 | The D.C. Council passed emergency crime legislation. | - What to know: Provisions passed yesterday establish a new crime for firing a gun in public and make it easier for judges to detain people charged with violent offenses before trial.
- The timetable: The legislation will be in effect for 90 days after Mayor Muriel Bowser (D) signs it. Lawmakers are expected to debate the mayor's full public safety proposal in the fall.

 | An outside investigation was ordered into a former top D.C. official. | - The D.C. Council yesterday voted unanimously to instruct an independent counsel to reexamine sexual harassment complaints against John Falcicchio, Bowser's former chief of staff.
- Why it matters: The third-party approach will address concerns held by some lawmakers that the internal investigation led by Bowser's legal office was insufficient.

 | Maryland's governor called for more police and tougher sentencing. | - Why now? Gov. Wes Moore (D) said he is working on stemming gun violence and increasing public safety after a deadly Baltimore shooting this month.
- It's a tonal shift: Moore is signaling a tougher-on-crime stance than he has projected since taking office. As a candidate, Moore pledged to tackle intractable problems such as racial disparities in the state's criminal justice system.

 | Metal detectors will be installed at Prince George's County high schools. | - The safety measures, announced yesterday, will also require high school and middle school students to carry clear backpacks. And the county's new schools superintendent, Millard House II, is convening a work group focused on school bus safety.
- Why this is happening: The school system has experienced an increase in the number of guns being brought into schools, along with incidents including fights and bullying.

 | A woman's suffrage monument is fighting for a place on the Mall. | - The background: President Donald Trump signed legislation in 2020 that authorized the construction of such a monument on federal land in D.C. But the effort has stalled, partly because of a tense disagreement over where to put it.
- Congress would need to pass a bill to build the monument directly on the Mall. The National Park Service has offered spots close to the Mall but not on it.

 | A Maryland stage is presenting an intimate production of a Tony-winning musical. | - Grand return: More than a decade has passed since "Fela!" — about the art and activism of the late Nigerian singer Fela Kuti — was last produced. After delays, the Olney Theatre Center is hosting the musical's 20-person ensemble and 10-person band.
