The US House of Representatives has authorized $840 billion in defense spending in 2023, boosting President Joe Biden's proposed record military budget by $37 billion.
The annual National Defense Authorization Act (NDAA), which sets military expenditure, was passed on Thursday by a vote of 329-101.
The bill offers $1 billion in aid to Ukraine, including a program to train Ukrainian pilots to fly F-15, F-16 and other US aircraft. The Ukrainians should familiarize themselves with US-made planes "while the administration continues to consider sending such equipment," said a statement on Congressman Adam Kinzinger's website last month.
The bill also bans the supply of the F-16s to Turkey unless the US president guarantees to Congress that Ankara has not "violated the sovereignty of Greece, including through territorial overflights" for 120 days prior to the transfer.
Last month, the Senate Armed Services Committee proposed its own version of the budget, attaching an additional $45 billion to Biden's original plan.
Both chambers will vote for a compromise budget later this year. Jack Reed, the chair of the Senate Armed Services Committee, told Politico magazine on Wednesday that he expects the debate on the matter in September.
The boost to defense spending comes during Russia's military campaign in Ukraine, and continuing tensions with China over Taiwan and the larger Asia-Pacific.
The US has committed around $5.6 billion in security aid to Kiev after Russia launched its military campaign in late February. The heavy weapons delivered by Washington include M142 HIMARS multiple rocket launchers, M777 howitzers. It has also supplied radars, helicopters, and drones.
The Kremlin has stated that "flooding" Ukraine with foreign weapons would only exacerbate the conflict.

I start our Bryce Canyon National Park series today. Like we did with Zion National Park, Peggy and I explored other parts of the Park and the surrounding area as well as the four miles of Bryce Canyon that most tourists visit. I am starting today with Kodachrome Basin State Park. From here, I will move on to Red Canyon, Mossy Cave, Highway 12, and Escalante National Monument. I'll finish with two posts on Bryce Canyon. The message is the same as it was with Zion: There are several other areas outside of the main tourist area that are equally beautiful and worthy of a visit while being far less crowded.
Kodachrome Basin State Park has lots of red rocks. And some interesting characters. What famous movie star does this remind you of? He is a bit hairy, has a thing for blondes, and likes to climb tall buildings.
Peggy and I stayed at a campground in the small town of Cannonville, Utah on Highway 12 for our exploration of the Bryce Canyon area— miles away from the crowds of the National Park. Kodachrome Basin State Park was just down the road from us. It received its name in 1948 when a National Geographic team explored the area and decided the basin reminded them of Kodachrome film. If you are old enough to remember when photography meant film instead of digital images, you may remember that Kodachrome was a special film designed by Kodak to bring out the red in photos. There are a lot of red rocks in the area— thus the name.
I decided that black and white might be a better way to render the look-alike movie star above. In my mind, it is definitely King Kong. Peggy agrees. We decided this might be the skull of King Kong's cousin.
Actually, we saw much more than red rocks and giant apes in the Park.
This white rock formation was on the road into Kodachrome Basin State Park...Plus this gorgeous white rock sculpture. Our first view of Kodachrome Basin State Park promised that we were in for a treat. We were not disappointed. These two large rocks were located at the entrance to the Park, like guardians.Given its face, I thought of this rock specifically as the Guardian of the Park. It was the back of the rock on the right that held the surprise, however. (Photo by Peggy Mekemson.) An unusual white pillar shot straight up from the red rock. Turns out that they are found throughout the Park. The rocks are known as sedimentary pipes but the jury is still out as to what creates them. (Photo by Peggy Mekemson.)I took a closer photo of the finger-like projection. There were also sandstone spires created by the more normal process of erosion. (Photo by Peggy Mekemson.)A number of the red sandstone spires and other rocks were in a row. I show some of them here. They were probably part of the same formation before erosion wore them down. This spire still sported its caprock. I loved the color on the rock to the right. (Photo by Peggy Mekemson.)There were also hoodoos found throughout the park like the one on the left. Expect many more in my other posts on Bryce Canyon and other parks in the area. (Photo by Peggy Mekemson.)A number of trails lead into the park. This is the one we chose to hike. The trail wandered among the red rocks shown above and then shot up a steep but short wall. We came around a rock and discovered another hoodoo. It was a handsome rock...A big fellow...And colorful. I took a photo from the other side shooting straight up, and caught some of the rock's color.Peggy's photo on our return trip caught the color even more. (Photo by Peggy Mekemson.)There were many other things to see along the trail. Peggy caught this photo of a tall, slender, sedimentary chimney. (Photo by Peggy Mekemson.)And a short, stubby one. (Photo by Peggy Mekemson.)I took photos of red sandstone rocks...And more sandstone rocks...I found a small juniper that I felt looked like a Japanese bonsai. And, a twisted wood sculpture...Finally we came to a steep drop off, towering rocks and a massive cliff that signified the end of the trail. We weren't any more willing to climb up the cliff than we were willing to drop into the canyon. Grin.Peggy took a close up. (Photo by Peggy Mekemson.)I took a similar photo that I rendered into black and white.Other trails in the park promised many more opportunities for exploration. Unfortunately, we had run out of time for the day.I took a final photo of the park before heading on to our next adventure.
Next Friday I will feature Red Canyon, which in some ways matches Bruce Canon for sheer beauty and fantastic hoodoos. You won't want to miss it.
Meanwhile, we wrapped up our Rhine River cruise. Here's another teaser. We were wandering through Germany's Black Forest when we came across this donkey at a historic farm museum.

Rex today (July 15) announced that it has signed a Sale and Purchase Agreement which will result in its subsidiary Rex Freight and Charter Pty Ltd (RFC) acquiring 100% of National Jet Express Pty Ltd (NJE), the regional services arm of Cobham Aviation Services Australia (Cobham).
NJE is a leading provider of Fly-In Fly-Out (FIFO) services in Western Australia and South Australia. In addition, it operates freight services from Sydney to Adelaide, Brisbane, Melbourne and the Gold Coast (Coolangatta), as well as air charter services in Papua New Guinea. Revenue for NJE in the calendar year 2021 was $142m.
Completion of the sale will be subject to regulatory approvals, including FIRB approval. It is envisaged that shareholder approval will not be required.
Commenting on the purchase, Rex's Executive Chairman, Lim Kim Hai said, "FIFO services are expected to experience strong growth in Australia and this acquisition positions the Rex Group to participate in this booming sector."
"With this acquisition, Rex will have a FIFO arm that is simply unparalleled in Australia. NJE has a completely modern fleet comprising eight Bombardier Q400 turboprops and six Embraer E190 jets for FIFO work. Both aircraft types are fuel efficient, have enhanced operational reliability and low carbon emissions when compared with the predominantly 40-year-old Fokker 100s used by the other major FIFO operators."
"I believe that NJE's modern aircraft fleet and its long-term customer relationships overlayed with Rex's proven record of safety, reliability and cost efficiencies would propel NJE to be the premier FIFO operator in Australia. NJE will naturally be the partner of choice for resource companies all over Australia who have been crying out for so long for a FIFO provider that is able to address their triple priorities of minimal impact on the environment, comfort and safety of its staff and reliability of service."
"The Company will invest in modern aircraft and technology to enable NJE to expand from its traditional bases of WA and SA and bring our unique brand of FIFO services also to Queensland and Northern Territory."
Rex is Australia's largest independent regional and domestic airline operating a fleet of 60 Saab 340 and six Boeing 737-800NG aircraft to 58 destinations throughout all states in Australia. In addition to the airline Rex, the Rex Group comprises wholly owned subsidiaries Pel-Air Aviation (air freight, aeromedical and charter operator) and the two pilot academies, Australian Airline Pilot Academy in Wagga Wagga and Ballarat.

Jason Marin: Californians Helping Alleviate Medical Problems, Inc. v. Commissioner of Internal Revenue CANNANNEW REPORT Jason Marin Californians Helping to Alleviate Med. Problems, Inc. v. Comm'r of Internal Revenue, 128 T.C. 173, 128 T.C. 14 (U.S.T.C. 2007) Issue & Ruling In 1981 a case was filed in tax court that gave rise to the Internal Revenue Code (I.R.C.) § 280E, which disallows expenses with operating a business or trade that traffics controlled substances listed in schedules I and II on the Controlled Substance Act (CSA). Controlled substances listed in Schedules I and II are drugs with no medical use and carry the potential for abuse. Marijuana is listed in Schedule I. Because of this listing, companies that deal in Marijuana sales are subject to I.R.C. § 280E and cannot deduct operating expenses from federal income taxes. Often, companies establish multiple operating entities to allocate operating expenses between the entity that distributes Marijuana and the non-distributing entity. Companies may fall into tax problems when the entities have intercompany transactions and do not adequately distinguish the expenses and revenues between each operating entity. Analysis One interesting case where the corporation successfully claimed some of the operating expenses is Californians Helping Alleviate Medical Problems, Inc. v. Commissioner of Internal Revenue, (CHAMP). CHAMP was organized on December 24, 1996. The articles of incorporation stated it "is organized and operated exclusively for charitable, educational and scientific purposes" and "The property of this corporation is irrevocably dedicated to charitable purposes." Although CHAMP was one organization, it "operated with a dual purpose." The first and primary purpose was to provide caregiving service to members who suffered from severe illnesses such as Acquired Immune Deficiency Syndrome (AIDS), cancer, multiple sclerosis. The second purpose was to provide the members with medical Marijuana under the California Compassionate Use Act. Each member of CHAMP would pay a membership fee in exchange for the right to obtain caregiving…

Welcome to the land of fire and ice: Germany's most popular leisure airline is bringing travellers to Iceland for the first time. From May 2023, Condor will be offering one overnight flight per week from Frankfurt to Akureyri in the north and to Egilsstaðir in the east of Iceland. This will be the first time the island state is on Condor's flight schedule and with that, the airline will add two attractive destinations in the north to its portfolio.
So far, Akureyri and Egilsstaðir are accessible via domestic flights and by car and bus. The two towns are located on the ring road that runs once around the island, making them popular starting points for round trips. Akureyri is the fourth largest city in Iceland and is located on the shore of a fjord that extends far into the country.
Popular destinations are the waterfalls Aldeyjarfoss and Goðafoss, Lake Mývatn with its numerous lava formations and the village of Húsavík for whale watching. Egilsstaðir, as the largest town in the area, opens the east of Iceland. From there the spectacular Stuðlagil canyon and Hafrahvammagljúfur canyon in the Eastern Highlands can be explored, as well as one of Iceland's tallest waterfalls, Hengifoss. The magnificent Eastfjords, that stretch all the way south to the picturesque Eystrahorn offer a scenic coastline with numerous small villages and narrow fjords, perfect for exploring authentic Icelandic everyday life. The region has beautiful nature and wildlife, Hallormsstaðaskógur is the country's largest forest, and the area is home to wild reindeer and puffins that come to nest by the coast every summer.
Bruce Drum posted: "Emirates values our partnerships with airport stakeholders across our network with whom we engage continuously, and collaboratively, to secure our flight operations and ensure minimal customer disruption, particularly over the peak travel months. I" World Airline News
Emirates values our partnerships with airport stakeholders across our network with whom we engage continuously, and collaboratively, to secure our flight operations and ensure minimal customer disruption, particularly over the peak travel months.
It is therefore highly regrettable that LHR last evening gave us 36 hours to comply with capacity cuts, of a figure that appears to be plucked from thin air. Their communications not only dictated the specific flights on which we should throw out paying passengers, but also threatened legal action for non-compliance.
This is entirely unreasonable and unacceptable, and we reject these demands.
At London Heathrow airport (LHR), our ground handling and catering – run by dnata, part of the Emirates Group - are fully ready and capable of handling our flights. So the crux of the issue lies with the central services and systems which are the responsibility of the airport operator.
Emirates is a key and steadfast operator at LHR, having reinstated 6 daily A380 flights since October 2021. From our past 10 months of regularly high seat loads, our operational requirements cannot be a surprise to the airport.
Now, with blatant disregard for consumers, they wish to force Emirates to deny seats to tens of thousands of travellers who have paid for, and booked months ahead, their long-awaited package holidays or trips to see their loved ones. And this, during the super peak period with the upcoming UK holidays, and at a time when many people are desperate to travel after 2 years of pandemic restrictions.
Emirates believes in doing the right thing by our customers. However, re-booking the sheer numbers of potentially impacted passengers is impossible with all flights running full for the next weeks, including at other London airports and on other airlines. Adding to the complexity, 70% of our customers from LHR are headed beyond Dubai to see loved ones in far flung destinations, and it will be impossible to find them new onward connections at short notice.
Moving some of our passenger operations to other UK airports at such short notice is also not realistic. Ensuring ground readiness to handle and turnaround a widebody long-haul aircraft with 500 passengers onboard is not as simple as finding a parking spot at a mall.
The bottomline is, the LHR management team are cavalier about travellers and their airline customers. All the signals of a strong travel rebound were there, and for months, Emirates has been publicly vocal about the matter. We planned ahead to get to a state of readiness to serve customers and travel demand, including rehiring and training 1,000 A380 pilots in the past year.
LHR chose not to act, not to plan, not to invest. Now faced with an "airmageddon" situation due to their incompetence and non-action, they are pushing the entire burden – of costs and the scramble to sort the mess - to airlines and travellers.
The shareholders of London Heathrow should scrutinise the decisions of the LHR management team.
Given the tremendous value that the aviation community generates for the UK economy and communities, we welcome the action taken by the UK Department for Transport and Civil Aviation Authority to seek information from LHR on their response plans, systems resilience, and to explain the seemingly arbitrary cap of 100,000 daily passengers. Considering LHR handled 80.9 million passengers annually in 2019, or a daily average of 219,000, the cap represents greater than a 50% cut at a time when LHR claims to have 70% of ground handling resources in place.
Until further notice, Emirates plans to operate as scheduled to and from LHR.
