Politics Alert: To woo Manchin on climate package, Democratic leaders agreed to side deal to expedite process for approving new energy projects

The deal with Sen. Joe Manchin III (D-W.Va.), outlined in a one-page document obtained by The Washington Post, would attempt to clear the way for a West Virginia pipeline and remove obstacles to the construction of energy projects across the country.
