Raps filed against suspect in slay of minor; mayor calls for tighter security at BCGC

A MURDER complaint was filed before the Bacolod City Prosecutor's Office Tuesday, May 31, 2022, against the suspect in the killing of a 15-year-old boy at the Bacolod City Government Center (BCGC) grounds in Barangay Villamonte on Sunday, May 28, 2022.Police Lieutenant Greeky Cayao, deputy commander of Police Station 4, said the suspect was identified as Joerydel Datulayta, 21, of Barangay Alijis.Cayao recalled that the victim was walking outside the BGC around 7:30 p.m. along with his minor companion when Datulayta's group allegedly attacked him using a bladed weapon.He said Datulayta, who was positively identified by the witnesses, was arrested in a follow-up operation at the premises of the government center while his minor companions escaped.The investigators are looking into grudge as a possible motive in the killing of the victim.Datulayta had denied that he killed the victim."It's only his allegation that he does not personally know the victim, but we have strong evidence against him," he said.Datulayta is now detained at the custodial facility of Police Station 4.In a related development, outgoing Mayor Evelio Leonardia has asked Bacolod City Police Office (BCPO) Director Police Colonel Thomas Joseph Martir to effect tighter security measures and intensified police visibility around the government center to avert the occurrence of any crime in the area.Leonardia wrote Martir a letter on May 30, a day after the stabbing incident."I am deeply disheartened to hear of this unfortunate incident, especially that our administration has always prided itself to have maintained and effectively promoted the BCGC as a popular destination for tourists and families alike, where people of all ages can enjoy a safe and relaxing atmosphere day and night, apparently, until this tragic incident," the mayor said in a statement.The mayor, therefore, has asked the BCPO to provide an action plan for tighter security around the BCGC 24/7."While we have our Public Order and Safety Office (Poso) personnel on duty on a daily basis, we further suggest that regular and constant coordination between them and your office is implemented," Leonardia told Martir.Given Martir's professional expertise, the mayor continued, "we will depend on your guidance and recommendation.""I trust that we will never hear of incidents like this at the BCGC," Leonardia added.

NegOcc hospitals told to activate dengue fast lanes

AS THE number of cases continue to rise in the province, the Provincial Health Office (PHO) of Negros Occidental has ordered all hospitals in the province to activate their respective dengue fast lanes.Provincial Health Officer Dr. Ernell Tumimbang said all patients who showed symptoms or were already diagnosed with dengue fever should be given priority for treatment.But, Tumimbang emphasized that there is no need yet to declare a dengue outbreak in the province.Based on PHO's monitoring from January 1 to May 21 this year, dengue cases in Negros Occidental have already reached 670, or an increase of 278.83 percent compared to last year's 177 cases.The PHO had already raised the alarm after cases breached the 500 mark earlier this month.It has also activated an anti-dengue task force to deal with the rising cases.Dengue causes a severe flu-like illness that could sometimes be fatal. Its carriers are day-biting mosquitoes.

Ex-inmate shot dead in Bacolod City

A FORMER inmate was shot to death by unidentified assailants at Barangay Mandalagan in Bacolod City at about 8 a.m. Tuesday, May 31, 2022.Captain Armilyn Vargas, commander of Police Station 3, identified the fatality as Francis Mark Rito, 38, of Purok Pine Tree, Barangay Bata.Vargas said Rito was driving his motorcycle along Purok Villa Lucasan when the suspect shot him several times.The victim sustained multiple gunshot wounds and died on the spot, she said.Police recovered from the scene of the crime several empty shells of unidentified firearms, motorcycle, drug paraphernalia, and carpentry tools.Vargas said Rito was imprisoned for the crime of theft and was released last year.She added that Rito was involved in several theft incidents in the area of Police Station 3.He was also included on the station's drugs watchlist.The investigators are looking into drug-related and grudge as possible motives in the crime.Vargas said they have yet to determine if the gunman has a companion as well as the getaway vehicle since they don't have a witness.Authorities will check the security cameras along Purok Villa Lucasan to determine the identity of the suspect, she added.

Cadiz City allots P850M for projects to boost local economy

Buy-bust nets P204,000 in 'shabu'

AN ESTIMATED P204,000 worth of shabu was seized in a drug bust by operatives of Police Station 8 in Barangay Singcang-Airport, Bacolod City around 2 a.m. Monday, May 30, 2022.The operation also led to the arrest of Justine Estaniel, 27, of Purok Neptune in the city's Barangay Singcang-Airport.Major Joery Puerto, commander of Police Station 7, said Estaniel was arrested after he sold a sachet of shabu to a poseur buyer.Police recovered from Estaniel's possession six plastic sachets of shabu weighing 30 grams, the P5,000 boodle money and a coin purse.Puerto said Estaniel was identified as a street level individual in Bacolod. He was under surveillance for almost two weeks before his arrest.He said the suspect is detained at the station's custodial facility and will be charged with violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.

Over 7,000 Kabankalan residents get P36M in housing aid

NEGROS Occidental Governor Eugenio Jose Lacson distributed Monday, May 30, a total of P36 million worth of housing assistance to over 7,000 beneficiaries who lost their houses due to Typhoon Odette.The distribution conducted in four venues in the southern Negros Occidental locality was the first distribution of housing assistance totaling P91 million from the National Housing Authority (NHA).Lacson said Kabankalan City was allocated a bigger budget from the NHA fund because it was one of the "Odette" hardly-hit areas in the Sixth District.Due to budget constraints, he said, the province was not able to release the roofing materials to the typhoon victims in the city.The 7,284 recipients each received P5,000 cash.Lacson also explained to the recipients that the assistance released was delayed because of the election banning period.Sixth District Board Member Jeffrey Tubola, who was also present during the distribution of the housing assistance, said that some recipients have already received a total of P13,000 each.He said those whose houses were damaged were given P3,000 and P4,000 for owners of destroyed houses from the City Government.This is on top of the P5,000 from the NHA that was coursed through the City Government, Tubola said.He made the explanation after hearing some complaints from the affected families.

A 15-YEAR-OLD boy was stabbed to death allegedly by a group of teenagers at the Bacolod City Government Center (BCGC) grounds in Barangay Villamonte around 7:30 p.m. Sunday, May 29.Lieutenant Greeky Cayao, deputy commander of Police Station 4, said Monday, May 30, that the victim, whose name is being withheld, sustained multiple stab wounds after a group led by Joerydel Datulayta, 21, of Barangay Alijis, allegedly attacked him using a bladed weapon.Cayao said the victim, a resident of Barangay 14, was brought to the Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH), but he did not survive.Investigation showed that the victim, along with his minor companion, was walking along the playground of the BCGC when the group of Datulayta, most of them minors, attacked him.Cayao said the victim's companion was unhurt and managed to run.He said Datulayta, who was positively identified by the witnesses, was arrested in a follow-up operation at the premises of the government center while his minor companions escaped.The investigators are looking into grudge as a possible motive in the killing of the victim.Cayao said they were informed that before the incident, there was already a conflict between the two groups.The suspect, in a radio interview, denied stabbing the minor. He said he does not personally know the victim.Datulayta is now detained at the custodial facility of Police Station 4 and will be charged for murder.

Negros Occidental logs 96 new dengue cases

WITH 96 new dengue cases, the total number of persons hit by the mosquito-borne disease in Negros Occidental has climbed to 657 with five fatalities.Data released by the Department of Health (DOH) in Western Visayas showed that as of May 21, the province had the most number of new cases in the entire Western Visayas, followed by Antique with 84 and Iloilo with 39.The number of cases in the province is 282 percent higher compared to the same period last year, although the DOH did not provide the data as to the actual number of cases.The province's capital city of Bacolod also had 12 new cases, bringing the total number of dengue patients in the locality to 139 with four deaths, the regional line agency reported.It added that dengue cases in the entire region already reached 1,693 with 20 death, or an increase of 110 percent, compared to the same period last year with only 808 casesMeanwhile, the DOH noted that 39 percent of the dengue patients are between the ages one to 10 years old.Earlier, the Provincial Health Office (PHO) expressed alarm after the cases have reached the alert level mark with 500 confirmed dengue cases.Provincial Health Officer Dr. Ernell Tumimbang warned that the province still has a long way to go as it is still in the first quarter of the year.Despite the increase in dengue cases, Tumimbang said the PHO is not yet recommending to the City and Municipal Health Offices in the province to conduct fogging.

IN A bid to prevent an increase in dengue cases in Bacolod City, Mayor Evelio Leonardia has ordered all the barangays to reactivate their respective anti-dengue task force.Councilor Lady Gles Pallen, president of the Association of Barangay Captains (ABC), said they need the participation of everybody here to maintain cleanliness inside their homes and surroundings to combat dengue.Pallen said the public should observe the "4S" in the fight against dengue which stands for "Search and destroy," "use of Self-protective measures," "Seek early treatment," and "Say yes to fogging/spraying."She said the barangay health workers were also distributing the larvicides to be used to address the dengue cases within their barangays.Palled added that the larvicidal powder will be poured on stagnant waters in canals and drainage systems, among others.City Health Office (CHO) records showed dengue cases in Bacolod City have increased by 57.7 percent from January to May 7, 2022, compared to the same period last year.From January to May 7, 2022, Bacolod City has a total of 115 dengue cases with four fatalities compared to 73 dengue cases with two deaths for the same period last year.Of 115 dengue cases, Barangays Singcang-Airport and Estefania recorded the most number of cases with 14 each.They were followed by Barangays Mansilingan and Granada with 10 cases each; Barangay Mandalagan - nine; Barangays Sum-ag and Alijis - eight each; Barangay Tangub - seven; Barangay Banago - five; and Barangay Pahanocoy - four.Dengue is a mosquito-borne viral disease characterized by high fever accompanied by severe headache, pain behind the eyes, muscle and joint pains, nausea, vomiting, swollen glands and rashes.Dr. Grace Tan, head of the CHO Environment Sanitation Division, earlier said the two most prominent species that transmit viruses include the Aedes aegypti mosquito, which stays inside the house.The other one is the Aedes albopictus mosquito, which stays outside and transmits the viruses that cause dengue fever, yellow fever, among others.The most common breeding places of Aedes mosquitoes include collected or stored water inside and around homes, while late or refusal to seek early treatment and consultation are reasons why patients fall ill with dengue, she added.In Negros Occidental, the Provincial Health Office (PHO) earlier announced that dengue cases in the province have already reached the alert level threshold and the situation is already alarming.Based on the Dengue Fever Surveillance Report from January 1, 2022 to May 14, 2022, the number of dengue cases in the province has now reached 511, the highest in the entire Western Visayas.Provincial Health Officer Dr. Ernell Tumimbang said the increase is 193.68 percent or 338 cases more compared to the same period in 2021 with only 174 cases.Hinigaran town currently has the highest number of dengue cases with 46, while Victorias City has the lowest percentage of dengue cases with 86.67 percent.Fatalities in the province remained at five since January of this year.

NEGROS Occidental Governor Eugenio Jose Lacson said Sunday, May 29, 2022, that he may request a deescalation of the alert level status of the province after the conduct of the month-long provincial vaccination drive against coronavirus disease (Covid-19) in June this year.Negros Occidentl currently remained at Alert Level 2 with only the cities of La Carlota, Sagay and Victorias, and towns of EB Magalona, San Enrique, Candoni and Pulupandan under Alert Level 1 from June 1 to 15, 2022.The highly urbanized Bacolod City is also under Alert Level 1 for the same period.Lacson, however, stressed that the deescalation of the province's alert level status depends on "when our vaccination status improves."As of May 28, the province had 35 active cases of Covid-19 if based on the records of the Provincial Health Office.The Department of Health in Western Visayas reported that the active Covid-19 cases in Negros Occidental were still at 119.Asked if the recent increase of Covid-19 cases in Negros Occidental will affect its alert level status, the governor said it was only on June 25 that the province had 19 new cases."Since then, it has gone down to one to three new cases a day (and) I expect these 19 cases to get well soon," Lacson said, adding that he will request from the Inter-Agency Task Force a deescalation after June.The Provincial Government of Negros Occidental set a province-wide vaccination program in June on Thursdays and Fridays every week, and on Monday and Tuesday during the last week of the month.Provincial Health Officer Dr. Ernell Tumimbang said health experts warned of an uptick in Covid-19 cases in the country, as high as 500 cases per day, in areas with low vaccination coverage.Tumimbang said the existence of Omicron subvariant in Iloilo is a "cause of concern" as it is near Negros Occidental.He noted that the province has already opened its borders, with fewer restrictions on incoming travelers."While we cannot close our borders, there is a need to closely monitor those entering the province from Iloilo, especially those arriving at the Bacolod City ports," he said.Tumimbang also said there is a need to lower the alert level of other local government units (LGUs) so that the whole Negros Occidental will also be placed under Alert Level 1.The Covid-19 pandemic is not yet over, he said.He said people have already been complacent due to dwindling cases in the past few weeks, and that there is no imminent threat.The proposed province-wide vaccination will cater to those who have yet to be vaccinated, as well as those to receive second doses and booster shots, the provincial health officer added.

Ordinance prohibiting drone operation near jail facilities in Bacolod underway

THE Bacolod City Council has approved on second reading an ordinance prohibiting drone operation within a 100-meter radius from jail facilities in the highly urbanized Bacolod City.Councilor Al Victor Espino, author of the ordinance, said that remotely piloted aircraft systems (RPAS) or drones, by their nature, can be used as a tool for gathering information via recording or photographs to survey the jail facility and compromise its security and safety.Espino, also the chairperson of the City Council committee on police matters, noted that the Bureau of Jail Management and Penology (BJMP) said drones could be used in transporting illegal drugs, deadly weapons, and other contraband, as well in the surveillance of jail facilities and premises.He said under Philippine Civil Aviation Rule 11 and Civil Aviation Authority of the Philippines (Caap) Rules 21-24, no person may operate small RPA in populous areas.Pursuant to this rule, jails are considered populous and congested areas, Espino also said, adding that the ordinance will not cover law enforcement agencies, emergency management offices and duly authorized by the local government unit in coordination with the jail management.For the first offense, violators will pay P1,000, P1, 500 for the second offense and P2, 5000 for the third offense or imprisonment for a period of more than three months but not exceeding six months or both such fine and imprisonment at the discretion of the court, the councilor said.Espino said the Philippine National Police and Public Order and Security Team, as well as the responsible officer in the barangay which has territorial jurisdiction over the facilities, together with the BJMP personnel, shall ensure the strict and faithful enforcement or implementation of the ordinance.

PDEA: 11 more Western Visayas villages drug-cleared; 20 others retain status

THE Philippine Drug Enforcement Agency (PDEA) has reported that 11 more barangays in Western Visayas, four of which are in Negros Occidental, have been declared as drug-cleared villages.Some 20 barangays in the region also retained their status as drug-free.This was the result of the assessment by the Regional Oversight Committee on Barangay Drug Clearing chaired by PDEA Regional Rirector Alex Tablate during a meeting in Mandurriao, Iloilo City last week.It was also attended by representatives of the Philippine National Police, Department of Interior and Local Government and the Department of Health.Declared as drug-cleared barangays in Negros Occidental were Barangay 1 Poblacion in Cadiz City, Barangay Cambugsa in Hinigaran town, Barangay 11 in Victorias City and Barangay Central Tabao in Valladolid town.Eight barangays in Dumangas, Iloilo were likewise cleared from illegal drugs while 11 barangays in Guimaras and Capiz, and nine in Iloilo also retained the status as drug-free.

NEGROS Occidental Governor Eugenio Jose Lacson is expecting a lower budget for the provincial government in 2023.He said this despite the Mandanas ruling of the Supreme Court that increases the internal revenue allotment (IRA) of local government units (LGUs).The governor said the collection three years before the ruling came out this year was bad aside from the fact that the province is still suffering from the effects of the coronavirus disease (Covid-19) pandemic.Negros Occidental has a budget allocation of P5.7 billion for 2022, an increase of P600 million compared to 2021.But the budget for 2023 has yet to be formulated by the provincial government, Lacson said.LGUs presently get their IRA from 40 percent of national internal revenue taxes collected by the Bureau of Internal Revenue.Aimed at addressing inequality in financial resources among LGUs, the Mandanas Garcia ruling is projected to increase the IRA of the localities in the Philippines by 27.61 percent, according to the Department of Interior and Local Government.It also seeks to improve the capacity of LGUs, and enhance transparency and accountability.

OVER P95,000 worth of suspected shabu was seized in separate buy-bust operations of Bacolod City Police Office (BCPO) in the city Saturday, May 28.The operations also led to the arrest of Sherly Villanueva, 54, of Barangay 2; Joel Go, 32, and Jerry Lozada, 47, both of Barangay 8; Roberto Magbilla, 54, of Barangay 14; and Gilbert Lorda, 49, of Barangay Handumanan, all in Bacolod City.BCPO records showed that Villanueva, Go, Magbilla, and Lozada were arrested in joint operation by operatives of Police Station 2 and the Philippine Drug Enforcement Agency (PDEA)-Western Visayas at Purok Narra Baybay in Barangay 2 around 11:30 a.m. Saturday.Police recovered from the suspects' possession eight sachets of suspected shabu weighing 12 grams with an estimated market value of P81, 600, the P500 marked money and drug paraphernalia.About five hours later, Lorda was also arrested by operatives of Police Station 10 in Purok NGO Village, Barangay Handumanan with nine sachets of suspected shabu weighing two grams with an estimated market value of P13, 600 and the P500 marked money.Meanwhile, PDEA-Western Visayas dismantled a suspected drug den and arrested five persons in Purok Tahong, Barangay 2, Bacolod City past 5 p.m. on Friday, May 27.PDEA also arrested Jose Siancua Sarno, Mary Jellyn Runa Sarno and Alvin De Los Reyes Macaranas, all residents of Barangay 2; and Jheyvee Banico Bunda and Jose Jay Runa Sarno, both residents of Barangay BataRecovered during the operation were several sachets of suspected shabu weighing 15 grams with an estimated market value of P102,000, the marked money used, and drug paraphernalia.PDEA records showed that Jose Siancua Sarno was identified as the suspected drug den maintainer in the barangay.The suspects are detained at the custodial facility of the PDEA and are facing charges for violation of Sections 5, 6, 7, 11 and 12 of Article II of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002.
