Capacity development program for local tourism officers slated

THE University of the Philippines-Asian Institute of Tourism (UP-AIT), the premier institution of tourism education in the country, and the Department of Tourism (DOT) in Eastern Visayas will organize a capacity development program for local tourism officers in the region.

Dubbed as "Tourism Success in Turbulent Times: A Capacity Development Program for Resilience-based Tourism Development," the program targets local tourism officers who can lead actions to build resilient tourism destinations.

"Disasters and crises can change the image of destinations and erode the benefits gained over the years. When destination communities cannot cope with disruptive events, many lives and industries will be adversely affected," UP-AIT and DOT in Eastern Visayas said.

"With crisis and disaster experiences becoming the norm, building resilient communities can secure tourism livelihoods and help affected individuals move forward," they added.

The program, which starts from September 21 to October 1, 2021, is divided into three modules that participants can view online.

Included in the topics are "Understanding Disaster Risk, Disaster Risk Reduction, and Resilience-Building," which introduces disaster risk and resilience concepts, including approaches to communicate these ideas to partner stakeholders in resilience-building; "Resilience-building for Destination Communities," which covers disasters that disrupted tourism systems and their effects on tourist behavior; and "Embedding Resilience in Local Tourism Systems and Institutions," a module composed of lectures on participatory assessment of disaster risk and resilience capacity, approaches to embed resilience-building in tourism plans at various levels, and actions to mobilize stakeholders towards more resilient destinations.

According to the two agencies, the content of the program will include materials on community resources that local tourism offices can use to enhance the resilience of destinations.

"The program will introduce ideas and practical steps to local tourism officers and their institutional partners to incorporate resilience with tourism development and governance," they said.

The capacity-building program will be facilitated by the UP-AIT Project leader Richard Philip Gonzalo, along with UP-AIT faculty and module facilitators Rielle Christian Alacantara, Charmielyn Cabigas-Sy, and Victoria Villegas-Bacay.

The UP-AIT team is headed by Dean Leticia Susan Lagmay-Solis, with the Division of Tourism Research and Extension Services as the implementing office. Director Ramon Benedicto Alampay leads the DTRES with Extension Associates Milovy Baduria, Sarah Briones, and Maria Rose Manalo.

Onboard the project is DOT Regional Director Karina Rosa Tiopes and Project Officers Patrick Steven Buena, Rodel Balierbe, and Jesus Brian Jaculo. (SunStar Philippines)
