KHN (Kaiser Health News) is a national newsroom that produces in-depth journalism about health issues. Together with Policy Analysis and Polling, KHN is one of the three major operating programs at KFF (Kaiser Family Foundation). KFF is an endowed nonprofit organization providing information on health issues to the nation.
RAPID CITY, S.D. ― Jeni Rae Peters would make promises to herself as she lay awake nights after being diagnosed with breast cancer two years ago.
“My kids had lost so much,” said Peters, a single mom and mental health counselor. She had just adopted two girls and was fostering four other children. “I swore I wouldn’t force them to have yet another parent.”
Multiple surgeries, radiation, and chemotherapy controlled the cancer. But, despite having insurance, Peters was left with more than $30,000 of debt, threats from bill collectors, and more anxious nights thinking of her kids. “Do I pull them out of day care? Do I stop their schooling and tutoring? Do I not help them with college?” Peters asked herself. “My doctor saved my life, but my medical bills are stealing from my children’s lives.”
Cancer kills about 600,000 people in the U.S. every year, making it a leading cause of death. Many more survive it, because of breakthroughs in medicines and therapies.
But the high costs of modern-day care have left millions with a devastating financial burden. That’s forced patients and their families to make gut-wrenching sacrifices even as they confront a grave illness, according to a KHN-NPR investigation of America’s sprawling medical debt problem. The project shows few suffer more than those with cancer.
About two-thirds of adults with health care debt who’ve had cancer themselves or in their family have cut spending on food, clothing, or other household basics, a poll conducted by KFF for this project found. About 1 in 4 have declared bankruptcy or lost their home to eviction or foreclosure.
Other research shows that patients from minority groups are more likely to experience financial hardships caused by cancer than white patients, reinforcing racial disparities that shadow the U.S. health care system.
“It’s crippling,” said Dr. Veena Shankaran, a University of Washington oncologist who began studying the financial impact of cancer after seeing patients ruined by medical bills. “Even if someone survives the cancer, they often can’t shake the debt.”
Shankaran found that cancer patients were 71% more likely than Americans without the disease to have bills in collections, face tax liens and mortgage foreclosure, or experience other financial setbacks. Analyzing bankruptcy records and cancer registries in Washington state, Shankaran and other researchers also discovered that cancer patients were 2½ times as likely to declare bankruptcy as those without the disease. And those who went bankrupt were likelier to die than cancer patients who did not.
Oncologists have a name for this: “financial toxicity,” a term that echoes the intractable vomiting, life-threatening infections, and other noxious effects of chemotherapy.
“Sometimes,” Shankaran said, “it’s tough to think about what the system puts patients through.”
Cancer Diagnosis Upends Family
At the three-bedroom home in Rapid City that Peters shares with her children and a friend, there isn’t time most days to dwell on these worries. There are ice skating lessons and driving tests and countless meals to prepare. Teenagers drift in and out, chattering about homework and tattoos and driving.
The smallest children congregate at a small kitchen table under a wall decorated with seven old telephones. (As Peters tells it, the red one is a hotline to Santa, a green one to the Grinch, and a space shuttle-shaped phone connects to astronauts orbiting the Earth.)
Peters, 44, presides cheerfully over the chaos, directing her children with snide asides and expressions of love. She watches proudly as one teenage daughter helps another with math in the living room. Later she dances with a 5-year-old to Queen under a disco ball in the entry hall.
Peters, who sports tattoos and earlier this year dyed her hair purple, never planned to have a family. In her late 30s, she wanted to do more for her adopted community, so she took in foster children, many of whom come from the nearby Pine Ridge Indian Reservation. One of her daughters had been homeless.
“Foster kids are amazing humans,” she said. “I joke I’m the most reluctant parent of the most amazing children that have ever existed. And I get to help raise these little people to be healthy and safe.”
In spring 2020, the secure world Peters had carefully tended was shattered. As the covid pandemic spread across the country, she was diagnosed with stage 2 breast cancer.
Within weeks, she had an intravenous port inserted into her chest. Surgeons removed both her breasts, then her ovaries after tests showed she was at risk of ovarian cancer as well.
Cancer treatment today often entails a costly, debilitating march of procedures, infusions, and radiation sessions that can exhaust patients physically and emotionally. It was scary, Peters said. But she rallied her children. “We talked a lot about how they had all lost siblings or parents or other relatives,” she said. “All I had to do was lose my boobs.”
Much harder, she said, were the endless and perplexing medical bills.
There were bills from the anesthesiologists who attended her surgeries, from the hospital, and from a surgery center. For a while, the hospital stopped sending bills. Then in April, Peters got a call one morning from a bill collector saying she owed $13,000. In total, Peters estimates her medical debts now exceed $30,000.
High Costs, Despite Insurance
Debts of that size aren’t unusual. Nationwide, about 1 in 5 indebted adults who have had cancer or have a family member who’s been sick say they owe $10,000 or more, according to the KFF poll. Those dealing with cancer are also more likely than others with health care debt to owe large sums and to say they don’t expect to ever pay them off.
This debt has been fueled in part by the advent of lifesaving therapies that also come with eye-popping price tags. The National Cancer Institute calculated the average cost of medical care and drugs tops $42,000 in the year following a cancer diagnosis. Some treatments can exceed $1 million.
Usually, most costs are covered. But patients are increasingly on the hook for large bills because of deductibles and other health plan cost sharing. The average leukemia patient with private health insurance, for example, can expect to pay more than $5,100 in the year after diagnosis, according to an analysis by the consulting firm Milliman. Even Medicare can leave seniors with huge bills. The average blood cancer patient covered by fee-for-service Medicare can expect to pay more than $17,000 out-of-pocket in the year following diagnosis, Milliman found.
Additionally, ongoing surgeries, tests, and medications can make patients pay large out-of-pocket costs year after year. Physicians and patient advocates say this cost sharing ― originally billed as a way to encourage patients to shop for care ― is devastating. “The problem is that model doesn’t work very well with cancer,” said Dr. David Eagle, an oncologist at New York Cancer & Blood Specialists.
More broadly, the KHN-NPR investigation found that about 100 million people in the U.S. are now in debt from medical or dental bills. Poor health is among the most powerful predictors of debt, with this debt concentrated in parts of the country with the highest levels of illness.
According to the KFF poll, 6 in 10 adults with a chronic disease such as cancer, diabetes, or heart disease or with a close family member who is sick have had some kind of health care debt in the past five years. The poll was designed to capture not just bills patients haven’t paid, but also other borrowing used to pay for health care, such as credit cards, payment plans, and loans from friends and family.
For her part, Peters has had seven surgeries since 2020. Through it all, she had health insurance through her employers. Peters said she knew she had to keep working or would lose coverage and face even bigger bills. Like most plans, however, hers have required she pay thousands of dollars out-of-pocket.
Within weeks of her diagnosis, the bills rolled in. Then collectors started calling. One call came as Peters was lying in the recovery room after her double mastectomy. “I was kind of delirious, and I thought it was my kids,” she said. “It was someone asking me to pay a medical bill.”
Peters faced more bills when she switched jobs later that year and her insurance changed. The deductible and cap on her out-of-pocket costs reset.
In 2021, the deductible and out-of-pocket limit reset again, as they do every year for most health plans. So when Peters slipped on the ice and broke her wrist ― a fracture likely made worse by chemotherapy that weakened her bones ― she was charged thousands more.
This year has brought more surgeries and yet more bills, as her deductible and out-of-pocket limit reset again.
“I don’t even know anymore how much I owe,” Peters said. “Sometimes it feels like people just send me random bills. I don’t even know what they’re for.”
Making Sacrifices
Before getting sick, Peters was earning about $60,000 a year. It was enough to provide for her children, she said, supplemented with a stipend she receives for foster care.
The family budget was always tight. Peters and her kids don’t take extravagant vacations. Peters doesn’t own her home and has next to no savings. Now, she said, they are living at the edge. “I keep praying there is a shoe fairy,” she said, joking about the demands of so many growing feet in her home.
Peters took on extra work to pay some of the bills. Five days a week, she works back-to-back shifts at both a mental health crisis center and a clinic where she counsels teenagers, some of whom are suicidal. Last year, three friends on the East Coast paid off some of the debt.
But Peters’ credit score has tumbled below 600. And the bills pile high on the microwave in her kitchen. “I’m middle-class,” she said. “Could I make payments on some of these? Yes, I suppose I could.”
That would require trade-offs. She could drop car insurance for her teenage daughter, who just got her license. Canceling ice skating for another daughter would yield an extra $60 a month. But Peters is reluctant. “Do you know what it feels like to be a foster kid and get a gold medal in ice skating? Do you know what kind of citizen they could become if they know they’re special?” she said. “There seems to be a myth that you can pay for it all. You can’t.”
Many cancer patients face difficult choices.
About 4 in 10 with debt have taken money out of a retirement, college, or other long-term savings account, the KFF poll found; about 3 in 10 have moved in with family or friends or made another change in their living situation.
Dr. Kashyap Patel, chief executive of Carolina Blood and Cancer Care Associates, said the South Carolina practice has found patients turning to food banks and other charities to get by. One patient was living in his car. Patel estimated that half the patients need some kind of financial aid. Even then, many end up in debt.
The Leukemia & Lymphoma Society, which typically helps blood cancer patients navigate health insurance and find food, housing, and other nonmedical assistance, is hearing from more patients simply seeking cash to pay off debt, said Nikki Yuill, who oversees the group’s call center. “People tell us they won’t get follow-up care because they can’t take on more debt,” Yuill said, recalling one man who refused to call an ambulance even though he couldn’t get to the hospital. “It breaks your heart.”
Academic research has revealed widespread self-rationing by patients. For example, while nearly 1 in 5 people taking oral chemotherapy abandon treatment, about half stop when out-of-pocket costs exceed $2,000, according to a 2017 analysis.
Robin Yabroff, an epidemiologist at the American Cancer Society, said more research must be done to understand the lasting effects of medical debt on cancer survivors and their families. “What does it mean for a family if they have to liquidate savings or drain college funds or sell their home?” Yabroff said. “We just don’t know yet.”
As Peters put away bags of groceries in her kitchen, she conceded she doesn’t know what will happen to her family. Like many patients, she worries about how she’ll pay for tests and follow-up care if the cancer reappears.
She is still wading through collection notices in the mail and fielding calls from debt collectors. Peters told one that she was prepared to go to court and ask the judge to decide which of her children should be cut off from after-school activities to pay off the debts.
She asked another debt collector whether he had kids. “He told me that it had been my choice to get the surgery,” Peters recalled. “And I said, 'Yeah, I guess I chose not to be dead.’”
About This Project
“Diagnosis: Debt” is a reporting partnership between KHN and NPR exploring the scale, impact, and causes of medical debt in America.
The series draws on the “KFF Health Care Debt Survey,” a poll designed and analyzed by public opinion researchers at KFF in collaboration with KHN journalists and editors. The survey was conducted Feb. 25 through March 20, 2022, online and via telephone, in English and Spanish, among a nationally representative sample of 2,375 U.S. adults, including 1,292 adults with current health care debt and 382 adults who had health care debt in the past five years. The margin of sampling error is plus or minus 3 percentage points for the full sample and 3 percentage points for those with current debt. For results based on subgroups, the margin of sampling error may be higher.
Additional research was conducted by the Urban Institute, which analyzed credit bureau and other demographic data on poverty, race, and health status to explore where medical debt is concentrated in the U.S. and what factors are associated with high debt levels.
The JPMorgan Chase Institute analyzed records from a sampling of Chase credit card holders to look at how customers’ balances may be affected by major medical expenses.
Reporters from KHN and NPR also conducted hundreds of interviews with patients across the country; spoke with physicians, health industry leaders, consumer advocates, debt lawyers, and researchers; and reviewed scores of studies and surveys about medical debt.

Last Thursday, June 30, the Supreme Court issued its decision in West Virginia v. EPA, holding that, absent a further explicit statute from the Congress, the EPA did not have the authority to orchestrate its planned fundamental restructuring of the electric power generation sector of the economy. More generally, the Supreme Court stated that in cases involving "major questions," including regulations that affect large portions of the economy, the government must demonstrate "clear congressional authorization" to support a sweeping effort to regulate.
Do you think that such a Supreme Court decision might cause the various regulatory bureaucracies to slow down and reconsider a little before plowing ahead with other dubious plans for fundamental economic restructurings? That's not how these bureaucracies work. And such is most particularly the case with regard to regulators of the energy sector, sometimes known as "climate change" arena, where the bureaucrats are burning with a righteous religious fervor that they believe entitles them to cast the evil sinners into the fires of hell.
And thus, contemporaneous with the Supreme Court's decision, several agencies promptly doubled down on efforts to strangle the oil and gas industries with regulatory restrictions, essentially daring the courts or anyone else to stop them. Thousands of pages of statutes give them thousands of arguments to claim they have the "clear congressional authorization," any one of which arguments might stick. They are now out to show who's boss.
[W]e are committed to using the full scope of EPA's authorities to protect communities and reduce the pollution that is driving climate change. . . . EPA will move forward with lawfully setting and implementing environmental standards that meet our obligation to protect all people and all communities from environmental harm.
In other words, we will just have to find other ways to implement the restrictions that we want to implement. The very next day, July 1, David Blackmon at Forbes reported that "EPA Targets Permian Basin, Widening Biden's War On Oil And Gas." The Permian Basin is currently the most productive oil and gas region in the United States, providing about 40% of the oil production and 15% of the gas of the entire country. The Permian Basin is also the site of about 40% of the nation's active drilling rigs. And so it seems that EPA is gearing up to declare the Permian Basin a so-called "non-attainment area" with respect to ozone. Blackmon:
[T]he Environmental Protection Agency (EPA) announced [this week that] it may soon issue a ruling declaring that vast parts of the Permian Basin are in "non-attainment" status under the agency's ozone regulations. If such a declaration is made, it will constitute a direct governmental assault on what is by far America's most active and productive oil-producing region and its second most-productive natural gas area.
What would be the effect of such a declaration on current and future U.S. domestic oil and gas production? Blackmon again:
Placing the Permian Basin in non-attainment status would force a significant reduction in the region's rig count, severely limiting the domestic industry's efforts to increase U.S. oil production at a time when the global oil market is already severely under-supplied.
Texas Governor Greg Abbott promptly called on the Biden Administration to back off, saying that an EPA "non-attainment declaration "could interfere in the production of oil in Texas which could lead to skyrocketing prices at the pump by reducing production, increase the cost of that production, or do both." But Blackmon notes that the plan comes from an office headed by a Biden-appointed anti-fossil-fuel activist, and thus is likely a core element of the administration's program:
Mr. Biden appointed Joe Goffman, another of the many anti-fossil fuel activists that now hold senior posts at his various agencies, to head up EPA's Office of Air and Radiation on an acting basis. That appointment might have been made with this specific policy action in mind.
Meanwhile, over at the Interior Department, July 1 was also the day for issuance of a statutorily-mandated five-year off-shore oil and gas leasing plan. Nicholas Groom at Reuters has a summary here. The bottom line is, we're going to completely shut down leasing off both the Atlantic and Pacific coasts, but maybe we'll allow a little in the Gulf of Mexico or the Cook Inlet (Alaska). The number of auctions over the five-year period will be in the range of "zero to eleven," and supposedly we'll take public input as to which way to go. But Interior Secretary Deb Haaland in a statement left no doubt as to where she wants and expects this to come out:
"From Day One, President Biden and I have made clear our commitment to transition to a clean energy economy," Haaland said in a statement. "Today, we put forward an opportunity for the American people to consider and provide input on the future of offshore oil and gas leasing. The time for the public to weigh in on our future is now."
There is a 90 day period for public comment. You can be sure that environmental activist groups will flood the zone with thousands of comments to support the approach of the "zero" option of ceasing all further off-shore leases.
Other agencies were eerily silent in the aftermath of the Supreme Court's June 30 decision. Notable among those were the SEC and the Federal Reserve, both of which have recently ventured into adding "climate change" to their missions with only the most questionable of statutory support. Neither has given any indication of an intention to slow down.
And then on July 2, President Biden issued his now-famous tweet blaming the rising price of gas at the pump on gas station owners:
My message to the companies running gas stations and setting prices at the pump is simple: this is a time of war and global peril. Bring down the price you are charging at the pump to reflect the cost you're paying for the product. And do it now.
A bureaucracy-wide campaign is ongoing under this guy's direction to suppress oil and gas production in any way they can think of, and yet he has the gall to blame high prices on "companies running gas stations," the majority of which are small independent businesses. At this point Biden has become malicious.

To dodge hefty costs for eyewear, California’s health insurance program for low-income people, Medi-Cal, has an innovative strategy: It contracts exclusively with the state’s prisons, and inmates make glasses for its beneficiaries.
But the partnership that began more than 30 years ago has fractured. Medi-Cal enrollees, many of whom are children, and their eye care providers say that they often wait months for the glasses and that sometimes they arrive broken.
“I understand the aim of trying to give prisoners a worthy occupation,” said Kelly Hardy, senior managing director of health and research for a California-based child advocacy group, Children Now. “But not at the expense of kids being able to see.”
Medi-Cal’s contract with the California Prison Industry Authority, or CALPIA, a business enterprise within the California Department of Corrections and Rehabilitation that employs inmates, has been in place since 1988. Other Medicaid programs — including those in Massachusetts and North Carolina — rely on prison labor to fulfill the promises of their vision benefit.
Experts noted, though, that such innovations work only if patients receive their glasses in a timely manner. Complaints from consumers and eye professionals have led California lawmakers to consider an expensive proposal that would allow Medi-Cal to purchase glasses from retail labs.
San Francisco resident Jane Angel said her 6-year-old son, David Morando, waited two months for his glasses to be delivered. He needed them because “he sits in the back of his classroom,” Angel said. She’s concerned because David is also on the autism spectrum, so not being able to see is another reason that concentrating in class is hard for him. “He’s not able to see the board, and it’s just hard for him to learn,” Angel said.
Optometrists, too, have been frustrated by slow turnaround times and frequent prescription mistakes.
“There’s nothing that we can do to get the glasses quicker,” said Joy Grey, the office manager of Alpert Eye Care in Mission Viejo. Her clinic tracks pending glasses orders by keeping empty trays for each on a shelf. A few months ago, so many CALPIA orders were pending that Grey and her colleagues were running out of space for others. “That’s how backlogged we are,” she said.
A third of Californians — including 40% of the state’s children, nearly 5.2 million kids — are enrolled in Medi-Cal. The federal government requires that Medicaid offer vision benefits for children. Medi-Cal has generally covered routine eye exams and a pair of glasses once every two years for this age group. In January 2020, California’s program expanded benefits to adults.
Orders for glasses from Medi-Cal to CALPIA rose from nearly 490,000 in 2019 to 654,000 in 2020 and then to 880,400 in 2021.
In an unscientific survey of 171 of its members in March, the California Optometric Association found that 65% of respondents had experienced waits of one to three months for glasses ordered for Medi-Cal patients. In comparison, the survey found that the average turnaround time for glasses from private labs was less than 15 days.
But CALPIA spokesperson Michele Kane said production has been moving much faster than that. She said orders from 2011 to 2020 were filled, on average, five days after labs received them, but turnaround times began to slip during the covid-19 pandemic and hit a peak in January 2021 with a 37-day average. Since then, she added, the wait times for orders have improved and reached nine days by April 2021 and are expected to get back to five days this month.
To speed up fulfillment of Medi-Cal glasses orders, Kane said, CALPIA contracts with nine “backup” labs. Five are in states outside California. Of the 880,400 orders CALPIA received last year, 54% were sent to the contracted private labs, Kane said. These labs send the glasses to CALPIA, which then mails them to the clinics that ordered them.
Kane blamed prison lockdowns and restrictions triggered by the covid pandemic for exacerbating what she said were previously system hiccups that could upend production in prison optical labs.
In the survey, however, more than half of the optometrists said they had not seen turnaround times improve significantly.
A bill under consideration by the California legislature seeks to address the issue by stripping away the exclusivity of the arrangement and allowing clinics to also order glasses from retail labs.
The measure is a “response to the shocking disparity in the level of optical care that the state provides to some of its most vulnerable residents,” state Sen. Scott Wilk (R-Santa Clarita), the bill’s sponsor, said in a written statement.
But it has a big price tag. An analysis by California’s Department of Health Care Services, which was referenced by lawmakers supporting the bill, estimates that the cost to Medi-Cal for a pair of glasses from private labs would be 141% higher than what it pays CALPIA.
CALPIA employs 295 incarcerated people for optical programs in three prisons: Valley State Prison in Chowchilla; the California State Prison Solano in Vacaville; and, most recently, the Central California Women’s Facility in Chowchilla. When the optometric program at the women’s facility is in full operation, expected this month, that total will be 420.
One benefit of the partnership is that inmates learn skills they can use to get jobs after they complete their sentences. It also works to lower recidivism rates, Kane said.
Anthony Martinez, 40, knows the pros and cons of the system. He was incarcerated in 2000 at age 19. For the last three years of his decadelong sentence, he worked in the prison’s optical program. “That was an opportunity that I was going to take full advantage of,” Martinez said.
The day after his release, Martinez got a license from the American Board of Opticianry to manufacture and sell glasses. A month later, he was hired as a lab technician at a LensCrafters in Los Angeles and was eventually promoted to lab manager. By 2020, he had helped open three other eyeglasses stores across the state.
Martinez is aware of the benefits he gained from his experience in CALPIA’s optical program but understands the impact that long wait times have on patients, especially kids.
“I would think that it needs to be run better,” Martinez said. “I mean, being out there, I understand you have to have quality and precision for this kind of work.”
Dr. Premilla Banwait, a pediatric optometrist at the University of California-San Francisco, said that in addition to experiencing long turnaround times, she has received many glasses for Medi-Cal patients that were broken.
Kane said CALPIA must remake fewer than 1% of orders.
Clarice Waterfield, 64, who lives in Paso Robles, had trouble with her order.
Waterfield has diplopia, or double vision, and an astigmatism that causes her vision to be blurry. She’s a personal shopper for grocery delivery company Instacart, and without help seeing, she said, boxes of cereal and crackers blend together. Grocery store aisles become big, long blocks.
She got her glasses about six weeks after ordering them March 1. She eagerly put them on but found they weren’t the right prescription. They made her vision worse. “You could have held a stuffed animal or something right in front of my face, and all I could see was a big, blurry smear.”
The clinic had to return the glasses and reorder them. After another six weeks, Waterfield received the correct pair. But she remembers the frustration.
“I was like, 'Are you kidding me?’” Waterfield recalled. “I’ve been waiting too long for these glasses, and now that I have them in my hands, I have to hand them back?”

Mo Twister has reacted to the renaming of Ninoy Aquino International Airport (NAIA) to Ferdinand Marcos Sr. International Airport; Ogie Diaz, meanwhile, responded to the amendments regarding the terms of President and Vice President.
On June 30, Negros Oriental Rep. Arnolfo Teves Jr. filed a bill that seeks to rename Ninoy Aquino International Airport to Ferdinand E. Marcos International Airport.
"It is more appropriate to bear the name that has contributed and [left a] legacy in our country to make the Philippines a center of international and domestic air travel, who has instituted and built or conceptualized the project," Teves stated in filing House Bill 610.

On Friday, July 8, former COMELEC commissioner and now P3PWD Partylist Congresswoman Rowena Guanzon tweeted about a friend who rescued household helpers evicted by their employer without paying their salaries.
Without dropping names, she also asked the employer: “Where is your compassion?.”

Cristy Fermin, on Thursday, July 7, figured out that there might be a problem between the collaboration of ABS-CBN and TV5, with It’s Showtime going back-to-back with Lunch Out Loud—Bobet Vidanes.
In the episode of Cristy Ferminute, the showbiz reporter recalled the issue between the hosts of the Kapamilya noontime show and Vidanes, its former director.
“In-announce na dito sa atin kahapon na magba-back-to-back na po ang Lunch Out Loud at It’s Showtime. Dito na po (TV5) mapapanood ang It’s Showtime. Ano na kaya ngayon ang magaganap?” wondered Fermin.
She then asked her co-host, Romel Chika, “Naalala mo ‘yung isyu ni Direk Bobet Vidanes?"
Fermin remembered that Vidanes made his way to TV5 after ABS-CBN lost its franchise license.

Earlier on October 21 last year, Vidanes revealed that the reason for him leavingIt’s Showtime was to “prioritize his health.”
He explained that his exit was not because of money but because working with ABS-CBN became “toxic.”

On July 2, on Karen Davila's vlog on YouTube, Brenda confessed he regretted joining the reality show of the Kapamilya network.
"Noong pumasok ako sa Bahay ni Kuya, naniniwala talaga ako na ang Pinoy Big Brother ay teleserye ng totoong buhay. Ang natutunan ko is, minsan kahit na sabihin mong nagpapakatotoo ka bilang ikaw, i-consider mo rin na hindi lahat maganda ang paningin ng iba.
“Kailangan mo rin i-adjust yung sarili at ugali mo dahil alam mo naman na hindi siya appropriate sa ibang tao,” he recalled.

Kathy Hochul. The Senate voted unanimously to pass S8496, sponsored by state Sen. Michelle Hinchey, D-Saugerties. The bill would amend New York's Agriculture and Markets Law by requesting the agricultural commissioner work with the state's hemp work group and other stakeholders to consider how they can market the material. Hemp is a plant that can be used for multiple purposes, including food, paper and fabric. While it is similar to marijuana, hemp plants have lower amounts of tetrahydrocannabinol, the chemical that produces the high in marijuana products. The 2014 federal Farm Bill allowed for hemp pilot projects, and four years later, Congress legalized growing hemp. Proponents say hemp is a fast-growing plant that could be harvested for use in packaging and construction materials. "The market for New York industrial hemp is still developing, and the state needs to take an active role in researching, identifying, and promoting hemp to industries that may incorporate it into their products," Hinchey said in her justification memo for the bill. Learning to play together with friends is an essential building block for children as they develop their social skills. The experts at Watson Institute offer a number of social cues and components that are intrinsic to playing with peers.
The social skills module prepared by Watson's consultants breaks this down into two parts:
1. How to politely get your friend's attention
2. How to share and take turns when playing.
Part one teaches your child or student that in order to get a friend's attention, be sure you are looking directly at them or that you are in their line of vision and say their name aloud. If they are looking elsewhere, you may try gently tapping them on the shoulder while you say their name.
Sometimes our friends are busy in conversation with someone else or doing an activity that requires their focus. If after a few attempts, they do not acknowledge that you are speaking to them, try again later or move on to another friend.
Part two teaches your child or student about the importance of sharing and taking turns when playing with toys or during a game. If a friend has a toy that your child wants to play with, they should ask politely if they can take a turn.
The other child could say yes and give your child a chance to play, or they could say no. If they say no, be patient and play with something else until they are done with the toy.

Russian warships have destroyed stocks of US-supplied ammunition, by striking arms depots in Ukraine's central Dnepropetrovsk Region with Kalibr cruise missiles, the defense ministry said on Monday.
"Stores of ammunition for US-delivered HIMARS multiple rocket launchers and M772 howitzers, as well as for 2S7 Pion self-propelled guns have been destroyed," Defense Ministry spokesman Lieutenant General Igor Konashenkov said during his daily press briefing.
Konashenkov added that Russian aircraft hit the bases of "nationalist battalions and foreign mercenaries" in the eastern city of Kharkov, killing around 250 fighters and destroying up to 25 military vehicles.
The US promised this month to supply Kiev with four additional HIMARS launchers, bringing the total number sent to Ukraine to 12. Speaking to the Wall Street Journal on Sunday, Ukrainian Defense Minister Alexey Reznikov called them a "game-changer" on the battlefield.
Last week, the Russian Defense Ministry claimed that it had wiped out two HIMARS launchers and two ammunition depots. The Ukrainian military dismissed the report as "fake," insisting that the US-made launchers were inflicting "colossal" damage and casualties on the "occupying forces."
