Clean Water State Revolving Fund (CWSRF) Draft Intended Use Plan for Federal Fiscal Year 2024 The New York State Environmental Facilities Corporation (EFC) and DEC have announced the availability of the Draft Federal Fiscal Year (FFY) 2024 Intended Use Plan (IUP) for the CWSRF. The CWSRF program is available to municipalities and certain non-municipal entities in New York State to finance water quality related projects. The Draft IUP includes lists of projects that could receive funding in FFY 2024, which is October 1, 2023 to September 30, 2024. View the draft CWSRF FFY 2024 IUP on EFC's website. Submit comments on the Draft IUP by 5:00 p.m. Friday, September 29, 2023. More information in the August 30th edition of the Environmental Notice Bulletin. Webinar to Review Draft 2024 CWSRF and DWSRF IUPs EFC and DOH will host a webinar to review the Draft 2024 CWSRF and DWSRF IUPs on Thursday, September 14, 2023. Reminder: Clean Water, Clean Air and Green Jobs Environmental Bond Act Survey Governor Kathy Hochul announced the conclusion of the successful 10-stop educational listening tour for the $4.2 billion Clean Water, Clean Air and Green Jobs Environmental Bond Act and encouraged New Yorkers to continue staying engaged in the implementation of this funding opportunity. The educational listening tour was just one part of the State's commitment to a collaborative and transparent process in the delivery of Bond Act funds. The State has created a new web-based survey as part of ongoing efforts to involve all New Yorkers during the Bond Act rollout. The survey is not a formal funding application, but instead helps users share potential project ideas and other feedback on the State's funding mechanisms. The survey will help collect feedback about the types of projects communities may be seeking to support with Bond Act resources. Entries will be collected until Sept. 15, 2023. Public Information Session for the Bay Park Conveyance Project DEC and the Nassau County Department of Public Works (NCDPW) will host a virtual public information session with the design-build team, Western Bays Constructors (WBC), on Wednesday, September 20, at 6:00 p.m. via Zoom. WBC will provide information on upcoming construction activities and the project team will be available to answer questions. The Bay Park Conveyance Project will reduce nitrogen in the Western Bays of Long Island by conveying treated water from the South Shore Water Reclamation Facility (previously known as the Bay Park Sewage Treatment Plant) to the Cedar Creek Water Pollution Control Plant's ocean outfall, which discharges and diffuses treated water three miles offshore in the Atlantic Ocean. Since the open ocean has higher tidal mixing capabilities, nitrogen will not build up in the ocean like it does in the Western Bays. Harmful Algal Bloom Notifications  Visit NYHABS, DEC's harmful algal bloom notification map to view locations of freshwater HABs in New York State that were reported in the past two weeks. Click on a dot for more information, including the date it was reported, the waterbody name, and pictures. Click on the arrow at the bottom of the screen to view a list of reported HABs. Instructions on how to use NYHABS are on DEC's HABs notification webpage. Know it: HABs vary in appearance from scattered green dots in the water, to long, linear green streaks, pea soup, or spilled green paint, to blue-green or white coloration. Avoid it: People, pets, and livestock should avoid contact with floating mats, scum, and discolored water. Report it: Report a suspected HAB using the NYHABs online reporting form. Report health concerns related to HABs to the Department of Health at harmfulalgae@health.ny.gov, or contact your local health department. |
