Covid-19 cases hit 1.24M as daily infections stay above 5,000

THE Department of Health (DOH) on Wednesday, June 2, 2021, reported more than 5,000 new cases of coronavirus disease 2019 (Covid-19) for the eighth day in a row, pushing the cumulative case count past 1.24 million.

In its case bulletin, DOH reported 5,257 new infections. Total Covid-19 cases increased to 1,240,716 less the eight duplicates that were removed from the case count.

The DOH case bulletin also reported 146 additional mortalities, including 86 cases that were previously tagged as recoveries.

These brought the death toll to 21,158. The case fatality rate increased to 1.71 percent.

There were 6,266 recoveries, raising the total to 1,167,426 which comprise 94.1 percent of the total case count.

With recoveries still exceeding the new infections, the number of active cases decreased further to 52,132, constituting only 4.2 percent of the cumulative case count.

The daily positivity rate remained elevated at 12.8 percent of the 37,822 swab samples tested for Sars-CoV-2 on May 31.

LGUs mandated to align health measures with IATF protocols

A JOINT memorandum circular issued by three national government agencies mandates local government units (LGUs) to align their health and safety ordinances with the protocols set by the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases.

The joint directive was issued by Department of the Interior and Local Government (DILG) Secretary Eduardo Año, Philippine National Police (PNP) Chief Guillermo Eleazar and Department of Justice (DOJ) Secretary Menardo Guevarra on Tuesday, June 1, 2021.

Año said the directive aims to synchronize the coronavirus disease 2019 (Covid-19) response of the LGUs, police and the courts.

It directs LGUs to align their ordinances on public health standards and quarantine protocols, including curfew, with those of the IATF.

Ordinances that enforce Republic Act No. 11332, or Mandatory Reporting of Notifiable Disease and Health Events of Public Health Concern Act, are also covered.

Año said the LGUs have been enforcing quarantine protocols, public health standards and related local ordinances since last year, but guidelines are needed to prevent super spreader events that may arise due to confusion over the local policies.

The PNP will remain as the enforcement arm of the LGU with the assistance of the barangay officials. They may effect arrest or impose fines against quarantine violators.

Año said LGUs and PNP should identify holding areas for arrested quarantine violators. They should ensure that quarantine protocols are still being observed in these areas.

"They are not placed together with common criminals," he said.

For his part, Guevarra said he has ordered inquest prosecutors to fast-track the resolution of cases related to quarantine violations.

"So yun ang mga guidelines na binibigay sa aming inquest prosecutors. Madaliin lang itong mga ganitong klaseng kaso kasi there is a danger na magkaroon ng congestion kaya bigyan ng top priority," he said.

Año said noted in the JMC the accountability of erring officials who will violate or will fail to enforce health and safety protocols.

He said arrested violators with Covid-19 symptoms will be tested and placed in government isolation.

The PNP apprehended 125,587 individuals from May 17 to 30 for violating minimum public health standards amid the pandemic.

Of the total, 95,357 were apprehended for not wearing face shields, 3,657 of whom were charged while the rest were either given a warning, fined or ordered to render community service.

A total of 1,697 individuals were accosted for mass gathering while another 28,533 were apprehended for violating physical distancing rules. (Third Anne Peralta-Malonzo / SunStar Philippines)

Leisure travel now allowed from Metro Manila to MGCQ areas

RESIDENTS of NCR Plus who plan to travel for leisure after two months of restrictions were urged to check the health protocols in their destination.

Philippine National Police (PNP) Chief Guillermo Eleazar noted that local government units (LGUs) have unique safety protocols for visitors or tourists.

"Alam ko po na sabik tayo ngayong magbakasyon o maglibang dahil sa tagal ng pagkakakulong sa ating mga tahanan. Pero tandaan po natin na nariyan pa din po ang banta ng Covid-19. Dobleng pagiingat pa rin po ang ating gawin habang nasa labas ng ating mga bahay," he said.

The national government lifted on June 1 the domestic travel restrictions in the NCR Plus by allowing leisure trips to areas under general community quarantine (GCQ) and modified GCQ from June 1 to June 15, 2021.

NCR Plus consists of the National Capital Region, and the provinces of Bulacan, Cavite, Laguna and Rizal.

Travelers must test negative for the virus that causes coronavirus disease 2019 (Covid-19) and their trip must be point-to-point only.

2 more persons dead due to ‘Dante’

THE death toll from Tropical Storm Dante has climbed to three, with two more persons found dead in Mindanao as the storm caused massive flooding, flashfloods and landslides.

The National Disaster Risk Reduction and Management Council (NDRRMC) listed the fatalities as a one-year-old child and a 71-year-old male from Panoraon town in Davao de Oro, and a 14-year-old female from Norala, South Cotabato.

The child was buried under mud and debris, while the old man drowned in a flashflood, according to the NDRRMC report on Wednesday, June 2, 2021.

Two persons were injured in Davao Oriental while a person was missing in Norala.

The NDRRMC said 158 families or 604 persons were taking shelter in evacuation centers in Davao Region and Soccsksargen. There are 408 families or 2,038 persons who were also affected.

Over P500,000 worth of food and non-food items were provided to the affected individuals.

The NDRRMC said 10 road sections and three bridges were not passable due to fallen trees and electric posts and flooding in Central Visayas, Davao, Soccsksargen and Caraga. Parts of these areas also experienced power interruptions.

A total of 1,189 passengers, 113 rolling cargoes and seven vessels were reported to have been stranded in Bicol and Eastern Visayas after sea trips were suspended due to bad weather.

The NDRRMC also said P7.93 million worth of agricultural products were destroyed due to the storm. (SunStar Philippines)
