Davao leaders send condolences to ex-Japanese PM’s family Posted: 10 Jul 2022 10:18 AM PDT HIGH-ranking Davao City officials mourned and extended their condolences to the family of the late Japanese Prime Minister Shinzo Abe, who died after being shot during a campaign speech on Friday, July 8. Former President Rodrigo Duterte posted on his official Facebook page his "deep regret and profound sadness" on the former Japanese leader's death. "I extend my sincerest condolences to his wife, Madame Akie, and family on this tragedy. I also join the Japanese People in mourning his loss and in condemning the senseless act of violence," Duterte said. During his presidency, he said Abe was not just the first foreign leader to visit the Philippines after his election but was also the only foreign leader to visit his home in Davao City. Abe visited the city in January 2017. His visit aimed to strengthen relations between Japan and the Philippines. During his visit, he also paid a courtesy visit to Duterte. Abe also visited Mintal, known as "Little Tokyo" as it is the site of former Japanese settlers in the city. "I will always hold him close to my heart and cherish the moments we have shared together," Duterte said. "It is my hope that, as we remember his legacy, we will continue to learn and draw from his dedication to duty and remarkable leadership moving forward," Duterte added. Duterte's daughter, former Davao City Mayor and current Vice President Sara Duterte also sent her condolences to the family and to the people of Japan. Sara said Abe's death "is a shocking tragedy that exposes the dark side of humanity," and that the "world lost a great leader." "He was a strong ally and a friend of the Philippines, and the immensity of his love and kindness for the Filipinos has been demonstrated many times over through Japan's support for our growth and development," she said. Davao de Oro Vice Governor Tyron Uy also sent his condolences through a Facebook post. Uy said he was fortunate to personally meet and interact with the late Abe. Mindanao Kokusai Daigaku (MKD), in a Facebook post, also mourned the passing of the Japanese head. Abe also visited the school during his visit to the city in early 2017. "MKD will never forget the humility and sincerity that he had shown to all of our school officials, teachers, students, and parents during his historical and very memorable visit to our college," MKD said. "May Abe-sama rest in peace and condolences to everyone in his wonderful homeland. Our thoughts are with Japan," MKD added. Abe was shot from behind minutes after he started his speech Friday in Nara in western Japan. He was airlifted to a hospital for emergency treatment but was not breathing and his heart had stopped. PRO-Davao recognizes shooting victim’s family right to ask NBI’s help Posted: 10 Jul 2022 10:15 AM PDT family to seek the assistance of the National Bureau of Investigation (NBI) to investigate the shooting incident involving their doctor non-uniform personnel. PRO-Davao issued the statement on Saturday morning, July 9, a day after the family formally filed their complaint at the NBI-Davao office. "On the part of PRO 11, as part of our mandate the complaint for murder with all the necessary documents and pieces of evidence gathered by San Pedro Police Station were already forwarded to the Office of the City Prosecutor," PRO-Davao said in a statement. On Saturday dawn, July 2, Amier Mangacop, a Grade 9 student, was shot during a scuffle at a bar in Davao City. The suspect was identified as Marvin Rey Pepino, a doctor non-uniformed personnel of the Police Regional Office (PRO)-Davao. In a letter sent to NBI-Davao director Jonathan Balite on Tuesday, July 5, which was also forwarded to SunStar Davao, Lawyer Gibb Andrew Cabahug, the camp's legal counsel, said the family requested the agency to handle the case as the family feels that the police cannot handle the case "objectively and fairly." Cabahug also said the family is "hesitant to forward to the" Davao City Police Office (DCPO) the names of witnesses and pieces of evidence "for fear of suppression or whitewash." Meanwhile, PRO-Davao said a complaint for violation of Section 31 of Republic Act (RA) 10591 or "Comprehensive Firearms and Ammunition Regulation Act" was also filed. Sec. 31 of RA 10591 RA or the Absence of Permit to Carry Outside of Residence states, "The penalty of prision correccional and a fine of Ten thousand pesos (P10,000.00) shall be imposed upon any person who is licensed to own a firearm but who shall carry the registered firearm outside his/her residence without any legal authority therefor." PRO-Davao said the suspect is still being held in the custody of the Police Station while waiting for the resolution of the ongoing preliminary investigation. "For the information of the public, an administrative complaint was already initiated and handled by our Regional Investigation and Management Division," the PRO-Davao said. DCPO has not yet issued an official statement in relation to the request of the family to inhibit the handling of the case. However, NBI-Davao Spokesperson Ely Liano said in a press conference on Friday, July 8 that DCPO would still conduct its own investigation despite the request of the family for their agency to have a parallel investigation. This is in compliance with the order of the Office of the City Prosecutor for all investigating units to conduct a thorough and full evaluation of the case. Davao Light, Coast Guard partner for marine conservation Posted: 10 Jul 2022 10:11 AM PDT ABOITIZPOWER subsidiary Davao Light and Power Co. and the Philippine Coast Guard Auxiliary-Davao (PCGA-Davao) have partnered for the conservation of marine life, which was highlighted by a donation of a ship to draw out trash from the sea. On July 8, 2022, a memorandum of understanding was signed with the two organizations for a Conservation Program Partnership specifically with Davao Light's sea turtle sanctuary, the Aboitiz Cleanergy Park. "You might be wondering what utility company like Davao Light has to do with the pawikan or the environment, we want to take care of the environment, we want to contribute to the biodiversity," Rodger Velasco, President and Chief Operating Officer of Davao Light, said during their signing ceremony. Velasco said the partnership with the PCGA-Davao will also help to spread awareness on how to take care of the environment. According to Davao Light, the park has become home to nearly 100 endemic migratory bird species, marine species, and at least three critically endangered pawikan species such as the Hawksbill turtle, Green Sea turtle, and Olive Ridley turtle since it opened in 2014. "We want to protect them [pawikan] because they always mistake plastics as their diet, kasi favorite diet nila is jellyfish (because jellyfish is their favorite diet), and they mistake plastic as the jellyfish. We have rehabilitated a few, we took care of them in the past then ang popo nila plastic din," Velasco said. Meanwhile, PCGA-Davao described the current situation of the park as a "dump site." "In our area of responsibility (AOR) because of the informal settlers ang basura kay nagka-anam. Ang Punta Dumalag sad to say, mura man nahimo nag tambakan sa basura because of the current of the water, katong mga basura from Davao River and nearby area didto magpundo (it looks like a dump site because of the water's current, waste from Davao River and nearby areas have gathered [around the park])," VADM. Beethoven Sur, National Director of PCGA, said. Velasco said the park cleanliness should be maintained. "Imo na siyang limpyohan karung adlawa, the following day, two to three days daghan na pud og basura (If you're going to clean it today, the following day or after two or three days, it will be littered with trash again), and since it has become a haven for the turtles, we have to help maintain the area," Sur said. Sur said the partnership is timely considering that they are set to receive a special kind of ship from the central PCGA. 134 admin cases filed vs PNP personnel in Davao Region Posted: 10 Jul 2022 10:04 AM PDT ABOUT 134 administrative cases have been filed against uniformed and non-uniformed personnel of the Philippine National Police (PNP) in the region since 2022, according to Police Regional Office-Davao Region (PRO-Davao). Law and Order Section of PRO-Davao chief PMaj. Lope Cebreros III said they already have 101 resolved cases and 33 cases are still undergoing summary hearing proceedings. "Sa mga kaso na po to mayroon na po tayong napatawan ng parusa, 18 nito ay na-dismiss sa PNP service, dalawang na-demote, 54 na-suspended at 11 na reprimanded (We already imposed penalties for this kind of cases; 18 have been dismissed in the PNP service, two have been demoted, 54 have been suspended and 11 have been reprimanded)," Cebreros said in an interview on the Davao City Disaster Radio on July 8, 2022. Cebreros said these had been imposed on police officers with permanent status while termination proceedings have been filed against police officers in temporary status who have committed offenses. "Mayroon po tayong sampong police trainees na nag-commit po ng ibat-ibang pagkakasala (We have 10 police trainees that committed different offenses), and they are now undergoing termination proceeding at unfortunately sa sampong yan, isa na po ang na-terminate (and one of them has been terminated) from the PNP service because of infraction committee while undergoing training po nila," Cebreros said. Aside from this, 15 PNP personnel in PRO 11 have been subject to attrition proceedings due to non-promotion after 10 years, and another two personnel due to inability to render police duties physically. "If they are found not liable under attrition proceedings, mananatili po sila sa PNP (they will be able to retain their job), however napatunayan na (if they will be found that) they are liable under attrition proceedings they will be separated from the police service," Cebreros said.
