| Sophie Rodrigazo:AFP’s ROTC cadette of the year Posted: 25 Feb 2022 05:21 PM PST IN HER quest to expand her knowledge and experience by continuously challenging herself to trying new areas of expertise, Cadet Colonel Sophie Rodrigazo decided to join the Reserved Officers Training Corps (ROTC) of Siliman University (SU).Her dedication and passion as corps commander recently earned her the recognition as cadette of the year from the Armed Forces of the Philippines (AFP).The AFP assessed her scholastic record, training and experience, awards received, and involvement in the community as a cadet officer and as a civilian.On the final selection, one male and female cadet from each branch (Army, Air Force, and Navy) attended a virtual Zoom conference where they were each interviewed by the board.Huge part of her decision to join the ROTC was her grandfather former Murcia Mayor Elizalde Rodrigazo."He was a cadet officer during college and was part of the troops mobilized during World War 2," Rodrigazo said.Currently, Rodrigazo shared that she is still learning a lot from the instructors of Silliman University ROTC Unit despite being an outstanding cadette."I was able to further develop my leadership skills, discipline, and performance as a cadet officer from the knowledge they are imparting to me and my buddies," she said.Recently, the bill pushing for the inclusion of the ROTC program in Senior High School was approved and was met with opposition.But Rodrigazo stressed that the ROTC program is not only about marching and combat training, it provides the citizens life skills and experience such as survival, first aid, disaster response, and community engagement among others.She also emphasized that the cadets can also contribute to the unit as a writer, illustrator, photographer, communicator, leader, or medic, and more [since] the military is dynamic, progressive and all skills are acknowledged."I encourage everyone to open their mind on the advantages one can equip themselves if they undergo the program," Rodrigazo, who is a third year foreign affairs student of SU, said.A straight ally of the LGBTQ+ Community, Rodrigazo pointed out that gender was never the problem [in joining the military service], but rather it was the society who decided to create norms that should never have existed.As to the proposal of vice presidential candidate Davao City Mayor Sara Duterte of making military enlistment mandatory for Filipino youth, Rodrigazo said that she is looking forward that this would materialize."We have to face the fact that the military is faced with an unfavorable perspective to the current generation due to the transgressions of some individuals (and) it is part of her (Duterte's) responsibility as the proponent to think of counteractions to ensure that the mandatory military enlistment serves its purpose," she said.Rodrigazo, daughter of Spyro and Heide Rodrigazo, and younger sister of Shanelle Aira Rodrigazo is from Murcia town and now a resident of Bacolod City.* |

Homeowners Association at the covered court of Barangay 1 on Thursday, February 24.During the meeting, various issues concerning the housing program set by the local government for the home owners were tackled, a statement from the city government said.It also served as orientation for the beneficiaries to learn about HFHP's Negros Occidental Impact 2025 (NOI25) project, it added.Jackson Roxas Jr., community development manager of NOI25, explained about the cement bamboo frame technology in house construction which is typhoon, earthquake, fire and insect resistant and which could be used in the housing project for said beneficiaries.Roxa also discussed the responsibilities of both beneficiaries and HFHP from the start of the construction to completion including its objective.Meanwhile, some 20 houses were initially constructed out of the 280 on the housing site while 166 applicants for the housing units passed after validation.Other applicant's documents are yet to undergo final validation, the city government said.Engineer Magnolia Antonio, City Planning and Development Coordinator informed the recipients that their office is ready to provide assistance on any concerns regarding the housing project.Also present to assist the activity were Gina Bantillo, Planning Officer II and Johaynna Laguda, Administrative Aide IV of the CPDCO, Officer-in-Charge Gemini Caballero and Catherine Parel of the San Carlos Integrated Housing Community and Sheila Bartolo, Community Development Assistant, Gloria Amor Paredes, Community Development Specialist and Stheve Zuñiga, Community Development staff. | Posted: 25 Feb 2022 04:59 PM PST A FIRE of still unknown cause razed a single-storey lumber yard at Purok Progreso in Barangay Sum-ag, Bacolod City past 9 p.m. Thursday, February 24 .No injuries or casualties were reported, the Bureau of Fire Protection (BFP) reported.No one was hurt in the almost 30-minute fire at the lumber yard owned by Alberto Magdahaong, 43.Several fire trucks were then dispatched to the area and the blaze was put out at about 10 p.m.The fire destroyed about P61, 600 worth of properties.Investigation is ongoing.* |

| Group stages ‘freedom caravan’ against mandatory vax Posted: 25 Feb 2022 04:19 PM PST A group of Bacolodnons, who chose not to be vaccinated against coronavirus disease (Covid-19), conducted a caravan at the major thoroughfares of the city yesterday, February 25.Lawyer William Mirano, who led the group, said their caravan was held in time for the commemoration of the 36th year of Edsa Revolution as they want to exercise their freedom to choose whether to be vaccinated or not.Mirano clarified that they are not against the vaccination, but are only opposing the move of making it mandatory.The vaccination program in the Philippines is stipulated under Republic 11525 but Mirano stressed it was not stated that it should be made mandatory.Since the vaccines are experimental, the people should be given a right to choose whether to get vaccinated or not, he said."They should experiment (it) with animals and not on human beings," the lawyer said.Despite opposing the mandatory vaccination, the protestors still observed health protocols during the caravan.However, they question the use of the face mask because wearing it causes carbon dioxide inhalation which they claim is poisonous and dangerous to the human body.Ever since its implementation two years ago, Mirano has not been wearing a face mask.The lawyer said that he has been going around the province without being vaccinated and yet he is still alive."(That's why), do not gamble on your life," he said.Like Mirano, another lawyer Andrea Sy, who is also not vaccinated, joined the protest.The caravan began outside the Panaad Park and Stadium in Barangay Mansilingan and ended at the Bacolod Public Plaza where a rosary prayer was conducted.During the caravan, tarpaulins bearing different messages against the Covid-19 vaccines and its mandatory implementation were hung at the participating-vehicles.Some parents also joined the protest and the caravan as they expressed doubts and opposition against the ongoing inoculation of 5 to 11 year-old children.A report from the Department of Health (DOH) in Western Visayas showed that as of February 21, some 572,521 residents of Bacolod and 1.2 million residents of Negros Occidental are already fully vaccinated against Covid-19.Over 33,000 Bacolodnons and at least 8,000 Negrenses received their booster shots, the regional line agency added. |
| Batapa-Sigue: Data for development Posted: 25 Feb 2022 06:17 AM PST DATA is not only the new oil, it is the new soil, says David McCandless, data visualization expert – an imperative we need to harness to effectively scale and deploy innovative solutions in a timely manner to design the future we visualize today.I am truly grateful to be one of the senior research fellows under the Development Academy of the Philippines (DAP) Graduate School of Public and Development Management (GSPDM) Sustainable Development Goals (SDGs) and Futures Thinking Research.My paper, Data for Development (D4D): A Study Towards Building a Comprehensive Data Analytics and Visualization Portal for National and Local Development in the Philippines, is part of DAP's 2021 Research Program under the theme: "Reimagining Sustainable Development Futures Today."Our ambitious mission is to support the goal of achieving the SDGs for the Philippines by helping measure our compliance. SDG 2030 may only have 17 goals, but there are 169 targets under these goals, and the 247 indicators. What we need to focus on are 247 indicators that are basically the measurement of our compliance. Given this framework – we cannot measure the 17 goals without gathering data about the presence or absence of these indicators. Hence, our focus is SDG 17 – particularly indicator 17.13.1 which calls for a macroeconomic dashboard. The indicators under SDG 17.18 calls for statistical capacity for SDG monitoring, while SDG 17.19.1 is also an ongoing call for statistical capacity even beyond the SDGs.I am excited to have undertaken this study alongside my role as an information and communications technology (ICT) advocate for job generation, digital governance, digital skilling and other advocacies, especially in the countryside, which gave me a personal experience of how the lack of structured data is a big challenge towards creating policies and programs that are relevant and effective.I am assisted and guided by a young Filipino innovator, Frei Sangil, founder and chief executive officer of LAYERTech Software Labs. Frei is a data analyst, cybersecurity, computing and intelligence consultant for various companies, non-government organizations, and local governments and government agencies.This study was inspired by the excitement of knowing that we are sitting on a huge amount of data of all sizes and shapes, forms and structure, from different sources and platforms – waiting to be harnessed for purposes of effectively extracting and drawing hindsight, insight and foresight. Big data, side by side with other disruptive technologies such as AI, IOT and cloud computing compose what experts call the confluence of digital transformation, which every economy today aims to embrace.Our study will focus on building a case for the need to catch up with governments around the world that promote and mainstream a data-driven public sector. An OECD digital government study in 2019 – proposes a model for understanding the "data-driven public sector" (DDPS) that will maximize the opportunities provided by twenty-first-century data.Countries with a truly data-driven public sector recognize data as a key strategic asset with its value defined and its impact measured; reflect active efforts to remove barriers to managing, sharing and reusing data; apply data to transform the design, delivery and monitoring of public policies and services; and values efforts to publish data openly as much as the use of data between, and within, public sector organizations.The requisite towards a data-driven public sector is to develop a framework that defines data governance and prescribes a common framework for establishing such governance, apply data to generate public value mainly in anticipation and planning programs, designing policies, and interventions; delivery of public services; and evaluation and monitoring impact and performance.Our study aims to establish the importance, value, and urgency of a clearly defined government data cycle towards a unified data governance framework in the Philippines, and the creation of a comprehensive data analytics and visualization portal towards a data-driven public sector. A data-driven public sector will pave the way for the practice of anticipatory governance, which involves strategic foresight and forecasting.With our own data visualization platform, the Philippines can empower its key-decision makers and planners, and even its citizens, to drive effective policies and programs for development. Finally, to ensure that the mechanisms established in this study are put to good use, it is crucial to also identify major strategies to ensure that our citizens have functional data literacy.With this research, we ask, how important is public data in the Philippines and how do we scale a national data visualization portal for the Philippines? I shall share the initial outputs of our survey tool next week. |

| Pediatric inoculation in Bacolod suspended due to limited vax supply Posted: 24 Feb 2022 06:50 AM PST DUE to limited supply of Pfizer vaccines, the coronavirus disease (Covid-19) vaccination for children five to 11 years old in Bacolod City was temporarily stopped Thursday, February 24, 2022.Dr. Chris Sorongon, deputy for medical data and analysis of EOC, said the City Government earlier received only 10,000 doses of Pfizer vaccines from the Department of Health (DOH) and they already administered 5,000 doses for children five to 11 years old.Sorongon said the remaining 5,000 doses of vaccines are intended for the second dose of this age group."Bacolod City has exceeded its target and we will resume the vaccination for this age group once we have the supply of Pfizer vaccines from the national government," he added.Sorongon said that from February 14 to 23, a total of 5,500 children aged five to 11 in Bacolod City have been vaccinated against Covid-19.Only Pfizer has been issued an emergency use authorization (EUA) for pediatric vaccination and they are waiting for the delivery of the second batch of the vaccines from the DOH, which is expected to be delivered in the second quarter of 2022.Sorongon said parents should continue to register their children online because once they have the vaccine, they will make an announcement to resume the vaccination in the barangays, malls and hospitals.On the target population data from DOH-Western Visayas, Bacolod City has a total of 80,000 children aged five to 11.Of the figures, the city was given a target of 45,000 children to be inoculated against Covid-19. |

| Face-to-face classes at ANHS to resume February 28 Posted: 24 Feb 2022 06:43 AM PST THE Department of Education (DepEd) will resume the face-2-face (F2F) classes for Grade 12 students at the Alangilan National High School (ANHS) in Barangay Alangilan, Bacolod City on Monday, February 28, 2022.Councilor Renecito Novero, chairperson of the City Council committee on education, said DepEd-Bacolod officials released their decision on Thursday, February 24 and they are also planning to expand the F2F classes to four public schools on March 4 and 14 this year.The four other schools included Alberto Arceo Sr. Elementary School, Rafael Alunan Elementary School, both in Barangay Alangilan; an elementary school in Barangay Singcang-Airport; and Apolinario Mabini Elementary Schools near Lopez Jaena Street."We will conduct another meeting next week to finalize the expansion of F2F classes to four other public schools in the city," Novero said.He said the DepEd will follow the rules and guidelines on what they have implemented at ANHS.In December 2021, the ANHS successfully opened its limited F2F classes for Grade 12 students.It was only temporarily stopped in January 2022 when Bacolod was elevated to Alert Level 3.The ANHS complied with all the requirements from the Emergency Operations Center (EOC) to ensure the safety of students, teachers and personnel.The pilot run of the F2F classes in ANHS is composed of two groups with 20 students in each group.Group A started their classes around 7:30 a.m. until 11:45 a.m. from Monday until Thursday, while Group B is holding classes the following week.All students and teachers joining the limited physical classes were also fully vaccinated against coronavirus disease (Covid-19)."Most likely, the four other schools will also follow the same pattern at ANHS to ensure the safety of the students as well as the teachers," Novero said.He said the DepEd and EOC will also hold a consultation with the barangay officials for the conduct of F2F classes within their areas of jurisdiction."We need to consider the Covid cases in the barangay. | Love triangle eyed in slay of man Posted: 24 Feb 2022 06:41 AM PST AUTHORITIES are looking into the possibility that the shooting incident in Barangay 2, Bacolod City on Wednesday, February 23, 2022, was due to a love triangle.Lieutenant Jonito Pastrana, deputy chief of Police Station 2, said Joenard Esquilla, 40, of Purok Sigay in the barangay, was with his live-in partner, who was not named, inside their house past 10 p.m. when two unidentified men barged in.Pastrana said the suspects, who were wearing bonnets, forced Esquilla's live-in partner to go out before shooting the victim several times.Esquilla died on the spot, he said, adding that four empty shells of .45 caliber revolver were recovered from the crime scene.Investigation showed that the live-in partner of the victim was a former lover of a drug personality in Bacolod City, who was arrested in December 2022.The police also said that the victim's live-in partner could no longer be found in the area following the shooting incident. |

| 2 charged for murder over parking space dispute Posted: 23 Feb 2022 06:21 PM PST Murder charges were filed Tuesday, February 22, before the Bago City Prosecutor's Office against the two suspects on the killing of a man in front of his family over a parking space dispute.The charges were filed against Jonas Luhan and his nephew, Rene Jon Flores, both residents of Purok Surgom 2 at Barangay Bacong in the city, chief investigator Senior Master Sergeant Job Ogares said.They were charged for the murder of Efraim Alinsoring, 30, of Purok Sampaguita in Barangay Binubuhan, Ogares said.Luhan was arrested in a followup operation at about 4:30 p.m. at Barangay Bacong while Flores was arrested at the Bacolod City South General Hospital.Flores reportedly sustained a gunshot wound after a soldier, who was at the nearby area, fired at them as they were escaping after the crime.On top of the murder charges, Bago City police also filed a case for attempted murder against Luhan and Flores for attempting to shoot Alinsoring's brother, Joemel.Ogares clarified that the prosecutor's office will determine the participation of Flores since a video recorded by a closed-circuit television camera (CCTV) showed that it was Luhan who shot Alinsoring.He noted that Luhan has murder charges in Murcia town but has no idea as to what happened to the case.Also, Luhan reportedly has frustrated murder charges filed by a barangay captain in Bago City, Ogares said.It can be recalled that past 10 a.m. on Monday, Luhan shot Alinsoring after the latter punched him when he attempted to kick and shoot his brother in front of a hardware store.The victim was shot in front of his children, wife and father, police records showed.He died upon arrival at the Bago City hospital from multiple gunshot wounds. |

| Posted: 23 Feb 2022 05:58 PM PST "We will rise together."This was emphasized anew by former Senator Ferdinand "Bongbong" Marcos Jr. as he addressed thousands of supporters during the grand rally of the UniTeam ticket at the Bacolod City's reclamation area yesterday, February 23.Marcos, who was overwhelmed by the warm welcome of his supporters in Negros Occidental, said that their attendance to the caravan and grand rally shows that they are one in achieving his thrust of uniting the Filipino people.Aside from uniting the Filipinos, the presidential aspirant said, there is also a need to improve the country's health care services and make it affordable for the people while the tourism industry that has been badly affected by the coronavirus disease (Covid-19) pandemic should be revived to give job opportunities.Marcos added that there is also a persisting problem on energy that needs to be resolved and ensure that every Filipino has food on their plates, could go to school, and have money on their pockets."There are a lot of things that we need to do but despite all of these and based on history, we are able to rise above all the challenges since Filipinos are resilient," the former senator said.Marcos was joined by vice presidential aspirant Davao City Mayor Sara Duterte-Carpio."I am the luckiest presidentiable because she, who has the firm stance to fight for the Philippines and one of the best mayors in the country, decided to join me," Marcos said of his runningmate."Let us not forget this night, this is the start of the unity movement in Negros Occidental," he stressed.The presidential aspirant also reiterated that if we work together and love each other, our life will become better because it will be easy for us to fix every problem.Before he ended his speech, Marcos promised to make the Philippines even more known to the world, and so Filipinos will be more proud of their country.For her part, Duterte-Carpio vowed to continue the legacy started by her father, President Rodrigo Duterte, especially the "Build, Build, Build" program on infrastructure development spending and the campaign against criminality and illegal drugs that has destroyed many lives.Like Marcos, she is also pushing for more job opportunities through quality education, adding that "we can make all of these happen if we unite and go in the same direction.""I carry in my heart what my parents taught me, which I practice as a public servant of Davao City, that is, to serve equally the poor and the rich," Duterte-Carpio said.Before joining the crowd at the grand political rally, Marcos and Duterte-Carpio, also known as BBM-Sara tandem, traversed the cities of Silay, Talisay and Bacolod for a caravan.Clad in red and green, supporters were chanting the names of the two aspirants as they passed by the main thoroughfares of the three cities.During the rally, Negros Occidental Vice Governor Jefferey Ferrer, a staunch supporter of Marcos, said they were able to achieved the target crowd of 70,000 to 80,000.For Ferrer, the "election is over" referring to the sure win of Marcos and Duterte-Carpio, as he cited the huge volume of the crowd who showed support to the tandem."Gapalanindog ang balahibo ko kag gatulo ang luha ko [I'm having goosebumps and I'm teary eyed," the vice governor said.But, he called on Negrense supporters to sustain such a level of support to BBM and Sara as well as to other UniTeam candidates.Also joining Marcos and Duterte-Carpio at the caravan and rally were some of their senatorial candidates including Senator Sherwin Gatchalian, former Department of Public Works and Highways Secretary Mark Villar, former House Deputy Speaker Rodante Marcoleta, former senators Jose Ejercito "Jinggoy" Estrada and Gregorio Honasan, former Defense Secretary Gilberto Teodoro, lawyer Larry Gadon, actor Robin Padilla, and former Quezon City Mayor Herbert Bautista.Former Presidential Spokesperson Harry Roque, who is also running for senator, and reelectionist senator Juan Miguel Zubiri joined the grand rally virtually while former Senator Loren Legarda sent a representative.Meanwhile, like in the previous campaign sorties of the UniTeam, multimedia artist Toni Gonzaga also performed at the grand rally.Her husband, director Paul Soriano, was also seen at the event.
