No penalty imposed yet during Higala App dry run Posted: 01 Apr 2021 02:20 AM PDT ACTING City Health Officer Dr. Lorraine Nery said penalties will not yet be imposed during the dry run for the implementation of the Higala App ordinance on April 1 to 7. "During the time period nga mag dry run ta, walay penalties nga i-impose sa katong wala pa naka register," Nery said. "Ato pud iklaro nga ang system nato sometimes we have also kanang limit. Kay kung daghan ang magdungan, syempre dili pud na ma-accommodate sa system," she added. According to the Higala App ordinance, all residents and non-residents are mandated to use the Higala App in entering all establishments, offices and other entities, whether public or private. Areas covered by the ordinance include all indoor or enclosed public spaces, private establishments and entities within the territorial jurisdiction of Cagayan de Oro City, including but not limited to government and private offices/workplaces, commercial, industrial and indoor establishments, churches, hospitals, accommodation establishments, banks and other financial services, supermarket and groceries, public markets, cemeteries, transport terminals as well as bus lines, airport transfer services, taxis and other enclosed public transport services. Under the ordinance, violators (establishments) will be fined P1,000 on first offense, P3,000 on second offense, and P5,000 on third offense, including suspension or revocation of business permit, if applicable. Individual found violating the ordinance will be fined P500 on first offense, P1,000 on second offense, and P1,500 on third offense. 15 Kagay-anons contract coronavirus Posted: 01 Apr 2021 02:19 AM PDT FIFTEEN residents of Cagayan de Oro have tested positive for the novel coronavirus, all of which are local transmissions, bringing the total number of confirmed Covid-19 cases in the city to 4,135. Acting City Health Officer Dr. Lorraine Nery said of the 15 new local cases, one is a local authorized person outside residence (Apor), eight are local index cases, five are local cases with link, and one death. Of the 4,135 total Covid-19 cases in the city, 429 were under the returning overseas Filipino workers/locally stranded individuals (ROFs/LSIs) category and 3,706 cases were local transmissions. Cagayan de Oro has recorded 150 active cases, 38 of whom are admitted to the Northern Mindanao Medical Center and other hospitals in the city, 108 are outpatients, and four are ROFs/LSIs. The city also registered 11 new coronavirus-positive persons who were tagged as "recovered." This brought the total number of recoveries in Cagayan de Oro to 3,789, with a 91.63 percent recovery rate. Higala App dry run set on April 1-7 Posted: 31 Mar 2021 04:25 AM PDT A DRY run for the implementation of the Higala App ordinance is set to be conducted from April 1 to 7, 2021, the Cagayan de Oro City mayor on Wednesday, March 31, said. During the dry run, there will be no strict implementation of penalties yet and there will be teams that will be deployed to assist establishments in complying with the requirements. There will also be monitoring teams composed of the City Tourism Office, Disciplina Muna, and other regulatory offices who will inspect the establishments in the city. "Importante kaayo kining Higala App in many ways, apil na niana sa atong vaccination, peace and order, and everything. Getting to know your constituencies, mao na ang tuyo sa QR code," Moreno said. "Kining atong Higala App, dapat whole of government approach ang buhaton nato sa syudad. Tanan nga mga department heads should be involved diha, dili lang pipila. And everybody must be accountable for that," he added. On the complaints regarding the difficulty in accessing the Higala App, Moreno said it was due to the influx of people visiting the site for registration. "Katong registration, I think we need to level up for that. Para ang capacity to accept registration will also be improved," Moreno said. "Mao man na ang problema, nagkadungan-dungan ang pag register," he added. As of March 31, around 571,000 individuals and more than 900 establishments have already registered on the Higala App, with 1,000 individuals catered for registration per hour. This brought the total confirmed coronavirus infections in the city to 4,120. Among the 30 new local cases, 20 were local cases with link, nine were local index cases and one death. Cagayan de Oro also noted a rise in active cases, from 126 to 145.
