| Navy transports vaccines to 2 southernmost towns Posted: 24 Mar 2021 05:31 AM PDT THE Philippine Navy's BRP-Miguel Malvar (PS-19) facilitated the transport of the coronavirus disease 2019 (Covid-19) vaccines and medical team to the towns of Mapun and Turtle Islands, Tawi-Tawi, a top military official announced Wednesday, March 24, 2021. Lieutenant General Corleto Vinluan, Jr., commander of the Western Mindanao Command (Westmincom), said the Sinovac and Astrazeneca vaccines were transported last weekend through the Naval Forces Western Mindanao and the Joint Task Force Tawi-Tawi to Mapun and Turtle Islands municipalities. Vinluan said some 200 health workers were inoculated in the two towns. Mapun, which was formerly known as Cagayan del Sulu and Cagayan de Tawi-Tawi, is an island municipality in the Sulu Sea on the southwestern extreme of the Philippines located very close to Sabah. The town comprises 15 villages and is surrounded by seven islets. The Turtle Islands town is located within the Sulu Sea at the southwestern tip of the country at the edge of the international treaty limits separating the Philippines and Malaysia. Vinluan said the vaccines were administered by the medical team from the Integrated Provincial Health Office of Tawi-Tawi headed by Dr. Sangkula Laja. "We are happy to be of service to the people especially during this crucial time when we are all battling against an invisible foe, the coronavirus, which has claimed lives and afflicted many," said Brigadier General Arturo Rojas, Joint Task Force Tawi-Tawi commander. Personnel of the Department of Social Welfare and Development also embarked the navy vessel on the same voyage to distribute Pantawid Pamilyang Pilipino Program grants and deliver other essential government services and supplies to the indigent people. "The Naval Forces Western Mindanao (NFWM) is taking the lead in transporting the vaccines to the far-flung municipalities and provinces to ensure its timely delivery and inoculation," said Rear Admiral Toribio Adaci, Jr., NFWM commander. | 3 nabbed for robbery extortion Posted: 24 Mar 2021 05:30 AM PDT THREE persons, including a security guard, who are employed by a former town mayor were arrested in an entrapment operation for robbery extortion in the province of Zamboanga del Norte, the police reported Wednesday, March 24, 2021. Police Brigadier General Ronaldo Genaro Ylagan, Police Regional Office-Zamboanga Peninsula director, identified the arrested suspects as the following: Jayson Limba Caduhada, 27, a security guard; Philip Galimpin Benlot, 41; and, Tony Dalangon Sumagaysay, 18. Ylagan said the three were arrested in an entrapment operation around 12:30 p.m. Tuesday in Goleo village, Sindangan, Zamboanga del Norte. He said the three suspects were working for Flora Villarosa, the former mayor of Siayan Zamboanga del Norte, and were allegedly collecting money from the dump truck drivers upon entry and exit at the provincial and national road. Seized from the possessions of the suspects were the following: P1,000 marked money; P1,610.50 cash in different denominations and believed to be part of the collections; four cellular phones; four identification cards; a 12-gauge shotgun with six ammunition; 10 sets of warning device; a record book; and assorted documents. | Bank exec nabbed in anti-drug sting Posted: 24 Mar 2021 05:30 AM PDT A BANK account officer was arrested in an anti-drug operation in the province of Zamboanga del Norte, the police reported Wednesday, March 24, 2021. Police Captain Edwin Duco, Police Regional Office-Zamboanga Peninsula information officer, identified the arrested suspect as Rival Dahunan Cercado, 36, the account officer of the 1st Valley Bank in Buug, Zamboanga Sibugay. Duco said Cercado was arrested in a buy-bust operation around 8:15 p.m. Tuesday in Sitio Sawmil in Poblacion, Tampilisan, Zamboanga del Norte. Confiscated from the suspect were the following: P20,400 worth of suspected shabu; P500 marked money; a motorcycle; P10,000 cash in different denominations believed to be proceed money; and illegal drug paraphernalia. He said the suspect was detained while charges for violation of the Comprehensive Dangerous Drugs Act of 2002 will be filed against him. | Sulu LGU, AFP step up to repatriate displaced persons Posted: 24 Mar 2021 05:29 AM PDT THE Municipal Government of Talipao, Sulu eyes the return of communities, some of which have been displaced for more than 20 years. On Wednesday, March 17, 2021, an inter-agency meeting was conducted by the Talipao Municipal Disaster Risk Reduction and Management Council (MDRRMC) to repatriate internally displaced persons (IDPs) in the municipality. The inter-agency meeting was attended by 32 offices, both from government and non-government agencies. The effort was spearheaded by the municipal government of Talipao with strong collaboration from Joint Task Force Sulu of the Armed Forces of the Philippines (AFP). Among those targeted for repatriation is Barangay Bud Bunga in Talipao. "It has been two decades since people were displaced from the baranggay. With the relative peace and stability we are now enjoying, it is about time we return our people to their rightful communities so they can pursue a dignified and progressive life," said Alkhizar Alih, Municipal Disaster Risk Reduction and Management Officer. Barangay Bud Bunga was home to about three hundred families before numerous skirmishes between government forces and Abu Sayyaf bandits displaced them in 2001 and again in 2014. The community lies in the slopes of Mount Sinumaan, marking the boundaries between the municipalities of Talipao and Patikul. Its remote landscape is being taken advantage of by the Abu Sayyaf bandits as staging areas to conduct terroristic activities. The area is also known for its seasonal yet bountiful Lanzones and Mangosteen harvests. Prior to the meeting, units under Joint Task Force Sulu has intensified engagements to ensure stability and sustainability of the "newly harvested" peace. "Our troops are postured to sustain the peace to foster and environment conducive to peace and development," said Lieutenant Colonel Jooney Jay Busińos, commanding officer of the military unit covering the municipality of Talipao. For the past months, troops of the 2nd Special Forces Battalion based in Talipao have been assisting residents and the local government "to get back on their feet" and enjoy the peace. "Through the collaborative efforts of the local government unit, we are setting a favorable social environment to for inclusive growth and stability," Busińos said. Since last year, a joint partnership between the 2nd Special Forces Battalion, Bounty Fresh Agri Ventures and Go Negosyo for a pilot poultry farm generated more than P250,000 in income. The pilot ventured employed residents, including former Abu Sayyaf bandits in the Municipality of Parang in Sulu. These developmental activities, the military hopes, would render violence and radicalism irrelevant as communities become more progressive, hence, more resilient to be dragged into conflict. Under the AFP's Development Support Security Plan "Kapayapaan", military units have shifted significant effort to support the Local Government Units (LGUs) in winning and sustaining peace through development, good governance and security. The plan intends to address the root causes of violent extremism as a "whole of nation approach," imploring a developmental approach to resolving conflict rather than relying purely on combat operations. To date, the military is in its final phase to neutralize the remaining Abu Sayyaf bandits, with Joint Task Force Sulu under Major General Gonzales having marching orders to defeat the bandits in Sulu before the second quarter this year.
