Signal 1 up over Batanes, parts of Cagayan

A LOW pressure area spotted near Guiuan, Eastern Samar has developed into a tropical depression called Emong.

As of 10 a.m. Sunday, Tropical Depression Emong was located at 700 kilometers east northeast of Guiuan, with maximum sustained winds of 45 kilometers (km) per hour near the center and gustiness of up to 55 km/hour. It was moving northwestward at 25 km/hour.

State weather bureau Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) hoisted Tropical Cyclone Wind Signal (TCWS) 1 over Batanes and some localities in Cagayan, including Babuyan Islands. (SunStar Philippines)

More residents evacuate as Taal upwelling continues

THE number of people who have fled their homes due to the Taal Volcano's magmatic unrest has increased to about 1,000 families, the Batangas Provincial Disaster Risk Reduction and Management Office (PDRRMO) said on Sunday, July 4, 2021.

"As of 5 a.m., mayroon tayong 1,000 pamilya at mahigit 3,000 indibidwal na inilikas at posible pa itong madagdagan," Batangas PDRRMO head Joselito Castro said in a radio interview.

He said over 400 families were staying with relatives while the rest were in 12 evacuation centers.

Castro said the provinces of Cavite, Laguna and Quezon are preparing to accept evacuees.

Batangas Vice Governor Mark Leviste said in a separate interview that they have requested for P10 million assistance from the national government to feed the evacuees and distribute hygiene kits as a measure against the coronavirus disease 2019 (Covid-19) pandemic.

For easier contact tracing, evacuation centers in Agoncillo and Laurel in Batangas accept its residents only.

Leviste said the Department of Social Welfare and Development has already sent 200 tents. It will deliver 300 more to maintain physical distancing.

"Iwasan muna ang pagpunta sa Batangas kung hindi naman mahalaga ang lakad...Kahapon naitala ang pinakamataas na sukat ng sulfur dioxide emission sa Bulkang Taal. Maaari itong maging sanhi ng ubo at sipon o karamdaman lalo na sa mga nakapaligid sa Bulkang Taal," he said.

The Philippine Institute of Volcanology and Seismology said the Taal Volcano recorded the highest levels of volcanic sulfur dioxide or SO2 gas emission from its main crater on Saturday, July 3, 2021.

It said SO2 emission averaged 14,699 tonnes per day, the highest ever recorded in Taal, while upwelling in the main crater lake generated steam plumes that rose 2,500 meters above Volcano Island.

Phivolcs said elevated SO2 emission may be succeeded by eruptive activity at the main crater.

Alert Level 3 remains hoisted over Taal Volcano. Phivolcs recommended the evacuation of residents from Taal Volcano Island and high-risk barangays of Bilibinwang and Banyaga in Agoncillo, and Buso-buso, Gulod and eastern Bugaan in Laurel. (SunStar Philippines)

C-130 aircraft crashes in Jolo

A C-130 aircraft figured in an accident upon landing in Jolo, Sulu on Sunday, July 4, 2021, the Philippine Air Force (PAF) said.

"The said aircraft took off from CJVAB to Lumbia Airport and subsequently ferried personnel to Jolo," PAF said in a statement.

Rescue operations are ongoing, it added.

Mayor orders admin charges against nurse selling vaccine

MANILA City Mayor Francisco Domagoso has ordered the filing of administrative charges against a nurse who was arrested by the National Bureau of Investigation (NBI) for illegally selling coronavirus disease 2019 (Covid-19) vaccines.

The nurse, identified as Alexis Francisco de Guzman from the Gat Andres Bonifacio Memorial Medical Center (GABMMC), was arrested along with two other individuals during an entrapment operation in Quezon City on Wednesday, June 30, 2021. They were allegedly selling Sinovac vaccines to Chinese citizens.

Domagoso directed hospital chief Dr. Ted Martin to file the charges.

He assured that the City's vaccine supply is intact and that this is "strictly regulated" and "highly controlled" by the Manila Health Department.

Domagoso said they were still determining the nurse's source of vaccines.

"Following an internal investigation by the local government, it was found that the vaccines allegedly sold by De Guzman were not sourced from the inventory of the Manila Health Department (MHD)," said Domagoso.

Martin, for his part, said De Guzman is not part of the hospital's vaccination team.

"De Guzman has never been involved nor transacted with the hospital's pharmacy section regarding the transport, handling and administration of Covid-19 vaccines," he said.

Vaccine czar Carlito Galvez Jr. said the illegal selling of Covid-19 vaccines does not only hamper the rollout of the government's vaccination program, but also puts the public in danger.

"The NTF (National Task Force) is taking this matter seriously. We will ensure that a thorough investigation on the matter is conducted, and those involved will be penalized under RA 11525 COVID- 19 Vaccination Program Act of 2021," he said.

"We already identified the lot numbers of the vaccines and a combined follow-up operation is now being conducted by a composite team of the Food and Drug Administration, NBI, AFP intelligence unit, and Philippine National Police to apprehend the offenders," he added. (SunStar Philippines)

Pacquiao says team gathering evidence against 3 ‘corrupt’ agencies

RESPONDING to the challenge issued by President Rodrigo Duterte, Senator Emmanuel Pacquiao named the Department of Social Welfare and Development (DSWD) and Department of Energy (DOE) in addition to the Department of Health (DOH) as among the government agencies that are allegedly involved in corruption.

Pacquiao showed documents supposedly supporting his allegations in a virtual press conference Saturday, July 3, 2021, hours before flying to the United States to train for a boxing match.

In the DSWD, he claimed that P10.4 billion of the second tranche of the social amelioration program did not reach the intended beneficiaries.

Pacquiao said his staff was still gathering evidence of corruption in the DOH.

In the DOE, Pacquiao hinted at irregularities in the establishment of the Independent Electricity Market Operator of the Philippines, which currently operates the Wholesale Electricity Spot Market.

He said his team was still gathering evidence.

Pacquiao said all the documents he had gathered will be forwarded to the Senate blue ribbon committee for the conduct of a formal investigation.

He said he doubted that Duterte is aware of the irregularities.

He dismissed claims that he was making noise in preparation for his campaign for the 2022 elections.

"Totoong malala na talaga ang problema ng corruption sa ating bansa. Nakakapanghina ng loob talaga ang lawak at lalim ng katiwalian sa ating bansa na tila napakahirap na itong labanan ngunit 'wag po kayong mawalan ng pag-asa. 'Wag po kayong panghinaan, Mr. President, kasama niyo po ako na labanan ang salot na ito," he said. (SunStar Philippines)
