Davao City Councilor proposes anti-bullying ordinance

A DAVAO City Councilor is pushing for the enactment of an Anti-Bullying Ordinance. On Tuesday, July 12, Councilor Enzo Villafuerte, in his privilege speech said that the proposed ordinance aims to address the occurrence of bullying, which has been considered by some people as a "normal occurrence." "It is through this ordinance that we further promote the general welfare and well-being of our citizens - by recognizing that bullying is not an act done with justice, nor is it giving someone his due," he said. He added that bullying is "unacceptable, deplorable, and does not bode well for the well-being of the citizens." Villafuerte said bullying not only exists in schools but even in workplaces and online. "Bullying leaves not just on those who take offense, but also on the offender, the normalization of bullying is a slippery slope," the councilor said. "It invites us to accept that destructive behavior can be countenanced since it is usual practice, even a predisposition. This cannot be," he added. He also said there should be a distinction between the "usual banter and full-fledged bullying," adding there should be a limit of one's free exercise of rights. "It is in this delineation that we have defined limits of acceptable behavior from that which is well and truly offensive and objectionable," Villafuerte said. Rep. Ungab urges solons to pass laws rebuilding economy

DAVAO City Third District Representative Isidro Ungab called on the House of Representatives to support President Ferdinand "Bongbong" Marcos Jr.'s economic and fiscal agenda by passing laws that are essential to rebuilding the economy, spurring job creation, encouraging small businesses, and reducing poverty. In a statement forwarded to SunStar Davao, Ungab lauded the review and evaluation done by Marcos' economic team of the government's medium-term macroeconomic assumptions and fiscal program, and growth targets for Fiscal Year (FY) 2022 to 2028, as this is seen as a "sensible move" to address the economic challenges the country and the whole world are currently facing. "The pronouncements made by the economic team as regards the newly updated medium-term macroeconomic assumptions, fiscal program, and growth targets for 2022 to 2028, while underscoring the administration's priorities and fiscal strategy, including the domestic developments and external pressures, will serve as a guide not only to the government but to economists, businesses, and stakeholders in accelerating economic growth," the lawmaker said. At the same time, Ungab said he finds the Department of Finance's recently unveiled Medium-Term Fiscal Framework (MTFF) "very promising." "I believe this will be our country's pivotal point towards the trajectory of resilient economic recovery," he said. Mandatory vax eyed for Kadayawan events participants

KADAYAWAN participants might be asked to be fully vaccinated before they are allowed to join events in August to ensure their safety against Covid-19. NNC: Stunting continues to affect children in Davao

STUNTING is the dominant type of malnutrition in Davao as of 2021 based on the data of the National Nutrition Council in Davao Region (NNC-Davao) presented on July 11, 2022. As presented by the regional coordinator of NNC-Davao Dr. Terry Ungson, the prevalence rate for stunting, which refers to low height for age, is 6.5 percent, considered low per the standards of the World Health Organization (WHO). This is an improvement based on the 2020 data of NNC that recorded a 7.31 percent prevalence of stunting in the Davao Region. "We are hoping na mas mababa pa. Yung stunting kasi ang ating target 5.92, so gamay na lang nakuha na natin ang 2022 target for stunting (We are hoping it will improve. Our target for stunting is 5.92 so we are almost at our 2022 target)," Ungson said during the Kapehan sa Dabaw media forum at SM City Davao on Monday. Ungson added that the NNC-Davao has reached its target prevalence rate for wasting or low weight for height, and overweight. As of the 2021 data, Davao Region is at a very low 1.3 percent and 1.6 percent for wasting and overweight respectively. However, Davao Occidental has the highest malnutrition rate among the other provinces in Davao Region, said Ungson. The prevalence rate for stunting is 15.5 percent and wasting is 4.8 percent, which are considered medium and low rates respectively. "Mas malaki ang problema natin sa (It is more challenging for) Davao Occidental because (it is) Geographically Isolated and Disadvantaged Areas (GIDA) siya," Ungson said. "Ang try natin mahabol is maging single digit ang (What we are trying to reach is a single-digit rate for) Davao Occidental (for stunting). Davao Oriental followed with a prevalence rate for stunting of 9.9 percent, Davao del Sur with 7.8 percent, Davao de Oro with 6.8 percent, and Davao del Norte with 5.5 percent - all are considered low based on the WHO range. On the other hand, wasting has a better prevalence rate, led by Davao del Norte and Davao de Oro with 1.1 percent, followed by Davao Oriental with 2.1 percent which is very low. Davao del Sur and Davao Occidental have low 2.5 and 4.8 percent respectively. Ungson said the NNC-Davao will implement a new program called Tutok Kainan that will cover pregnant women and their children until two years old. In this program, toddlers and pregnant women are provided complimentary and supplementary food. Children will also benefit from an integrated nutrition program in the first 1,000 days. "Sa atin, dalawang province lang kasi ang isang criteria talaga diyan is yung may stunting na cases (Only two provinces will be included in Davao Region because one of the criteria is the stunting cases)," Ungson said, mentioning that the two provinces will be the pilot areas for the program. These are Davao del Sur covering the municipalities of Digos, Magsaysay, Hagonoy, Kiblawan, and Sta. Cruz, and Sarangani Island in Davao Occidental. "We are hoping na ito, ma-replicate na lang ito ng mga local government unit using their local funds kasi may limit rin ang pondo sa feeding. Kasi ang ibang areas hindi naman ganoon kalaki ang problema (We are hoping the LGU will replicate it with their own budget because the funds for feeding programs are also limited.
