DepEd Davao Region turns 47

THE Department of Education (DepEd) Davao Region has just celebrated its 47th Founding Anniversary and this is a wonderful time to appreciate all its transformations. It is recorded in the three-decade Souvenir Book how DepEd Davao Region started. Thanks to Dioscoro B. Vicentino who allotted a page for that. He is also the renowned composer of the Davao Region Hymn played at every flag ceremony and important event. DepEd (named the Department of Education, Culture, and Sports) Region XI was organized on an ad hoc status in June 1975 and officially operated in July 1975. That time, it was composed of seven divisions namely Davao City, General Santos City, Davao del Norte, Davao del Sur, Davao Oriental, South Cotabato, and Surigao del Sur. These comprise Southern Mindanao. Sarangani was added in 1993 making it eight divisions. When Caraga Region was created through Republic Act (RA) No. 7901 in 1995, Surigao del Sur was transferred to that region but Sultan Kudarat was added to Region XI. After two years, Sultan Kudarat was returned to Region XII. General Santos City and South Cotabato became part of that region too. The Division of Compostela Valley was inaugurated as an interim division on June 28, 1999. Other divisions were created such as Island Garden City of Samal on August 19, 1999, Tagum City on June 3, 2003, and Panabo City later joined the list. The Municipality of Digos as an interim city of Davao del Sur was created through RA No. 8798 in 2000, which paved the way for the creation of the Division of Digos City. The Division of Mati City was launched in 2012 through RA No. 9048. Davao Occidental was created through RA No. 10360 in 2013 and it became the newest schools division. To date, Region XI has 11 schools divisions. The first office was located at the PTA Grounds (now People's Park). From 1975 to 1991, it became the home of the Regional Office personnel until it was razed to the ground by a fire on October 15, 1991. They transferred to the RELC (now RELC-NEAP) building along Quirino Avenue on October 16 and made it their temporary office. After four years, a new structure was built on F. Torres Street on December 4, 1995. I was only eight when I first saw the old building of DepEd. My mother, who dedicated most of her professional life to DepEd, would bring me now and then to the office. Yes, it looked like an old wooden building and you can see athletes playing and practicing on the PTA Grounds. Some three personnel whom I saw at that age are now my officemates. Yes, 22 years later, I came back to DepEd not as that child lingering at the windows to watch the athletes but as a public servant ready to serve more. For 20 years now, I saw how leaders and teachers try to improve the quality of education. It is not an easy journey as the number of learners and teachers increases every year. But I have also witnessed how DepEd finds ways for children to learn holistically – from learning the competencies in the curriculum to engaging in sports, writing and reporting contests, talent showcases, science projects, research, and more. The teachers are always given opportunities to attend training and seminars to help improve both their professional and personal journeys. Leaders come and go. But Region XI is blessed to have Regional Director (RD) Allan G. Farnazo and Assistant RD Maria Ines C. Asuncion as its leaders. They always inspire the DepEd workforce to create and innovate. With them, DepEd Davao Region becomes more promising.

Davao leaders send condolences to ex-Japanese PM’s family

HIGH-ranking Davao City officials mourned and extended their condolences to the family of the late Japanese Prime Minister Shinzo Abe, who died after being shot during a campaign speech on Friday, July 8. Former President Rodrigo Duterte posted on his official Facebook page his "deep regret and profound sadness" on the former Japanese leader's death. "I extend my sincerest condolences to his wife, Madame Akie, and family on this tragedy. I also join the Japanese People in mourning his loss and in condemning the senseless act of violence," Duterte said. During his presidency, he said Abe was not just the first foreign leader to visit the Philippines after his election but was also the only foreign leader to visit his home in Davao City. Abe visited the city in January 2017. His visit aimed to strengthen relations between Japan and the Philippines. During his visit, he also paid a courtesy visit to Duterte. Abe also visited Mintal, known as "Little Tokyo" as it is the site of former Japanese settlers in the city. "I will always hold him close to my heart and cherish the moments we have shared together," Duterte said. "It is my hope that, as we remember his legacy, we will continue to learn and draw from his dedication to duty and remarkable leadership moving forward," Duterte added. Duterte's daughter, former Davao City Mayor and current Vice President Sara Duterte also sent her condolences to the family and to the people of Japan. Sara said Abe's death "is a shocking tragedy that exposes the dark side of humanity," and that the "world lost a great leader." "He was a strong ally and a friend of the Philippines, and the immensity of his love and kindness for the Filipinos has been demonstrated many times over through Japan's support for our growth and development," she said. Davao de Oro Vice Governor Tyron Uy also sent his condolences through a Facebook post. Uy said he was fortunate to personally meet and interact with the late Abe. During his stint as provincial governor, he had met with various heads of state, but he said the late prime minister was the one he had close interaction with. In an interview with local media, Uy said his visit means a lot for the region as it signals stronger ties with Japan and working on common social and economic interests which he believed benefits Davao de Oro and by extension, the entire country until now. Mindanao Kokusai Daigaku (MKD), in a Facebook post, also mourned the passing of the Japanese head. Abe also visited the school during his visit to the city in early 2017. "MKD will never forget the humility and sincerity that he had shown to all of our school officials, teachers, students, and parents during his historical and very memorable visit to our college," MKD said. "May Abe-sama rest in peace and condolences to everyone in his wonderful homeland. Our thoughts are with Japan," MKD added. Abe was shot from behind minutes after he started his speech Friday in Nara in western Japan. He was airlifted to a hospital for emergency treatment but was not breathing and his heart had stopped. He was pronounced dead later at the hospital. The 67-year-old Abe was Japan's longest-serving leader before stepping down for health reasons in 2020. RGL

PRO-Davao recognizes shooting victim’s family right to ask NBI’s help

"On the part of PRO 11, as part of our mandate the complaint for murder with all the necessary documents and pieces of evidence gathered by San Pedro Police Station were already forwarded to the Office of the City Prosecutor," PRO-Davao said in a statement. On Saturday dawn, July 2, Amier Mangacop, a Grade 9 student, was shot during a scuffle at a bar in Davao City. The suspect was identified as Marvin Rey Pepino, a doctor non-uniformed personnel of the Police Regional Office (PRO)-Davao. In a letter sent to NBI-Davao director Jonathan Balite on Tuesday, July 5, which was also forwarded to SunStar Davao, Lawyer Gibb Andrew Cabahug, the camp's legal counsel, said the family requested the agency to handle the case as the family feels that the police cannot handle the case "objectively and fairly." Cabahug also said the family is "hesitant to forward to the" Davao City Police Office (DCPO) the names of witnesses and pieces of evidence "for fear of suppression or whitewash." Meanwhile, PRO-Davao said a complaint for violation of Section 31 of Republic Act (RA) 10591 or "Comprehensive Firearms and Ammunition Regulation Act" was also filed. Sec. 31 of RA 10591 RA or the Absence of Permit to Carry Outside of Residence states, "The penalty of prision correccional and a fine of Ten thousand pesos (P10,000.00) shall be imposed upon any person who is licensed to own a firearm but who shall carry the registered firearm outside his/her residence without any legal authority therefor." PRO-Davao said the suspect is still being held in the custody of the Police Station while waiting for the resolution of the ongoing preliminary investigation. "For the information of the public, an administrative complaint was already initiated and handled by our Regional Investigation and Management Division," the PRO-Davao said. DCPO has not yet issued an official statement in relation to the request of the family to inhibit the handling of the case. However, NBI-Davao Spokesperson Ely Liano said in a press conference on Friday, July 8 that DCPO would still conduct its own investigation despite the request of the family for their agency to have a parallel investigation. This is in compliance with the order of the Office of the City Prosecutor for all investigating units to conduct a thorough and full evaluation of the case. Davao Light, Coast Guard partner for marine conservation

ABOITIZPOWER subsidiary Davao Light and Power Co. and the Philippine Coast Guard Auxiliary-Davao (PCGA-Davao) have partnered for the conservation of marine life, which was highlighted by a donation of a ship to draw out trash from the sea. On July 8, 2022, a memorandum of understanding was signed with the two organizations for a Conservation Program Partnership specifically with Davao Light's sea turtle sanctuary, the Aboitiz Cleanergy Park. "You might be wondering what utility company like Davao Light has to do with the pawikan or the environment, we want to take care of the environment, we want to contribute to the biodiversity," Rodger Velasco, President and Chief Operating Officer of Davao Light, said during their signing ceremony. Velasco said the partnership with the PCGA-Davao will also help to spread awareness on how to take care of the environment. According to Davao Light, the park has become home to nearly 100 endemic migratory bird species, marine species, and at least three critically endangered pawikan species such as the Hawksbill turtle, Green Sea turtle, and Olive Ridley turtle since it opened in 2014. "We want to protect them [pawikan] because they always mistake plastics as their diet, kasi favorite diet nila is jellyfish (because jellyfish is their favorite diet), and they mistake plastic as the jellyfish. We have rehabilitated a few, we took care of them in the past then ang popo nila plastic din," Velasco said. Meanwhile, PCGA-Davao described the current situation of the park as a "dump site." "In our area of responsibility (AOR) because of the informal settlers ang basura kay nagka-anam. Ang Punta Dumalag sad to say, mura man nahimo nag tambakan sa basura because of the current of the water, katong mga basura from Davao River and nearby area didto magpundo (it looks like a dump site because of the water's current, waste from Davao River and nearby areas have gathered [around the park])," VADM. Beethoven Sur, National Director of PCGA, said. Velasco said the park cleanliness should be maintained. "Imo na siyang limpyohan karung adlawa, the following day, two to three days daghan na pud og basura (If you're going to clean it today, the following day or after two or three days, it will be littered with trash again), and since it has become a haven for the turtles, we have to help maintain the area," Sur said. Sur said the partnership is timely considering that they are set to receive a special kind of ship from the central PCGA. 134 admin cases filed vs PNP personnel in Davao Region

ABOUT 134 administrative cases have been filed against uniformed and non-uniformed personnel of the Philippine National Police (PNP) in the region since 2022, according to Police Regional Office-Davao Region (PRO-Davao). Law and Order Section of PRO-Davao chief PMaj. Lope Cebreros III said they already have 101 resolved cases and 33 cases are still undergoing summary hearing proceedings. "Sa mga kaso na po to mayroon na po tayong napatawan ng parusa, 18 nito ay na-dismiss sa PNP service, dalawang na-demote, 54 na-suspended at 11 na reprimanded (We already imposed penalties for this kind of cases; 18 have been dismissed in the PNP service, two have been demoted, 54 have been suspended and 11 have been reprimanded)," Cebreros said in an interview on the Davao City Disaster Radio on July 8, 2022. Cebreros said these had been imposed on police officers with permanent status while termination proceedings have been filed against police officers in temporary status who have committed offenses. "Mayroon po tayong sampong police trainees na nag-commit po ng ibat-ibang pagkakasala (We have 10 police trainees that committed different offenses), and they are now undergoing termination proceeding at unfortunately sa sampong yan, isa na po ang na-terminate (and one of them has been terminated) from the PNP service because of infraction committee while undergoing training po nila," Cebreros said. Aside from this, 15 PNP personnel in PRO 11 have been subject to attrition proceedings due to non-promotion after 10 years, and another two personnel due to inability to render police duties physically. "If they are found not liable under attrition proceedings, mananatili po sila sa PNP (they will be able to retain their job), however napatunayan na (if they will be found that) they are liable under attrition proceedings they will be separated from the police service," Cebreros said. Cebreros said if policemen are removed from PNP service, they are not eligible to receive any other benefits aside from their accumulated leaves and will be considered dismissed. KSD

Kadayawan makes a face-to-face comeback

AFTER more than two years of resorting to virtual celebrations because of the Covid-19 pandemic, the annual Kadayawan Festival of Davao City is set to make a grand face-to-face comeback this August. The 37th Kadayawan sa Davao, with the theme "Kasikas sa Kadayawan" was formally launched on July 8, 2022 at the Seda Abreez Hotel and introduced the different activities Dabawenyos, local and foreign tourists can expect. "The theme of this year's Kadayawan is Kasikas sa Kadayawan, which means to make noise and to have fun. The Kadayawan festival is a means to relax, enjoy, and a way of thanksgiving for our bountiful harvest," said Davao City Chamber of Commerce and Industry, Inc. President Dr. Maria Lourdes Monteverde. Headed by the Kadayawan 2022 Executive Committee and the City Government of Davao, the official opening of the Kadayawan Festival will be on August 15 during the Pag-abli sa Kadayawan ceremony at the Bantawan Amphitheater in Magsaysay Park. However, the start of the month-long celebration is signaled by the Kadayawan Tribal Village Opening in Magsaysay Park on August 5 wherein different tribes in Davao City will exhibit their culture, traditional homes, and practices for everyone to see and appreciate. These tribes along with their deputy mayors are namely Bagobo Klata Tribe, Ata Tribe, Obo-Manuvu Tribe, Matigsalug Tribe, Bangsa Sama Tribe, and Bagobo Tagabawa Tribe. Also included are Bangsa Kagan Tribe, Bangsa Iranun Tribe, Bangsa Maguindanaon Tribe, Bangsa Tausog Tribe, and Bangsao Maranao Tribe. The festival will also hold Pitik Kadayawan drum beating competition on August 21, Sayaw Kadayawan indigenous-inspired dance competition on August 18, and Hiyas sa Kadayawan Cultural Presentation on August 6, among others. But some of the most awaited events anticipated by tourists are the colorful Indak Indak sa Kadayawan street dance event at San Pedro Square, which will happen on August 20; the Pamulak sa Kadayawan floral float parade on August 21; and the Hiyas sa Kadayawan Coronation on August 17. It will conclude on August 21 with the Tambayayong sa Kadayawan at the Bantawan Ampitheathre in Magsaysay Park. With this line-up of activities celebrated face-to-face, Davao City Mayor Sebastian Duterte said the city is excited to celebrate Kadayawan face-to-face again. "With the reopening of borders, we are inviting all of our friends across the globe to witness the festivities prepared by the City Government of Davao for the 37th Kadayawan Festival," Duterte said. At least 50,000 spectators, both foreign and local, are anticipated for this year's F2F celebration, said Kadayawan 2022 Executive Committee Spokesperson Councilor Al Ryan Alejandre during the launch. This is significantly lower compared to the usual number Davao City expects every Kadayawan season, which increased the years before Covid-19 hit the country in March 2020. Still, if Covid-19 cases in Davao City continue to rise, organizers said they would follow the recommendations of the government. "Dayon gyud ang Kadayawan, mag-wait lang ta sa (The Kadayawan will push through. We just have to wait for the) alert level system from the national IATF for August. We are optimistic that Kadayawan will continue as planned with all necessary precautions. The City Health Office is also part of our sub-committee," Layog said. Meanwhile, allied tourism sectors such as hotels and accommodations, restaurants and food establishments, and even meetings, incentives, conventions/conferences, and exhibition/event (MICE) venues, are already gearing up for the festival and the influx of visitors. "They would expect sa pag-duol sa atong Kadayawan, more booking sa ilang mga hotels and accommodations and somehow atong Mice pud, medyo naga-pick up na ta (They can expect that when Kadayawan draws near, there will be more bookings in the hotels and accommodations, and even at our Mice venues. It will start to pick up)," spokesperson Alejandre said. In return, the visitors would also help boost the recovery of the said allied tourism sectors. The 37th Kadayawan Festival has a budget of approximately P56.8 million, Alejandre said. P52 million is intended for the Kadayan-proper activities and P3 million for the tribal villages. Former Davao City Tourism Operations Office head Generose Tecson said during a radio interview on June 14 that this year's Kadayawan will be the first major festival in the country to have a face-to-face celebration since the pandemic. First known as the Apo Duwaling Festival in the 1980s, the celebration highlights the bountiful harvest of the people of Davao City and the harmony of all the tribes living within its borders. In 1988, it was officially renamed the Kadayawan sa Dabaw Festival celebrated annually every August. Through the decades, the Kadayawan "King of Festivals" has become known nationwide and internationally as one of the grandest and liveliest celebrations in the Philippines. ICM
