| A D.C. man was charged in the killing of a 13-year-old he said was breaking into cars. | - The latest: Jason Michael Lewis, who had worked with youths at city recreation centers, surrendered to authorities yesterday after he was charged with second-degree murder while armed. He's pleading not guilty.
- What happened? The arrest of Lewis, 41, comes about three weeks after Karon Blake was shot and killed in Brookland. Residents, activists and lawmakers pushed hard for the shooter to be publicly identified.

| Virginia schools will get around $202 million less than expected because of a math error. | - What happened? The problem originated with an online tool that allows school districts to see how much funding they can expect from the state. But last week, someone realized the numbers were wrong. The miscalculation occurred after the state did not account for changes connected to the elimination of the state's tax on groceries.
- Why it matters: Districts that rely the most on state aid, like those in poor, rural communities without a wealthy property tax base, will be affected the most.

| A Prince George's County officer, who fatally shot a handcuffed man six times, was offered a plea deal. | - Why it matters: The arrangement could reduce Cpl. Michael Owen Jr.'s charges from second-degree murder to voluntary manslaughter in the January 2020 death of William Green, according to the victim's family.
- Owen had been the subject of multiple use-of-force investigations. The potential plea agreement isn't official unless accepted by a judge.

| The D.C. Council wants 7,500 electric vehicle charging stations in four years. | - The plan: A bill that was introduced yesterday would put stations across all eight wards by 2027 while setting requirements for the city and developers to include charging ports in renovations or new construction.
- Meeting demand: The District has about 250 electric vehicle charging stations. There are more than 100,000 registered EVs this year across D.C., Maryland and Virginia.

| Fairfax County is launching a plan to tackle the invasive spotted lanternfly. | The spotted lanternfly. (Emily Wallis) | - What to know: The insect has been found in 11 spots, including public parks such as Laurel Hill in Lorton and Blake Lane in Oakton. Experts are focusing on getting rid of its favored host, the tree of heaven.
- A known pest: For humans, the lanternfly isn't dangerous. But its excretion is harmful to grapevines, bees and fruit crops because it triggers the growth of a black mold that hinders photosynthesis.

| A Tony-winning actress will perform back-to-back shows at the Kennedy Center. | - Who? Stephanie J. Block, a 2019 winner for "The Cher Show," will play Norma Desmond in "Sunset Boulevard" starting tonight. The show will run through Feb. 8.
- Block will return to the Kennedy Center starting Feb. 23 to reprise her role as the Baker's Wife in the touring production of the Broadway revival of "Into the Woods."

| The D.C. Defenders of the XFL are back with a new coach. | - Reggie Barlow will lead the D.C. Defenders, who play their season opener against the Seattle Sea Dragons on Feb. 19 at Audi Field. The football league had suspended operations at the height of the coronavirus pandemic.
- Career path: Barlow played seven NFL seasons, starting in Jacksonville after getting scouted by former Washington quarterback Doug Williams. Barlow was Virginia State University's head coach from 2016 through the 2021 season.
