| Special task force vows justice for Dinoy Posted: 01 Nov 2021 06:11 AM PDT THE remains of former Sunstar Superbalita Davao correspondent Orlando Dinoy have been laid in their home on Rosal Street, Bansalan in Davao del Sur after he was gunned down by still unidentified suspects. Dinoy was gunned down while inside his rented apartment on Mother Ignacia Street, Poblacion Uno in Bansalan, Davao del Sur on Saturday, October 30, 2021. His body will be interred on November 6, at 10 a.m. at Bansalan Public Cemetery. Dinoy was a news correspondent for Sunstar Superbalita Davao for more than a decade before joining Newsline Philippines, a Davao-based news outfit. According to Newsline Philippines Chief Executive Officer Editha Caduaya, the search for Dinoy's justice continues wherein a Special Investigation Task Group (SITG) Dinoy was created by the Police Regional Office-Davao Region for the immediate resolution of the case. "We are still in a state of shock as one of our reporters Orlando 'Dondon' Dinoy was gunned down last Friday inside his rented apartment in Bansalan, Davao del Sur. Philippine National Police Regional Director Brigadier General Filmore Escobal has informed us that Special Investigation Task Group (SITG) Dinoy has been created and assured us of a speedy investigation on the case to unmask the culprit who cowardly killed our helpless reporter," Newsline said in an official statement through Caduaya. Department of Justice Secretary Menardo Guevarra also assures that the Presidential Task Force on Media Security will lead in the investigation of Dinoy's death. Meanwhile, the new task force expressed its assurance that the Dinoy family will get justice no matter the motive for his killing. Dinoy's family has not given their statement as of Monday evening. | Vaccination registration for 12-17-year-olds now open via DQR Codification Posted: 01 Nov 2021 06:10 AM PDT THE Davao City Government on Monday, November 1, 2021, announced that the registration for the Covid-19 vaccination of pediatric age group 12-to-17-year-old is now open via Safe Davao QR (DQR) Code. In a Facebook post, the City Government advised that those belonging to this pediatric age group must register through the DQR website: profiles.safe-davao.com. To verify the provided information in the registration, registrants must include their valid student ID and birth certificate from the Philippine Statistics Authority. The pediatric vaccination among children aged between 12 to 17 years old with existing health conditions, who belong to the A3 priority list, kicked off on Friday, October 29 at the Southern Philippines Medical Center (SPMC). In his message, on behalf of Davao City Health Office (CHO) head Ashley Lopez and Davao City Vaccination Cluster Head Dr. Josephine Villafuerte, Dr. Aldrich So extended gratitude to the city's partners in its vaccination program starting from its rollout in March until now, with the vaccination for children. "[We] would like to extend our heartfelt gratitude to our partners for the vaccination program since day one. I'd like to add, it's not just only momentous or historical event for SPMC but also for Davao City and the Davao Region," So said. As of October 28, the city's vaccination cluster has recorded a total of 882,818 individuals who have been fully vaccinated while 788,001 have been inoculated with the first dose. The city targets to inoculate 1.2 million of its 1.8 million population before the end of November. "It is still a far run to go before we reach herd immunity. But still, we are positive because we have so many partners who are doing the vaccination program. It's not only our hospitals, it's not only SPMC but also we have partners from the private sector. We have our private hospitals. It is very heartwarming to see other members of the private sectors who are doing the vaccination," he said. Department of Health (DOH) Assistant Secretary Dr. Roy Ferrer said children will only receive vaccines that have been given emergency use authority (EUA) by the Philippine Food and Drug Administration (FDA) for the "pediatric population" namely Pfizer and Moderna. "To vaccinate is to protect. As we pursue to protect our children, we are protecting our loved ones. To our dear parents and guardians, I highly encourage you to get your children and yourselves vaccinated. Together with the medical experts, doctors, we assure everyone that vaccines are safe and effective. Getting vaccinated has no disadvantages," Ferrer said. DOH-Davao Regional Director Dr. Annabelle Yumang said as of October 28, they have already received the interim guidelines for the vaccination of children ages 12 to 17 years old. She added that the vaccination for all children within the same age bracket will start from November 3 onwards. Yumang said children are also considered vulnerable to Covid-19 infection considering that most of the cases reported are household transmission. She said vaccination will help them get protection against the adverse effect of the virus. In Davao Region, they target to vaccinate a total of 620,216 children who belong to this age group. Meanwhile, to register, the vaccinees have to coordinate with the hospitals or pediatricians for the schedule of their vaccination. They must also bring with them a medical certificate from their pediatrician/physician that indicates the comorbidity/ies of the minor; informed consent of parents and proof of the relationship of the parent to their children; and valid ID for both the minor and the parent. | Davao de Oro offers P500,000 reward for info on killers of barangay captain, resident Posted: 01 Nov 2021 06:08 AM PDT THE Provincial Government of Davao de Oro will be giving out a P500,000 reward money to anyone who can provide information on the killer of the barangay captain of Tubo-tubo and a resident of Barangay Union in Monkayo. In a statement, Davao de Oro Governor Jayvee Tyron Uy condemned the killing of Barangay Tubo-tubo Captain Arnold Quizala and Alice Montebon from Union in Monkayo. He also offered his condolences to the families of the victims. The governor said he is dismayed with the incident and urged law enforcement agencies to fast-track the investigation for the immediate arrest of the killer. "Sa ngalan sa hustisya ug katawhan sa Probinsya sa Davao de Oro, atong ginapahayag ang atong tumang pagkadismaya sa maong panghitabo. Wala'y luna sa Davao de Oro ang pagbuhat og krimen hilabi na ang paglapas sa tawhanong katungod ug pagkitil sa kinabuhi sa atong isig kaingon," Uy said. | Davao police heightens alert over ‘Ka Oris’ death Posted: 01 Nov 2021 06:07 AM PDT THE Police Regional Office (PRO)-Davao Region is on heightened alert over possible retaliation attacks by the New People's Army (NPA) in Davao Region following the death of its top leader, Jorge "Ka Oris" Madlos. PRO-Central Luzon Spokesperson Eudisan Gultiano said in a radio interview on Monday, November 1, 2021, that all police forces were already reminded to be vigilant for possible attacks in the region. "Na-remind na 'yung lahat ng mga (We already reminded all our) unit commanders na maging vigilant dahil hindi natin ito dini-discount 'yung (to be vigilant because we do not discount the) possible retaliation from the group of NPA in Davao Region," Gultiano said in an interview on 87.5 FM Davao City Disaster Radio. Gultiano said they are in coordination with other law enforcement agencies to tighten the security in the region. Madlos and another communist rebel were killed in a gunfight with soldiers in the mountains of Impasug-ong, Bukidnon on Saturday morning, October 30, 2021. The Philippine Army's 4th Infantry Division (4ID) said in a press statement that Madlos was killed along with a fellow rebel in the mountainous Sitio Gabunan, Barangay Dumalaguing, Impasug-ong. Madlos also served as the spokesperson of the National Operations Command (NOC) and National Democratic Front (NDF) in Mindanao. The other fatality was identified by Major General Romeo Brawner Jr., 4ID commander, as Eighel dela Peña (alias Pika/Maui), a medic of NOC. Before the gunfight, the 4ID's 403rd Infantry Brigade had launched its operations at 12:30 a.m. Saturday, after receiving information from residents of Gabunan about armed men believed to be members of the NOC of the CPP-NPA Komiteng Mindanao, Regional Operations Command and Guerilla Front 89 of the North Central Mindanao Regional Command, according to the 4ID's presser quoted in the Philippine News Agency's report. The armed men were reportedly indoctrinating communist philosophies to residents of the mountainous barangay. Philippine National Police Chief Guillermo Eleazar on Sunday, October 31, put all police units on heightened alert over possible retaliation attacks by the NPA following the death of its top leader. | Over 7,000 Davao PUV drivers eyed to avail of fuel subsidy to cope with oil price hikes Posted: 01 Nov 2021 06:05 AM PDT MORE than 7,000 public utility vehicle (PUV) drivers in Davao Region could avail of the proposed fuel subsidy program of the Land Transportation Franchising and Regulatory Board (LTFRB) for them to cope with the rising oil prices. LTFRB-Davao Director Nonito Llanos III said on Friday, October 29, 2021, during Sunstar Davao's Facebook live program, The Talking Heads, the national government has allocated P1 billion for the planned fuel subsidy program, wherein 7,455 units in Davao Region were proposed to be included in the subsidy. Llanos said the fuel subsidy is similar to the Pantawid Pasada Program (PPP) that was first implemented in 2018. "Naa nay gameplan ang LTFRB central office, together with the DOTr, on how to give ayuda and assistance to our affected drivers and operators with regards to the fuel increases," Llanos said. The LTFRB head noted a fuel price increase for the past weeks but that their office opposes the proposed fare increase as the country is still under pandemic. "Due to the fact that we are still under a pandemic, a lot of people lost their jobs. So lisod kaayo kung dungagan pa nato ang pag increase sa pamasahe. Murag samot og kaapiki ang atong mga katawhan (It would be an added financial burden if there is a fare increase. The public will struggle more financially)," he said. The official said this would apply to all types of jeepneys, including filcabs and modernized ones. He said the fuel subsidy would be given to legitimate franchise holders and drivers of public utility jeepneys. Llanos said they are still finalizing the guidelines on how the drivers and operators can avail of the subsidy. He said they are eyeing that the application for the subsidy will be coursed through the PPP cards previously distributed to the drivers and operators. There is no specific date yet when the subsidy would be distributed as the funds are still being processed, he said. Meanwhile, Llanos said they are open to a proposal raised by some drivers to increase the passenger capacity in public transport back to 100 percent for them to cope with the oil price hikes. However, he said this is still being studied by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases. | Davao police condemn killing of mediaman Posted: 31 Oct 2021 11:13 PM PDT THE Police Regional Office (PRO) in Davao Region condemned in the highest form the killing of broadcaster and journalist Orlando "Dondon" Dinoy. On Sunday morning, October 31, PRO-Davao released a photo of Dinoy accompanied by its statement of condemnation through its Facebook page. "Police Regional Office 11 condemns in the highest form the killing perpetuated against media practitioner, Orlando 'Dondon' Dinoy. Killing of any form is not being tolerated in Davao Region, and PRO 11 vows to exert all its effort to identify and charge the perpetrator on the crime they committed," PRO-Davao said in a statement. Report from the Bansalan Municipal Police Station stated that around 6 p.m. Saturday, October 30, Dinoy was gunned down inside his rented apartment at Mother Ignacia Village, Barangay Poblacion Uno in Bansalan, Davao del Sur. It was determined that the gunman used a .45 caliber pistol, which instantly killed Dinoy, who succumbed to multiple gunshot wounds in his body. Neighbors said they heard six gunshots and upon checking, they saw Dinoy already slumped under the dining table. According to a witness, the gunman immediately rode on a motorcycle whose driver was apparently waiting for him outside the apartment. The gunman was described to be medium build, wearing a black cap, short pants, and t-shirt. The Scene of the Crime Operatives (Soco) of the Provincial Crime Laboratory Office in Digos City recovered six empty shells, a bullet and another deformed bullet. It was Dr. Earl Felix Vicente of the Centeno Medical Specialist Hospital who checked and declared the victim dead. As of Sunday, October 31, Bansalan police said they are still facing a blank wall on the motive and identity of the gunman. But they said they could not discount the angle of personal grudge. Newsline Philippines, through its CEO, Editha Caduaya, said they could not get an idea to start their investigation from as there were no hot issues tackled by Dinoy. Caduaya said Dinoy only wrote developing stories regarding the activities and happenings in and around Davao del Sur and Davao Occidental, as well as police reports, adding he did not hit hard on heavy issues. Meanwhile, the Presidential Task Force on Media Security (PTFoMS) is coordinating closely with the police to attain justice for Dinoy. Undersecretary Joel Sy Egco, PTFoMS executive director, offered his condolences to the family of Dinoy, who was also a volunteer anchor of Energy FM in Digos City. "The PTFoMS wishes to extend its deepest condolences to the family, friends, and colleagues of Dondon Dinoy. We are greatly saddened for your loss," Ego said in a statement on Sunday, October 31, adding that Malacañang condemned the slay. Egco has asked the local police to conduct a complete and thorough investigation on the incident. "Even if the motive seems to be a personal matter, the task force will see to it that justice will be served to those responsible for Dinoy's death," Egco said. The PTFoMS chief said he is in contact with Brigadier General Filmore Escobal, director of the PRO-Davao. Egco reminded media workers that "if anyone of you feel threatened in any way, the task force is here to help 24/7. We are just a phone call away and we will provide you with immediate security and protection if you feel you are in any danger." PTFoMS was created by President Rodrigo Duterte in 2016 with a mandate to safeguard press freedom and protect the life, liberty, and security of media workers. The Philippines is believed to be the first to have created such a task force. Dinoy became a Davao del Sur and Davao Occidental correspondent for Newsline Philippines after being a correspondent for Superbalita Davao for several years. As of Sunday, October 31, Dinoy's remains are already with his family, while the Bansalan police are conducting a deeper investigation on the crime.
