Rainy and windy all day. Capital Weather Gang gives it a 4/10.   President Biden says he will sign a GOP-led resolution to block D.C.'s crime bill. What to know: The criminal code revision that Republicans want to block would overhaul outdated criminal sentencing laws. Statehood advocates and some city officials were hoping Biden would veto the bill.  Why it matters: His decision not to intervene means Congress may block District legislation for the first time in more than 30 years. Read this story     Transgender education policies in Virginia are still confounding lawmakers. Legislators killed several bills in the General Assembly this year that targeted transgender youth, though some passed the Republican-controlled House. What now? Gov. Glenn Youngkin (R) has proposed "model policies," which remain up in the air. They were intended to go into effect in October, but were delayed amid public outcry. Read this story     Metro recorded a pandemic-era ridership record. Back on track: About 318,000 trips were taken Wednesday, which is 5,500 more than Metro's previous pandemic-era high, the transit agency said yesterday. The big picture: That's still well below pre-pandemic levels, but Metro leaders hope a new increase is on the way. They believe the rise is the result of more frequent trains and more workers returning to offices. What to know: Patrick Wojahn has been accused of uploading and sharing dozens of explicit videos to social media. He resigned Wednesday before his arrest. This has been a big shock to the community: The 47-year-old led the Maryland city for seven years and served on the City Council for eight years before that. Colleagues and residents describe him as a reassuring leader and advocate for equity.  Read this story     A health clinic is expanding its footprint in underserved Southeast D.C. The details: Whitman-Walker Health will open a $30 million home on the St. Elizabeths East campus in late summer. It will offer more services, as well as substance abuse treatment and recovery programs. Evolving history: The nonprofit, serving primarily LGBTQ people and patients with HIV, started 50 years ago in a Georgetown church basement.  Read this story     Check out these things to do this weekend.
