field officers and personnel who were reassigned during the May 9, 2022 National and Local Elections to return to the stations where they were assigned prior to the nationwide reassignment.Lawyer Revo Sorbito, who is the acting election officer of Bacolod City, will also go back to Comelec-La Carlota City.In its order dated June 8, 2022, Socorro Inting, acting chairperson of Comelec, said that all regional election directors and provincial election supervisors must submit to the Personnel Department their Certificate of Assumption to duty within five days from re-assumption to their official stations.It added that all provincial election supervisors must submit a manning list to the Personnel Department, which shall bear the current station and date of assumption of all their respective personnel within 10 days from their reassumption to duty.Trinio-Caña assumed her post as an acting election officer of San Carlos City on January 19, 2022.She said that, for now, they are updating the voters list of San Carlos City, particularly the voters' voting history."This will be our basis to deactivate the registration record of those voters who failed to vote in two successive elections," she added.Once she returned in Bacolod City, Trinio-Caña said they will also prepare the registration record of the city's voters for the upcoming barangay elections. |
